EU-PHL AI lab targets business, investment links

THE European Union (EU) and the Philippines have launched a joint artificial intelligence (AI) industry lab to connect businesses, startups and researchers from both sides, develop local AI capabilities and open opportunities for technology partnerships and investment.

The EU-Philippines AI Industry Lab will be established through the Department of Science and Technology (DOST) as an allied facility under its National AI Center for Research and Innovation (NAICRI), the two sides said on Thursday.

The initiative is part of the EU-Philippines digital cooperation program under the bloc’s Global Gateway strategy, which now totals pound 40 million. It emerged from a three-day joint mission organized by the EU and DOST to advance research and innovation in AI.

The lab aims to help European and Philippine companies, micro, small and medium enterprises (MSMEs) and startups adopt AI and develop commercial applications, while improving access to expertise, markets and potential investors.

Its planned activities include developing AI infrastructure and data systems, promoting the responsible use of the technology across industries, and building partnerships to train workers and develop specialized skills.

The facility will also provide access to cloud services, datasets and geospatial tools, including Earth observation data from the EU’s Copernicus program and information from DOST initiatives.

These resources will support the development of AI applications in priority areas such as energy, health, environmental protection and disaster resilience.

To help businesses deploy AI, the lab will connect European and Philippine companies and innovators with technical experts, innovation advisory services and technology expertise from European Digital Innovation Hubs and AI Factories.

It will also pursue public-private partnerships involving European companies operating in the Philippines and local universities.

The launch follows the signing in July of a joint statement by EU foreign policy chief Kaja Kallas and Philippine Foreign Affairs Secretary Ma. Theresa P. Lazaro that elevated bilateral ties to an Enhanced Partnership.

It also comes after the two sides substantially concluded negotiations for a free trade agreement, which could further broaden economic ties.
