CEBU CITY, Philippines — Guard Noe Lingoste has been officially booted out from the University of Cebu Lapu-Lapu and Mandaue (UCLM) Webmasters after committing what many in varsity sports like Cesafi call a “mortal sin.”
Lingoste was expelled from the team for joining a ‘ligang labas,’ or outside tournament, in his hometown of Tigbauan, Iloilo, during the Halloween break.
The incident was first reported in an article posted on UCLM’s official Facebook page by former UCLM Focus Publications sportswriter Britney Branzuela on November 21.
In one of Lingoste’s games for the KJPH Tigbauan team, he scored 43 points during the 2nd Governor Toto Defensor Cup Inter-Town Basketball Tournament 2025.
According to the report, longtime UCLM head coach Calib Gawangon confirmed that Lingoste took part in the outside tournament despite the ongoing Cesafi Season 25 high school basketball competition.
UCLM currently sits in the top three of the standings with a 5-2 record.
The article noted that Gawangon had already warned Lingoste not to join any league outside Cesafi while the season was in progress. Despite the directive, the guard proceeded to play, prompting the coaching staff to dismiss him even before Cesafi officials could intervene.
“We must uphold the integrity of our program and the rules that govern it,” Gawangon said.
CDN Digital later confirmed Lingoste’s removal through UC Athletic Director Jessica Honoridez.
Cesafi member schools are known for their strict stance against players joining unsanctioned leagues during the season. Lingoste’s exit leaves UCLM without one of its key contributors.
He was the team’s third-leading scorer and a steady presence at point guard, averaging 9.9 points in 25 minutes per game, along with 4.9 assists and 2.1 steals.
This isn’t the first time UCLM athletes have been involved in similar violations. In 2023, four UCLM Esports players were caught playing in an unauthorized outside event during the Cesafi season 23.

MANILA, Philippines — Pope Leo XIV has appointed Fr. Samuel Agcaracar as the fifth bishop of the diocese of San Jose de Nueva Ecija.
The Catholic Bishops’ Conference of the Philippines (CBCP) News reported on Friday that the new bishop will succeed Bishop Roberto Mallari, who now heads the Diocese of Tarlac.
Before the appointment of the 55-year-old Agcaracar from the Societas Verbi Divini (SVD) congregation, the position had been vacant for nearly eight months.
The bishop-elect is the current rector of the Divine Word Seminary in Tagaytay City and provincial admonitor of the SVD Philippine Central Province.
Born in Claveria, Cagayan, Agcaracar was first a teacher while serving as a catechist in his home parish of St. Joseph.
He later entered the Society of the Divine Word seminary and studied philosophy at the Christ the King Seminary in Quezon City, and theology at the Divine Word School of Theology in Tagaytay.
Ordained in 2007, Agcaracar served as a high school director at the Divine Word College of Calapan in Oriental Mindoro.

He holds a doctorate in missiology from the Pontifical Gregorian University in Rome. He is also founder and executive director of the SVD Laudato Si’ Farm in Tagaytay.
The date for his episcopal ordination and installation has yet to be set.

Cebu Governor Pamela Baricuatro is facing an administrative complaint for allegedly using a uniform or insignia she is not authorized to wear. | From Pam Baricuatro/FB
CEBU, Philippines — A political clash erupted in Cebu as former city jail warden Byron Garcia filed an administrative complaint against Governor Pamela Baricuatro.
The complaint was over a viral photo showing her in a Special Weapons and Tactics (SWAT) uniform. However, Baricuatro insists that the image was AI-generated.
Garcia submitted the complaint to the Provincial Prosecutor’s Office on November 21. He accused Governor Baricuatro of violating Article 179 of the Revised Penal Code.
The said penal code penalizes the illegal use of uniforms and insignia of government authorities.
The complaint refers to the photograph posted on Baricuatro’s verified Facebook account on November 10. It shows her wearing patches, badges, and a SWAT emblem regulated exclusively for active Philippine National Police (PNP) personnel.
Garcia stated in his sworn affidavit: “I am executing this Affidavit of Complaint to charge Pamela Baricuatro for violation of Article 179 of the Revised Penal Code and PNP regulations.
“By publicly wearing and posting herself in a PNP SWAT uniform, the respondent undermines the identity and authority of actual police personnel and creates the false impression that she has police powers or affiliation.”
The complaint stresses that Baricuatro is not a member, officer, or personnel of the PNP. Therefore, she has no authority to wear or display any police uniform, badge, or insignia.
Garcia argued that the alleged act could mislead the public. Furthermore, it could cause confusion and show disregard for the regulated use of police uniforms.
Baricuatro denies Garcia’s allegations
In a Facebook post on November 22, the governor said the image was AI-generated. She emphasized it was “not even an authentic PH SWAT uniform.”
She described the photo as a birthday gift from the Cebu Provincial Police Office (CPPO) and dismissed the complaint as a “demolition tactic” by political opponents seeking to undermine her leadership.
“No endorsement or official act was intended; it was a public acknowledgment of CPPO’s birthday greetings,” Baricuatro said. “I respect the law and proper insignia use. I will fully cooperate with due process.”
The governor’s office maintained that she has always respected police protocols. More importantly, she remains committed to supporting law enforcement partners across Cebu.
The case now awaits review by the Provincial Prosecutor’s Office.

