The grind of the Philippine Golf Tour (PGT) gives way to the drama of head-to-head duels as the ICTSI The Country Club Match Play Invitational tees off Tuesday at the challenging TCC layout in Laguna.

Headlining the elite 32-player field is Angelo Que, who seeks to punctuate his dominant season with a win in the P2 million season-ending event.

FEATURED STORIES

Despite a forced withdrawal from the final leg at Valley Golf due to illness, Que clinched his first-ever Order of Merit (OOM) title on the strength of two victories—at Pradera Verde and Eagle Ridge—and consistent podium finishes, amassing P1.56 million in total earnings.

But match play will pose a different challenge for the veteran. With the unpredictability of a hole-by-hole showdown, match play provides the potential for underdogs to strike, the same way Arnold Villacencio and Albin Engino stunned the field in last year’s tournament, where Villacencio ultimately cruised to a 4&3 victory in the final.

This year, Que opens against 32nd seed Gerald Rosales in a bracket filled with seasoned tacticians and rising threats. No. 2 Keanu Jahns returns from a brief break to face Taewon Ha, while third seed Fidel Concepcion is slated for a compelling duel against crafty veteran Mars Pucay.

Other notable first-round matchups include Guido van der Valk vs. Marvin Dumandan, Rupert Zaragosa vs. Sean Ramos, and recent Valley leg winner Carl Corpus, who makes his match play debut, going up against Tae Soo Kim.

Former Philippine Open champion Clyde Mondilla takes on Elee Bisera, while the rest of the draw features the likes of Tony Lascuña, Mike Bibat, Jhonnel Ababa, and Zanieboy Gialon—all proven names in match play warfare.

Rey Remogat scored 25 points for UP in the defeat that came after leading by a high of 16.

Andrea Brillantes is committed to becoming a parent to the baby of her best friend and content creator Bea Borres, saying she considers herself as the “dad” of Baby Pea.

“Iiyak ako talaga (I’m really going to cry). If only I can live on the same roof as her so I can be there talaga but I’m going to cry for sure,” Brillantes said when asked how she would react when Borres gives birth.

As Borres is approaching the final stretch of her pregnancy, she has been the content creator’s source of support.

“Para talaga kaming mag-jowa (It seems like we’re partners) but I’m committed to her,” the actress said of their friendship while giggling. “It’s a relationship. We’re sisters. Kulang na lang, may vows na kami [para] sa isa’t isa (What’s missing is the vows we have for each other).”

Brillantes also pointed out that Borres’ high-risk pregnancy is one of the reasons why she wants to stay by her best friend’s side all throughout. After all, she believes that this is what friends do.

“She is my best friend. We’re sisters. We’re more than best friends. She really needs all the support she can get right now, especially with her having a high-risk pregnancy. I know that it means the world to her that people are there for her and Baby Pea,” she said.

“Gan’un ako magmahal as a friend. Tingin ko dapat lahat ng kaibigan, gan’un magmahal. Hindi sila [dapat] mawala kahit may pinagdadaanan (That’s how I love as a friend. I believe that all friends should love like this. They shouldn’t leave each other even if they’re going through something),” she continued.

Not yet her peak

After being revealed as the Tanduay calendar girl for 2026, Brillantes was also announced as the first Filipina ambassador of US fashion brand Guess. With a lot of milestones under her belt, she believes that she hasn’t hit her peak.

“I don’t wanna claim that I’ve hit my peak, I don’t want to think about that. I just want to enjoy my craft to give back to the people. I’m just here to work, have fun, and receive the blessings that I’m receiving,” she said.

The actress said she wants to achieve more milestones, which is why she doesn’t want to state that she is already at her peak. “Nakakatakot na sabihin na peak ko, hindi ko cine-claim ‘yun.”

“Pero kung ‘yun ang iniisip ng iba, thank you. Pero hindi pa [ito ang peak ko],” she continued. “Marami pa akong gustong gawin. Marami pa akong goals na gusto kong ma-achieve.”

Staying on the topic, Brillantes said she doesn’t want to rely on the concept of the “evil eye,” meaning that she chooses to keep her goals for the sake of it — and not just because of a divine belief.

“Hindi ako masyado nagpapadala sa [evil eye] because I know I’m divinely protected. Malakas ang faith ko in God. Siya ang protector ko sa kahit sinong basher or evil eye. Hindi ko lang siya shine-share kasi gan’un ko ka-protektahan ang goals ko and siguro pride ko na rin,” she said.

CEBU CITY, Philippines — The University of Southern Philippines Foundation (USPF) Baby Panthers escaped with a nail-biting 70-69 win over the University of San Jose–Recoletos (USJ-R) Jaguar Cubs in the weekend Cesafi Season 25 high school basketball tournament.

