Sri Lanka to sign UN Convention against Cybercrimes

Cabinet Spokesman Minister Dr. Nalinda Jayatissa yesterday said the Cabinet of Ministers has approved Sri Lanka’s decision to sign the United Nations Convention against Cybercrimes (UNCC), adopted at the UN General Assembly in December 2024.

The joint proposal was presented by the President, who also serves as Minister of Digital Economy, along with the Ministers of Justice and National Integration, and Foreign Affairs, Foreign Employment, and Tourism.

Jayatissa said Sri Lanka’s participation will strengthen its ability to prevent and combat cybercrimes, improve cross-border cooperation, recover illicit assets, protect victims and witnesses, and enhance access to technology and capacity building.

NCPC Sri Lanka becomes the Leading Greenhouse Gas Verification Body

At the heart of Sri Lanka’s climate accountability efforts stands the National Cleaner Production Centre, Sri Lanka (NCPCSL)-the country’s leading Greenhouse Gas (GHG) verification body. As a trusted, third-party verifier, NCPC ensures organizations’ GHG inventories are accurately assessed in accordance with ISO 14064-3:2019 standards.

NCPC leads as a GHG verification body in few aspects. NCPC has highly competent individuals as in-house verifiers. The organizational competencies in the fields of energy, water, chemical and environment management further enhances its industry leadership.

The Centre’s credibility is further strengthened through its formal accreditation by the Sri Lanka Accreditation Board (SLAB) under ISO 17029:2019 and ISO 14065:2020, and recognition under the International Accreditation Forum’s Multilateral Recognition Arrangement (IAF-MLA). This international recognition authorizes NCPC to carry out independent verification of GHG emissions, ensuring that Sri Lankan organizations’ climate disclosures meet global standards.

But effective climate action begins with a critical foundation; accurate quantification and independent verification of greenhouse gas emissions.

CoPF calls for tariff reform, stronger excise enforcement as levies on onions and potatoes rise

The Parliament Secretariat yesterday said the Committee on Public Finance (CoPF) has approved higher Special Commodity Levies (SCL) on imported big onions and potatoes while issuing sweeping directives to reform Sri Lanka’s tariff regime, strengthen excise duty enforcement, and improve agricultural productivity.

The levy on imported big onions was raised by Rs. 10 per kilogram, from Rs. 40 to Rs. 50, and the levy on imported potatoes increased by Rs. 20 per kilogram, from Rs. 60 to Rs. 80, effective 26 August 2025.

The move aims to ensure fair prices for local farmers during the 2025 Yala season.

Officials acknowledged that although the SCL was originally meant to be phased out, it continues to be used to protect local producers.

However, COPF emphasised that Sri Lanka’s tariff structure must be sustainable, simple, transparent, and predictable.

The committee instructed the Ministry of Trade and the Ministry of Finance to align existing laws with the National Tariff Policy and conduct a full assessment of the planned shift to a four-band import duty system and the gradual phase-out of para-tariffs, including SCL and CESS, between 2027 and 2030.

A progress report was requested by March 2026.

To reduce dependence on temporary tariff protection, COPF recommended that the Department of Agriculture implement a national project to promote high-yield cultivation kits for big onions across all growing regions within five years.

The initiative should form part of a broader strategy incorporating temperature-controlled storage, buy-back schemes, and future contracts to reduce post-harvest losses and stabilise farmer income.

In addition, COPF approved new rules under the Excise Ordinance to tighten enforcement and improve duty collection from liquor manufacturers. Under the revised regulations, production by non-paying manufacturers will be suspended after 30 days and all distribution and sales halted after 90 days.

The committee noted that the existing 3% monthly penalty on unpaid duties has been insufficient due to weak recovery mechanisms in the Excise Act.

Survivors seek $ 15 m in reparations for 1989 Valvettithurai massacre

Survivors and families of victims of the 1989 Valvettithurai massacre have submitted a detailed reparations claim to the Office for Reparations, seeking $ 15 million (about Rs. 4.5 billion) in compensation for mass killings and destruction carried out by the Indian Peace Keeping Force (IPKF) 36 years ago.

The claim, filed by the Citizens’ Committee of Valvettithurai, is the first to demand reparations for a mass atrocity committed by a foreign military on Sri Lankan soil. At least 66 civilians were killed and 34 others injured during a three-day assault from 2 to 4 August 1989. In addition, 123 houses and 43 shops were destroyed, while more than 250 homes were damaged.

‘Although the perpetrators were foreign troops, these atrocities occurred within the Sovereign territory of Sri Lanka, and the victims were Sri Lankan citizens. Accordingly, the Government of Sri Lanka bears full responsibility to recognise, compensate, and restore justice to its own people,’ Citizens’ Committee representative N. Anantharaj said in a letter to the Director General of the Office for Reparations.

A copy of the reparations claim and a report containing eyewitness testimonies were also handed over to President’s Counsel and former MP M.A. Sumanthiran.

Sri Lankan Juniors in Bahrain with high hopes for a medal

Sri Lanka’s next generation of golfing talent has set off for Bahrain, ready to test their skills against Asia’s finest at the 3rd Asian Youth Games Golf Championship, taking place from Today (23) to 25 October at the Royal Golf Club.

The team, made up of four exceptional young golfers – Kaya Daluwatte, Reshan Algama, Jevahn Sathasivam, and Adithya Weerasinghe – will compete under the experienced guidance of Mithun Perera, one of Sri Lanka’s most accomplished professionals and the son of national legend golfer, Nandasena Perera. Mithun serves as both Coach and Manager for the contingent.

Share price closes the day at Rs. 9,369.50, up by over 600% since Hayleys acquisition whilst net asset value is Rs. 931.54 per share

Harischandra Mills PLC saw its share price rocket past the Rs. 11,000 figure momentarily yesterday amidst Hayleys PLC’s mandatory offer at Rs. 3,300 per share.

The market yesterday saw 1,854 of highly illiquid shares of Harischandra changing hands via 456 trades for Rs. 19 million. The share price traded between a high of Rs. 11,020.25 and a low of Rs. 9,280.25 before closing at Rs. 9,369.50, up by Rs. 553.25 or 6.28%.

Hayleys PLC on Friday acquired 778,946 shares or 40.59% stake in family-controlled Harischandra at Rs. 3,300 per share in a deal worth Rs. 2.5 billion after which the stock price shot up to a new high of Rs. 7,424.50. The seller of the 40% block was Senthilverl Holdings Ltd.

The sharp spike in Harischandra share price comes as Hayleys PLC announced yesterday the mandatory offer to acquire the remaining stake of 59.42% or 1.14 million shares at Rs. 3,300.

Analysts linked the spike partly to speculators whilst others said some investors saw huge upside potential post-Hayleys acquisition.

Yesterday’s closing of share price is 607% higher than the mandatory offer price. The net asset value per share of Harischandra was Rs. 931.54 as at end-June 2025. The public holding of Harischandra is 54.96% held by 602 shareholders.

Core business of Harischandra is manufacture of food and soap products and marketing of fuel and lubricant. In FY25, the company saw only 0.3% increase in revenue to Rs. 6.3 billion whilst profit rose by 12.6% to Rs. 253 million.