It seems that all is now well between Nawat Itsaragrisil and newly crowned Miss Universe 2025 Fatima Bosch, as they were seen shaking hands and smiling at each other after the coronation show.
In the video shared by global pageant platform Missosology on its Facebook page on Friday, Nov. 21, Itsaragrisil, Miss Universe Organization president Raul Rocha and Bosch were standing next to each other on stage while the press members took photos of them.
Rocha later left the two alone, hence Itsaragrisil stood nearer the beauty queen. Both of them extended their arms for a handshake while conversing. Their conversation, however, was not heard in the video.

Itsaragrisil and Bosch also did the wai greeting, then turned to face the press members for photos. The two even flashed a finger heart sign.

CEBU CITY, Philippines — The University of Cebu (UC) Webmasters held off the University of Southern Philippines Foundation (USPF) Panthers, 59–56, to keep their hold on first place in the Cesafi Season 25 men’s basketball standings on Friday night, November 21, at the Cebu Coliseum.
UC improved to 9–1 and stretched its winning streak to 7. USPF, meanwhile, absorbed its 8th loss in 10 outings, remaining second to the bottom.
Despite the tight finish, the Panthers spent most of the game trying to catch up. Their energy was boosted by the return of former PBA star Arwind Santos, who rejoined them on the sidelines as a guest coach.
UC opened with an 18–12 lead, but USPF trimmed it to two to start the second quarter. The Webmasters regrouped and rebuilt a six-point cushion at halftime, 32–26.
The Panthers, who have struggled all season to close out games, stayed within striking distance in the second half. They entered the final period trailing 43–40.
USPF cut it even closer early in the fourth quarter when Paul Daniell Apolonio scored to bring the deficit down to one, 43–42. But Ray Charles Libatog, Carlo Salgarino, and Danie Boy Lapiz responded with a 6–0 run that pushed UC ahead, 50–42, midway through the quarter.
The Panthers countered with a run of their own as Redjhee Recimiento and Paulo Dalumpines helped trim the gap to three, 50–47, with 4:12 left.
From there, both teams traded trips to the free-throw line. UC kept a slim lead, while USPF stayed within range behind steady foul shots.
Leonard returned to the line late and sank both attempts to give UC a 57–54 edge entering the final minute. Apolonio, who later finished as USPF’s second-leading scorer, answered quickly with a layup to cut the deficit back to one, 57–56.
But a costly foul by John Miguel Maglasang sent Leonard back to the stripe, where he split his shots, giving UC a two-point lead, 58–56. Forced to extend the game, USPF fouled again, sending Ricofer Sordilla to the line. He made one, putting UC up 59–56.
USPF had one last chance, but John Howard Taala’s desperation three-point shot missed, allowing the Webmasters to escape with the win and avoid overtime.
Sordilla led UC with 11 points, 4 rebounds, and 1 assist. Leonard added 9 points — 5 from the line — along with 5 rebounds, 2 blocks, 3 assists, and 1 steal. Libatog also had 9, while Neon Chavez chipped in 7 against his former squad.
Taburnal paced USPF with 15 points, while Apolonio contributed 11.
UC now prepares for a much-anticipated rematch with the University of the Visayas (UV) Green Lancers on Sunday, November 23, at 5 p.m. USPF returns to action tomorrow against the surging USJ-R Jaguars at 3:30 p.m.

MANILA, Philippines — The Department of Health (DOH) on Saturday reminded Filipinos to clean their surroundings and seek early medical care upon experiencing symptoms of dengue, as the agency reported over 14,000 cases of the illness over two weeks in October.
In an episode of dzMM Teleradyo, Health Promotion Bureau Director Tina Marasigan said the agency recorded 14,038 dengue cases from October 12 to 25, 2025. She noted that this was 8 percent lower than the 15,182 tallied from September 28 to October 11, 2025.
She also said these cases were recorded before tropical cyclones Tino and Uwan hit the country, raising the possibility of stored water in containers becoming breeding grounds for Aedes aegypti, or the mosquito species known to carry dengue.
Health Secretary Teodoro Herbosa also said that while dengue cases are observed all year round, the agency monitors more dengue consultations during the rainy season and “ber” months (September to December). He said the dengue cases and influenza-like illnesses may overlap during these seasons.
“The difference, you can get dengue from vector or mosquito bites. Mosquito bites increase (when water is) stored in containers during the rainy season. Vector control is the solution, once you decrease the number of mosquitoes, dengue cases will lessen,” Herbosa said in the same episode.
Marasigan stressed the importance of health measures to prevent contracting dengue.

“That’s why the agency is reminding the public not to be complacent and strengthen activities such as emptying water in containers, broken tires, trash cans, and others,” Marasigan said.
The agency urged the public to seek medical consultation when the following symptoms occur:
Fever
Rashes
Body ache
Headache and vomiting
Herbosa said dengue fast lanes were set up in DOH hospitals to easily accommodate patients showing dengue symptoms. He added that hospitals have sufficient dengue test kits for diagnoses. /das
