SURINAME-CRIME-Businessman shot dead in drive-by shooting

Law enforcement authorities say that an employee of the Directorate of National Security (DNV) in connection with the murder of businessman Karan Chablani, who was killed last weekend in a drive-by shooting, has since surrendered himself to police.

The DNV is the agency responsible for safeguarding national security and serves as Suriname’s main intelligence service.

The authorities said that the 43-year-old entrepreneur, the owner of, among other things, a modern shopping mall in northern Paramaribo, was killed in Emielaan in Uitvlugt.

According to preliminary police investigations, Chablani was visiting relatives and had just stepped out of his car, when another vehicle stopped next to him, and multiple shots were fired from inside the car. Witnesses said that at least four shots were fired and that the car fled the scene at high speed.

Family members rushed the victim to the Emergency Department of the Academic Hospital Paramaribo (AZP), but he was pronounced dead.

The police and the Anonymous Information Hotline (MIA) had since issued a wanted notice for the DNV member, saying he is ‘is suspected of having committed a drive-by shooting on Emielaan in Paramaribo’.

The suspect, identified as Antony Loswijk, has since turned himself in to the police, accompanied by his lawyer.

Police said that three brothers have also been taken into custody as part of the investigations.

At the time of his death, the businessman was a suspect in an ongoing money laundering case that is still pending before the magistrate’s court.

A judicial source told the newspaper de Ware Tijd that it is still too early to draw conclusions about the motive.

‘It’s far too soon to make any statements. It could be related to the criminal case, but it’s also possible that the motive lies elsewhere. Several scenarios are being considered,’ the source said.

Police said that they have since seized the suspected getaway car, which was found abandoned near a cemetery. They said that the vehicle had been rented from a car rental company in Paramaribo and was likely fitted with false license plates.

Cyprus President and French Minister discuss partnership ahead of Macron visit

Cyprus and France are moving towards the signing of a comprehensive strategic partnership agreement, with both sides expressing their intention to finalise the document ahead of French President Emmanuel Macron’s visit to Cyprus.

President Nikos Christodoulides, welcoming France’s Minister Delegate for European Affairs Benjamin Haddad at the Presidential Palace on Monday, said the partnership is a very important political, economic, and cultural document that they want to finalise as soon as possible and to receive in Cyprus Emmanuel Macron to sign the document.

The Cypriot President outlined five key issues on the agenda for discussion, beginning with coordination ahead of Cyprus’ upcoming EU presidency.

‘France is one of the member states that we see eye to eye in most of the issues of our European agenda. So it’s important to coordinate ahead of our presidency,’ he said.

He added that the two sides would also discuss regional developments, particularly in countries of shared interest such as Lebanon, as well as the Cyprus problem.

‘It’s important to synchronise our actions, especially in relation to countries of the region that have great interest for France, for example, Lebanon, the closest country to Cyprus,’ President Christodoulides said. He also referred to Cyprus’ efforts to fully join Schengen by 2026, noting that the country is working on the technical aspects with the goal of completing them by the end of the year.

For his part, Benjamin Haddad expressed satisfaction with the progress achieved between the two sides. He said he had an excellent relationship with Deputy Minister for European Affairs Marilena Raouna and that they work closely on all these issues.

Referring to the upcoming agreement, Haddad noted their aim is to finalise is as soon as possible.

‘I think we’re very close. We really sent our last amended version. There’s a few details that we can discuss, but my sense is that going back and forth between our two teams, we’ll be able to finalise the next month in November in Brussels before President Macron comes here to officially sign it,’ he said.

Haddad described the agreement as a great way to enhance cooperation on economic issues, on strategic energy issues, and especially in a lot of defence issues where they can use the different European instruments to deepen their partnership.

HAITI-FINANCE-CDB providing assistance to Haiti’s agricultural bank

The Barbados-based Caribbean Development Bank (CDB) says is is providing support to Haiti’s Banque Nationale de Développement Agricole (BNDA) as it seeks to complete a five year strategic plan.

The CDB said that through its Caribbean Technological Consultancy Service (CTCS) Network, it is providing a US$72,163 grant towards the initiative aimed at strengthening BNDA’s institutional capacity and expand access to finance for agricultural stakeholders.

The region’s premier financial institution said that further it will enable BNDA to enhance its governance, operational efficiency, and strategic direction as it works to become Haiti’s first universal bank by 2030.