The hard-earned victory, which featured 13 lead changes and seven ties, kept the Baby Panthers’ Final Four hopes alive as they improved to 5-3 following the match at the Cebu Coliseum on Saturday, Nov. 22.

The Jaguar Cubs, meanwhile, slipped to 3-5 as their postseason chances continued to fade.

Luke Brent Dy delivered a huge performance, finishing with a game-high 25 points and 18 rebounds, including the game-winning basket.

He shot an efficient 8-of-12 from the field in 29 minutes. He also tallied three steals.

Champ Davidson Brigoli backed him up with 11 points, three rebounds, two assists, and a steal.

For USJ-R, AJ Prudenciado led the scoring with 14 points, while Japhet Sedrome and John Caresosa added 13 each as the team played without five key players.

USPF opened strong, taking a 26-20 lead after the first quarter.

But the Jaguar Cubs clawed back and closed the half on top, 41-40, after erasing USPF’s earlier eight-point cushion, 43-31.

USJ-R carried that momentum into the second half and built their biggest lead at 57-45. They entered the fourth quarter still ahead, 59-51.

The tide, however, turned quickly in the final frame. USPF put together an 11-2 run, highlighted by Brigoli’s back-to-back triples that pushed them ahead, 62-61.

USJ-R answered with Prudenciado’s basket for a 63-62 edge, only for Brigoli to hit another three that swung the lead back to USPF, 65-63, with 4:21 left.

Sedrome tied the game at 65-all with 2:59 remaining, and Clye Antig put USJ-R back in front with two free throws for a 67-65 lead.

Dy trimmed the deficit with a split at the line, 66-67, before Brigoli buried another clutch triple to give USPF a 68-67 advantage.

Prudenciado replied with a basket at the 1:09 mark for a 69-68 USJ-R lead. From there, USPF went cold, missing six straight attempts as the Jaguar Cubs tightened their defense.

But with the game — and their Final Four bid chances on the line, Dy came through. He hit the game-winning shot at the buzzer to lift the Baby Panthers to a dramatic victory.

UCLM outplays UV

In the other game, the University of Cebu Lapu-Lapu and Mandaue (UCLM) Webmasters routed the University of the Visayas (UV) Baby Lancers, 78-65.

The Webmasters improved to 6-2, while UV dropped to 2-4.

Yancy Montealto powered UCLM with 26 points, 13 rebounds, a block, a steal, and an assist.

Rafael Calo added 21 points in the win.

AJ Ejurango led UV with a 13-point, 13-rebound double-double, while Adrian Padilla and Rhadz Silawan chipped in 10 points each.

UCLM led by as many as 19 points, 78-59, before closing out the Baby Lancers in the final quarter.

MANILA, Philippines — The Bangko Sentral ng Pilipinas (BSP) wants payments system operators to meet stricter standards on financial reporting and audit oversight. The aim is to improve the quality and integrity of information used for regulatory supervision and investor decisions.

The central bank is collecting industry feedback on a draft circular that would adopt regulations meant to strengthen the financial reporting of these entities. These include banks, e-wallet providers and payment gateways that operate platforms that facilitate fund transfers. Comments are being accepted through Dec. 12.

Under the proposal, licensed operators would be required to submit annual financial statements detailing their balance sheets no later than 120 days after the close of the calendar year or fiscal year adopted by the company. They must also hire external auditors only from a BSP-approved list.

Firms based abroad would need to comply with the disclosure requirements and adhere to equivalent regulations enforced by foreign authorities in their jurisdictions.

Government-run entities exempt

Government-owned or -controlled operators, which also fall under the Commission on Audit’s concurrent jurisdiction, would be exempt from the annual financial audit by external auditors. However, if supervisory concerns arise — such as a significant weakness or breach in internal controls or risk management systems — the Monetary Board may, upon recommendation from the relevant BSP supervisory department, require that the audit be conducted by an external auditor.

When hiring an external auditor, the BSP said payment service operators must follow provisions on rotation and avoidance of conflicts of interest.

The external auditor must report to the BSP within 15 calendar days upon discovering any issue that could negatively affect the condition or soundness of an operator. Such cases may involve fraud, actual or potential losses, material breach of laws and regulations, and urgent corporate governance issues.

Failure to comply with the requirements would subject the operators to the penalties.

Meanwhile, the BSP may also downgrade the external auditor’s category or exclude it from the central bank’s list of selected providers if they violate any rules.

“The Bangko Sentral recognizes the importance of financial reports and disclosures in the conduct of effective supervision and in sustaining public and stakeholder confidence in the payment system,” the BSP said.

