Floodwaters hit parts of Navotas on Monday morning due to the rains and strong winds brought by Typhoon Uwan.
Along M. Naval Street, water levels have reached ankle deep, making it difficult for pedestrians and motorists to pass safely. In front of the Navotas City Hall near C-4 Road, floodwaters have risen to almost knee level, causing slow-moving traffic in the area.
Uwan has weakened over the West Philippine Sea, while Tropical Cyclone Wind Signal No. 3 remains in effect over three areas in Northern Luzon, according to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa).
In its 11 a.m. advisory, Pagasa reported that Uwan has maximum sustained winds of 130 kilometers per hour (kph) and gusts of up to 160 kph.
Authorities advised motorists to drive with caution and avoid flooded streets whenever possible.