The Strategic Plan includes an actionable roadmap to improve BNDA’s ability to deliver financial services, which will benefit Haiti’s farmers, agro-processors, and Micro, Small and Medium-sized Enterprises (MSMEs).

‘CDB is proud to have partnered with BNDA on this transformative journey,’ said Lisa Harding, Division Chief, Private Sector Division at CDB.

‘This plan is not just about strengthening an institution – it’s about empowering Haiti’s agricultural sector, improving food security, and creating inclusive economic opportunities for rural communities. BNDA’s vision aligns with the Bank’s efforts to build resilience and promote private sector development, especially among MSMEs.’

BNDA was officially launched in 2021 and has since disbursed over US$2.1 million in agricultural loans, including tailored financing for rice producers, a critical step toward improving national food security. The Agricultural Bank has also established regional service points and partnerships with financial institutions to decentralise access to credit and financial services.

BNDA Haiti, president, Faude Joseph, said that the technical assistance provided by the Caribbean Development Bank in developing BNDA Haiti’s five-year strategic plan has been both insightful and transformative.

‘Through their expertise, collaborative approach, and deep understanding of our institutional realities, we have crafted a roadmap that is ambitious, resilient, and aligned with our mission to promote agricultural development, expand financial inclusion, and become Haiti’s first universal bank by 2030.

‘This partnership not only improves our governance but also reaffirms our shared commitment to sustainable growth and long-term national progress,’ Joseph added/

The strategic plan, which was informed by an initial institutional assessment of BNDA’s operations, was completed in September 2025, after almost two years of engagement with the Agricultural Bank in Haiti.

It is expected to guide BNDA’s efforts to adopt innovative technologies, improve risk management, and strengthen its outreach to underserved populations, including women and youth in rural areas.

Cyprus Minister asks EU Council for adequate funding for farmers’ climate crisis adaptation

Minister of Agriculture, Rural Development and Environment, Maria Panayiotou called for adequate funding to support farmers in adapting to the climate crisis and to promote generational renewal in the agricultural sector, during her remarks at the Agriculture and Fisheries Council in Luxembourg on Monday.

In her statement ahead of the Council, the Minister highlighted three critical issues affecting the agricultural sector, with a particular focus on the challenges faced by Cyprus. She began by addressing the discussion on the “green architecture” of the new Common Agricultural Policy (CAP) post-2027. “The climate crisis is already upon us, and its effects are being experienced throughout the food production chain. That is why today’s discussion on the green architecture for the new CAP after 2027 is very important,” she said.

She noted that while the Commission’s proposal includes positive elements, such as the flexibility for member states to adapt their programs to local specificities, “in order to address climate change and the effects of climate change, we need adequate funding.” The Minister also recalled that the Ministers of Agriculture have already jointly expressed their objection to the Commission’s proposal to remove the two pillars and merge the CAP budget with other funds, stating, that “the CAP must maintain its two pillars and an independent budget with an independent funding framework.”

The second issue raised by the Minister concerned “the market situation and the adverse effects on the primary sector in Cyprus due to the prolonged drought, which has affected the entire food production chain.” She requested “adequate and satisfactory support from the Commission,” noting that discussions on this issue are already underway.

Finally, the Minister addressed the “generational renewal strategy” in the agricultural sector, which was presented by the Commissioner. “It is a very important strategy, as we know that the number of young people entering the primary sector across Europe is extremely low-around 12% of those under 40,” she stressed. To make the primary sector attractive to young farmers, “adequate funding is essential,” she concluded, emphasizing that this will be Cyprus’ main request during the discussions. The Minister also underscored the importance of a successful generational renewal strategy for safeguarding food security and maintaining the social cohesion of rural areas.

CARIBBEAN-YOUTH-Caribbean nationals included in Young Leaders of Sustainable Development Goals

Two Caribbean Community (CARICOM) nationals have been named among the cohort of 17 Young Leaders for the Sustainable Development Goals (SDGs).

A UN statement said that this marks the first cohort to be selected and announced by the newly established United Nations Youth Office, building on the legacy of the Office of the Secretary-General’s Envoy on Youth, which launched the initiative in 2016.

Every two years, the United Nations Youth Office recognizes 17 exceptional young changemakers who are driving solutions to some of the world’s most pressing challenges and whose leadership is helping to advance the achievement of the SDGs. Since its inception, the initiative has reached millions of young people around the globe, inspiring action and amplifying youth-led innovation and collaboration.