“In this light, the regulations on financial reporting and audit oversight aim to enhance the quality, integrity and transparency of information channeled to the supervisory process and ultimately promote fairness, accountability, and confidence in financial reporting,” it added. INQ

LAPU-LAPU CITY, Cebu — Water has been restored at 85 percent of total production in the third week after typhoon Tino broke major pipes of the Metro Cebu Water District (MCWD).

Total water production has reached 234,500 out of 275,000 cubic meters as of Saturday, Nov. 22.

Several areas, particularly in the cities of Talisay and Cebu, continue to suffer limited to no water supply while restoration efforts continue.

Repairs at Jaclupan facility

About 2.6 kilometers of the Jaclupan transmission line sustained heavy damage from the Mananga River on Nov. 4, flooding, prompting the MCWD to install a temporary bypass while they start a new pipeline.

The temporary bypass spanning Barangays Jaclupan to Lagtang was connected to the newly laid Watermatic Tubig Pilipinas pipe on Nov. 21.

“MCWD and Watermatic teams will continue working closely to interconnect the Lagtang end of the Watermatic–Tubig Pilipinas line to MCWD’s transmission line leading to the Lagtang and Tisa reservoirs,” the water service provider said on social media.

“We ask for the public’s continued understanding, as these interconnection works may still cause temporary traffic disturbances in the area.”

The Jaclupan Facility, which supplies about 30,000 cubic meters of water daily to Talisay City and the southern parts of Cebu City, is expected to resume operations over the weekend.

Meanwhile, some residents have been relying on Talisay City’s wells since the typhoon.

These include seven wells in Lagtang, two in Barangays Lawaan, and one in Barangay San Isidro, which together produce around 10,000 cubic meters of water per day.

Lusaran facility partly restored

MCWD’s bulk supplier in Barangay Lusaran, JE Hydro, said potable water supply to the Busay reservoir was restored on Nov. 21.

They also announced that the supply line serving Brgy. Pit-os is set to reopen on Monday afternoon, Nov. 22, allowing more households to regain access to water.

Current production remains at 10,000 cubic meters per day until Nov. 30.

The supplier targets increasing output to 15,000 cubic meters per day starting Dec. 1 and aims to fully restore its original 30,000-cubic-meter capacity before Christmas.

JE Hydro, which serves the Lusaran Bulk Water Supply Project in Cebu City, was unable to operate due to severe damage and clogging of equipment.

MANILA, Philippines — The Makabayan Coalition has launched the “Programa para sa Pambansang Demokrasya,” which it described as an alternative governance program that rejects President Ferdinand Marcos Jr. and Vice President Sara Duterte amid the political crisis in the country.

In a press conference on Saturday, Makabayan President Liza Maza stressed that Marcos and Duterte should step down from their posts, citing corruption allegations against the two top leaders.

“Hindi Marcos, Hindi Duterte: Alternatibong Programa para sa Pambansang Demokrasya [No Marcos, No Duterte: Alternative Program for National Democracy],” Maza said.

“The ‘Programa para sa Pambansang Demokrasya’ is a comprehensive agenda of change that rejects both Marcos and Duterte as the people’s false and only option and lays out a firm alternative to the rotten, elitist, and pro-foreign system that has long burdened the Filipino people,” she said speaking Filipino.

“The program was born amid the people’s intensifying anger over corruption, rising poverty, a weakening economy, and the lack of accountability of successive regimes that pushed the country into crisis—from the Marcos dictatorship to the Marcos Jr. administration today,” she added in Filipino.

Makabayan said the alternative program proposes that every sector of society—including workers, farmers, the urban poor, Indigenous peoples, youth, women, and other marginalized groups—should have representation in government.

The group also called for the abolition of political dynasties, the accountability of corrupt and abusive government officials, and the scrapping of the pork barrel system and other roots of corruption in the country.

Also present at the program launch were Kabataan party-list Rep. Renee Co, ACT Teachers party-list Rep. Antonio Tinio, Gabriela party-list Rep. Sarah Elago, former congressmen Teddy Casino and Satur Ocampo, Kilusang Mayo Uno Secretary General Ronaldo Adonis, Bayan President Renato Reyes, and Filipino Nurses United Secretary General Jocelyn Andamo.

The government is currently grappling with controversies amid the ongoing investigation into infrastructure projects nationwide.

President Marcos was recently implicated by resigned Ako Bicol Rep. Elizaldy Co in alleged infrastructure anomalies, claiming the President ordered the insertion of P100 billion worth of projects into the 2025 national budget.

Vice President Duterte was also implicated in a corruption scandal over the alleged misuse of P612.5 million in confidential funds by her office and the Department of Education during her tenure—an issue that led to the filing of an impeachment complaint against her. The case is currently archived in the Senate. /jpv
