Cha Eun-woo of Astro, who is currently serving in the military, was caught on camera at one of the Apec venues in Gyeongju, according to online communities.

A video of Cha Eun-woo, dressed in his military uniform and walking through a hotel lobby in Gyeongju, quickly went viral Friday afternoon, surprising fans who have been waiting for his discharge.

‘Even with most of his face hidden under a military cap, his good looks still shine through,’ one user wrote on X. ‘He’s promoting Korea just by looking that handsome,’ another commented.

DSWD now on alert in Eastern Visayas as it braces for Typhoon Tino

The Department of Social Welfare and Development (DSWD) on Monday said its regional office in Eastern Visayas is already on full alert amid the expected landfall of Typhoon Tino in Eastern Visayas.

The DSWD said its Eastern Visayas office has already activated its quick response team to continuously monitor Tino and coordinate with local government units that need assistance.

‘[This is] to ensure the prompt response to our fellow citizens who may be affected,’ the DSWD said in Filipino in an issued statement.

Relief items have also already been prepared, with 134,531 food packs already prepositioned as of 9 a.m.

A total of 20,664 non-food items, 18,473 ready-to-eat boxes and 4,950 water bottles are now also ready for distribution should it be needed.

Tino was last spotted 285 kilometers east southeast of Guiuan, Eastern Samar, and is expected to make its initial landfall over the vicinity of the southern portion of Eastern Samar, Leyte, Southern Leyte, or Dinagat Islands by Monday night at the earliest.

With this, Tropical Cyclone Signal No. 3 has already been raised over six areas in Visayas and two areas in Mindanao.

Bohol governor orders mayors to stay put, lead Tino disaster response

Bohol Governor Erico Aristotle Aumentado has ordered all mayors in the province to remain in their localities and personally oversee disaster preparedness as Severe Tropical Storm Tino (Kalmaegi) threatens the province.

In a memorandum issued late Sunday, Aumentado directed mayors to lead preemptive measures, including vulnerability assessments, evacuation planning, and information dissemination to communities in high-risk areas.

‘Your physical presence and close supervision within your areas of responsibility are indispensable,’ the governor said.

He added, ‘You are expected to lead and personally oversee all preparedness and response operations to effectively mitigate the impact of the storm.’

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) placed eastern Bohol under Tropical Cyclone Wind Signal No. 2, with the rest of the province, including the capital Tagbilaran, remaining under Signal No. 1 early Monday, November 3.

Areas under Signal No. 2-including Ubay, Talibon, Bien Unido, Trinidad, Pres. Carlos P. Garcia, Mabini, Alicia, Candijay, Guindulman, Anda, Pilar, San Miguel, and Getafe are expected to experience gale-force winds and heavy rainfall as Tino continues to intensify while moving westward over the Visayas.

Disaster response units across the province have been placed on high alert, while residents in flood- and landslide-prone areas were urged to prepare for possible evacuation.

SBMA conducts dry run of electric buses

As part of its goal to make this freeport the first carbon-neutral economic zone in the country, the Subic Bay Metropolitan Authority (SBMA) began the dry run of its electric bus (e-bus) system on Monday.

According to the SBMA, the dry run will be implemented from 6 a.m. to 7 p.m., Monday to Sunday (Nov. 9), with the e-buses picking up and dropping off passengers at designated bus stops within the Central Business District. No fares will be collected during the dry run.

The key objectives of the activity are to check e-bus functionality and capacity under actual passenger conditions, assess compliance and operational aspects of charging stations and manpower, and conduct a time-and-motion study to determine average cycle duration and efficiency.

In May, 10 e-bus units acquired through Golden Asia Automotive Builders, Inc. and manufactured by Xiamen King Long United Automotive Industry Co. Ltd. were delivered to the freeport and have already undergone road testing.

SBMA also built fast electric vehicle charging stations (EVCs) at the motorpool area of its Maintenance and Transportation Department and installed another charging station-donated by the Department of Energy-along Argonaut Highway.

Aside from the EVCs, the agency allocated ?10 million for the rehabilitation of bus stops and terminals and the construction of new ones: eight around the Central Business District, 16 in the Cubi Area, six in theme park areas, 18 in the Binictican Housing area, and 10 in the Kalayaan Housing area. The project is expected to be completed by December this year.

The SBMA said it remains committed to reducing its carbon footprint, aiming for a 30-percent decrease in emissions by 2030 and net-zero emissions by 2040

Succession unlocked: Building leadership that lasts

Several TV series have dramatically portrayed succession.

In ‘Game of Thrones,’ it is often violent and bloody. In ‘Succession,’ it is full of plot twists and drama. In ‘The Founder,’ there is so much aggression and ambition.

Instead, succession in a corporate setting is about sustainability and longevity, and therefore is a critical topic for boards, especially of publicly listed companies.

As boards focus on leadership succession, we must address potential issues, such as resistance, miscommunication, loss of corporate momentum or worse, the departures of key executives.

In this essay, I propose practical strategies for leaders initiating succession and for those affected.

A brief story: Many years ago, I was working for a global bank, and I led a team overseeing three locations in the region. It was typical to move every three years, often to take on greater responsibilities or larger teams.