The two Caribbean nationals named are 16-year-old Anthurium Lewis of Trinidad and Tobago and 33 year-old Adelin Pierre of Haiti.

‘To me, the United Nations represents breaking barriers between nations to serve a common purpose. It stands as a symbol of hope and shared humanity; embodying collaboration, compassion, collective responsibility and bringing the world together to create meaningful change,’ Lewis said.

Pierre said ‘young people should care about the SDGs because the world’s biggest challenges, from poverty to climate change, will define their future. Getting involved lets them shape a more just, inclusive and sustainable world for all.’

The UN said that following an open call for applications earlier this year, which captured more than 33,000 applications from over 150 countries, the 2025 Young Leaders for the SDGs – who are all between 16 and 33 years of age – hail from all corners of the world.

It said that they are artists, founders, community mobilizers, athletes, physicians, peacebuilders, entrepreneurs, and scientists working across all pillars of the United Nations: sustainable development, human rights, and peace and security.

‘The 2025 cohort of Young Leaders for the SDGs is a powerful testament to the courage, creativity and commitment of young people driving real change in every corner of the world,’ said Felipe Paullier, the UN Assistant Secretary-General for Youth Affairs.

‘From confronting the climate crisis and advancing mental health, to reimagining education and championing peace, these young leaders are not just responding to today’s global challenges – they are actively reshaping the future. At a time of deep division and uncertainty, they embody the very spirit of the United Nations: unity, action and hope for a better tomorrow,’ Paullier added.

The UN said that a distinguished judges panel, composed of influential leaders from across the entertainment industry, private sector, civil society, government and beyond, provided invaluable inputs and feedback as part of the selection process.

On 30 and 31 October 2025, the Trans European Policy Studies Association (TEPSA), the Cyprus Center for European and International Affairs (CCEIA), and the Department of Politics and Governance of the University of Nicosia will hold a high-level conference in Nicosia to discuss the priorities of the Cypriot Council Presidency. The Conference is supported by the European Union, the Ministry of Foreign Affairs of the Republic of Cyprus, the Norwegian Institute of International Affairs (NUPI) and the Cyprus Forum.

On 1 January 2026, Cyprus will succeed Denmark in holding the presidency of the Council of the European Union. With the rise of Russia’s hybrid threats in Europe and a tumultuous relationship with the United States, the EU’s path towards strategic resilience and preparedness needs to be strengthened.

The Cypriot Pre-Presidency Conference (PPC) will be an opportunity to assess how the current global landscape affects both Europe and Cyprus itself, particularly as the island stands at the crossroads of regional tensions. Several policymakers, key figures from academia and civil society from Cyprus and other countries will participate. These include Nikolas A. Ioannidis, Deputy Minister of Migration and International Protection of the Republic of Cyprus, Theodoros Gkotsis, Spokesperson of the Ministry of Foreign Affairs of the Republic of Cyprus, and the Ambassadors of France and Greece to Cyprus.

New UN top official to meet with President Christodoulides on Wednesday

On Wednesday, October 29, the new Head of UNFICYP and Special Representative of the United Nations Secretary-General, Khassim Diagne, will meet with the President of the Republic, Nikos Christodoulides.

As Government Spokesman Konstantinos Letymbiotis told CNA, Diagne will visit the Presidential Palace on Wednesday at 11:30 a.m. to meet the President of the Republic for the first time.

Asked about the upcoming visit to Cyprus of the Personal Envoy of the UN Secretary-General, María Ángela Holguín, and her meeting with the President of the Republic, Letymbiotis told CNA that official announcements from the United Nations are expected.

The Senegalese diplomat Khassim Diagne replaced Colin Stewart, who retired recently.

Upon his arrival, Diagne said he felt honored and grateful to be on the island, adding that he looks forward to working with all parties. Diagne has over 25 years of experience in international affairs and has held senior leadership positions within the United Nations.

Cyprus has been divided since 1974, when Turkey invaded and occupied its northern third. Repeated rounds of UN-led peace talks have so far failed to yield results due to Turkish intransigence. The latest round of negotiations, in July 2017 at the Swiss resort of Crans-Montana ended inconclusively.

