Two senior Luuka District engineering officials have been remanded to prison after being charged with stealing fuel meant for road works and orchestrating a job-selling scheme, anti-corruption agencies have said.
The Anti-Corruption Unit, in conjunction with the Office of the Director of Public Prosecutions (DPP) and the Criminal Investigations Directorate (CID), on Monday arraigned Rajab Musisi, the Acting District Engineer, and Daniel Sengoba, an Assistant Engineering Officer (Civil), before the Iganga Chief Magistrate’s Court.
The two face charges of conspiracy to commit a felony and theft of fuel.
Court heard that the accused, together with Bernard Kayeyera, an assistant engineer who is still at large, allegedly misappropriated fuel worth Shs222.4 million during the 2024/2025 financial year.
The fuel was part of a Shs1 billion road maintenance grant and was intended for works on several roads, including Busanda-Ikumbya, Busalamu-Waibuga, Ikumbya-Nantamali, Bukoova-Nawaka, and Kyanvuma-Wandago.
Investigators allege that the engineers inflated fuel requirements, diverted fuel through irregular withdrawals or by issuing it to private individuals, and colluded with fuel station managers to falsify records. The fuel was allegedly accounted for as having been used by Works Department drivers, who later denied receiving it.
In a separate case, George Muduuli, the head teacher of Tabingwa Primary School, was charged with extortion related to recruitment exercises.
Prosecutors allege that Mr Muduuli collected between Shs5.7 million and Shs17 million from job applicants, promising to secure them positions within the district. He reportedly claimed the money would be paid to members of the District Service Commission to influence recruitment outcomes.
Investigations into other district officials and members of the District Service Commission are ongoing.
Court remanded the accused until January 8, 2026, as investigations continue.
