MEMBERS of the National Unity Party (NUP) have expressed concerns over alleged delays and irregularities in the allocation and implementation of the national budget, warning that stalled government projects and withheld social assistance could affect communities and economic growth.
In a statement, by NUP, led by its chairman, Deputy Speaker Ronaldo Puno who represents Antipolo, it said that infrastructure and social service programs funded under the 2025 and 2026 General Appropriations Act (GAA) have experienced delays that may prevent intended beneficiaries from receiving government support.
Currently, the NUP has 58 members in the House of Representatives.
The lawmakers cited reports that around 40 percent of Department of Public Works and Highways (DPWH) projects under the 2026 GAA remain awaiting execution, creating financial and operational challenges for provinces and districts relying on these projects.
The group also raised concerns over what it described as an uneven approach in the continuation of DPWH projects, noting that some previously prioritized multi-year infrastructure programs were reportedly excluded from the National Expenditure Program despite earlier funding and implementation.
‘Projects that had been identified and funded were later declared non-implementable by the department’s district offices, without explanation,’ the NUP said, emphasizing the need for clear standards in budget execution.
The party also highlighted concerns involving social assistance programs, particularly the Assistance to Individuals in Crisis Situation (AICS) and Medical Assistance for Indigent Patients and Financially Incapacitated Patients (Maifip). According to the statement, approximately P300 million in AICS funds and P120 million in MAIFIP funds were withheld or impounded.