In 2025 the Secretary-General hosted two informal meetings on Cyprus, in March in Geneva and in July in New York, while a tripartite meeting with the Cyprus leaders was also held in late September, at the end of the UN General Assembly High Level Week. An informal meeting in broader format is expected later this year.

María Angela Holguín, the UN Secretary-General’s Personal Envoy on Cyprus, is tasked to engage with the parties, while former European Commissioner Johannes Hahn, designated by the Commission as Special Envoy for Cyprus, is also expected to contribute to the settlement process, in cooperation with Holguín.

2nd UPDATE-GUYANA-Private sector group and political parties react to deadly explosion

The Private Sector Commission (PSC) Monday said it is seriously concerned at the news of the explosion at a gas station in the capital on Sunday night that resulted in the death of a six year-old child and injury to several other people.

‘The Commission urges all business places and every citizen to be alert to the seriousness of this matter and to maintain a maximum and heightened state of security and vigilance as the government takes immediate and appropriate action to address the matter,’ the PSC said in a statement.

Six year-old Soraya Bourne, who died following an explosion on Sunday.

‘This tragedy underscores the urgent need for stronger safety and security practices across the country to protect lives and property and continues to work with and support our national authorities in upholding these standards,’ it added.

Police have since released a video showing a man placing a bag at the gas station before the explosion.

‘Preliminary investigations revealed that earlier in the evening, a male of mixed ethnicity, believed to be a Spanish speaking foreign national, was seen at the location with two bulky black plastic garbage bags,’ the police said in a statement.

‘At approximately 19:36hrs, a powerful explosion was heard on the southwestern side of the compound, near the section where bottled cooking gas is stored. The blast caused extensive damage to the building, several parked vehicles and nearby properties.’

The opposition coalition, A Partnership for National Unity (APNU) said that it had sent a team to vist the family ‘provide emotional support to the grieving family during this unimaginable time.

‘This tragedy has shaken the nation, and as the family mourns, the entire country mourns with them. Moments like these remind us of the importance of unity, compassion, and standing together as a people,’ the APNU said.

‘It is a time of deep sorrow, but also a moment for all Guyanese to come together in love, strength, and solidarity as we grieve the loss of an innocent life,’ said the APNU, which lost its position as the main opposition grouping in Guyana following the September 1 regional and general election.

‘We also pray that her family would find the strength and comfort that they need at this time. The Party wishes those injured a speedy recovery and that the perpetrator/s involved would be caught and dealt with to the full extent of the law.’

Another opposition party, Forward Guyana Movement (FGM) issued a statement condemning ‘in the strongest and most unequivocal terms, the horrific act that claimed the innocent life of six-year-old Soraya Bourne and injured several others following the tragic explosion’.

It said that ‘the loss of a child under such devastating circumstances has shaken the conscience of our nation and plunged every Guyanese heart into mourning. We extend our deepest condolences to Soraya’s family and loved ones, and we wish a full and speedy recovery to those injured and traumatized by this senseless tragedy.’

The party said it is calling on the government to ‘ convene an emergency meeting with all Opposition Party Leaders,’ adding that it is ‘urgently needed to craft a unified, non-partisan national response to the growing threats to public safety, and to reassure the nation that the security and well-being of every Guyanese, regardless of background or origin, remain the foremost duty of the State’.

President Irfaan Ali, who is on a visit to Saudi Arabia, said in a statement said he had been ‘briefed on the identification of an individual of interest, and I have instructed that images of this person be circulated widely so that the public may assist the Guyana Police Force by sharing any information that could aid the investigation.

‘I have directed that a full-scale investigation be launched immediately and that every available resource and investigative tool be utilised to determine the precise cause and circumstances of this incident,’ Ali said.

Home Affairs Minister, Oneidge Walrond, said ‘my heart goes out to the Bourne family during this unimaginably painful time’.

Meanwhile, Samantha Roach, the mother of the six-year-old child killed in the blast, told reporters that her daughter had been excited at going out to buy food at KFC with her cousins as had been the routine every Sunday.

‘I rush go but by time I reach, they done carry some of them hospital,’ Roach said, adding at the hospital, she frantically begged for information.

Soraya, who was seated behind the driver’s seat in the car, died at the scene.

The mother said her daughter was too ‘young’ to have suffered such a death, saying she did not mind if she had died as a result of an illness.

‘She didn’t deserve to die like that,’ Roach said.