My next move would have been to assume the leadership of the whole region. Our succession templates had the usual ‘ready now,’ ‘ready in one to two years,’ ‘ready in three years or more’ and included typical training and exposure needed for future roles.

My brief story sets up how to prepare for succession. Organizations need to develop succession plans early. Planning means identifying key roles (who will likely move?), and potential successors (if the move happens, who do we put in the vacant role?).

Each leader who might be a successor should be evaluated on their readiness, whether ready immediately or as needed, or perhaps ready in time with leadership interventions, such as temporary assignments or training.

The organization needs to invest in leadership development. Often, this is simply training, but the best ways in developing successors are mentorships, opportunities to build and show their skills, such as working in task forces or ad hoc committees, or even spending some time away from their usual role (a finance person may spend some time selling to customers at a company store, for example).

My favorite advice to future leaders is for them to develop a ‘T’ profile. That is, the vertical bar is a deep functional expertise (such as finance, legal, technology) and a long horizontal bar representing various skills they may have acquired or developed outside of their deep knowledge (example: a finance person who had stints in product management, customer experience or business development).

As succession planning takes root, organizations must ensure all stakeholders understand its importance and that succession goals align with the long-term vision.

These succession plans should be regularly reviewed, with feedback from stakeholders, as organizations are rarely static and need to adapt to changing circumstances.

Organizations must ensure that leaders follow through on board discussions on succession.

My brief story also highlights that communication is the key to a smooth transition. While I thought my logical next move was the regional role, I only found out the regional role wasn’t mine until the organizational announcement.

It’s crucial to clearly explain the reasons for the transition and the chosen successor. To foster trust, an organization needs to immediately and openly address any concerns and questions. This transparent communication ensures that everyone is informed and involved in the transition process.

‘What happens now?’

This is the most frequent question when a transition happens. All key stakeholders should be involved early in the process, from board members to senior leaders and employees.

A company needs to demonstrate how the transition aligns with organizational goals to build buy-in.

And as the new leaders step in, allow these successors to articulate their vision and plans for the future. Every human being is different, with unique beliefs, attitudes and styles shaped by life and experiences.

Therefore, it is vital to highlight the successors’ qualifications and the value they bring to the organization. Throughout the transition, provide regular updates to everyone and encourage feedback.

What are some of the challenges in succession? Possible solutions?

The first and most apparent challenge is resistance to change. An organization needs to involve its employees, emphasize the benefits of the change and hold town halls to address concerns.

The second challenge is the loss of institutional knowledge. A leader who leaves a role and a successor who steps in face real knowledge, skills and work history gaps, and most especially, the skills of the inherited team.

While documentation and knowledge sharing can help, this challenge is best mitigated by a mentorship period. For example, the successor could be a short-term deputy.

The third challenge is the opposite: a leader who stays in one role for too long. This is unhealthy for the organization. That leader could assume more challenging roles, and a successor will then build new skills.

The fourth challenge is poorly defined roles. As organizations are continually pushed to execute faster, their role definitions often become outdated. A succession event helps redefine responsibilities and authority.

The fifth challenge in succession is overlooking the emotional impact. Working together for some time creates bonds, and a transition means re-bonding, which can be an emotional event.

The organization needs to acknowledge the emotional aspects of a leadership change for both the new leader and team members.

It’s essential to provide counseling or team-building support to ease the transition, showing empathy and support for those affected.

The last challenge in succession is not actually moving successors to target roles. Executives may be classified as ‘ready now’ or ‘ready in one to two years,’ but if at every annual review, they are classified the same, there is a talent retention risk.

Did the organization forget the individual’s career path? Wait too long, and the executive might leave for other companies that can better value their talent and potential.

Don’t forget the role of the leader who is leaving for another role. The leader needs to demonstrate commitment to the succession plan and the future of the team and the organization.

The leader should also be transparent about the reasons for moving on, and have confidence in the successor. The hardest part of being a leader who must leave a role is to be able to offer guidance without micromanaging or second-guessing.

The organization also needs to acknowledge the outgoing leader and recognize the potential of the successor.

Often forgotten are the people affected by the succession. If you are one of them, as I have usually experienced in my professional career, embrace change and transition with an open mind and be willing to adapt, aligning your efforts with the organization’s goals. Always ask questions to understand the new leader’s vision and expectations, establishing trust and collaboration.

Do executives leave if they are not chosen?

There are very public examples of executives leaving organizations if they do not get the roles for which they were designated as successors.

Let me go back to my brief story. I felt emotional, disappointed and let down, as I had hoped for the larger regional role that went to someone else.

There was no explanation for ‘why not me?’ Soon after, I realized the regional role wasn’t for me, as a global opportunity arose and I moved to my new HQ job! It may be true then that all good things come to those who are patient and get the job done.

Effective leadership succession ensures organizational stability and growth. As leaders in our respective organizations, we all need to work together to navigate succession and transitions successfully, ensuring business continuity and long-term success.

PNP data shows 11.99% drop in crime rate in last 5 months

Data shared by the Philippine National Police (PNP) on Monday showed an 11.99-percent decrease in focus crime rates across the country between June and October 2025.

Focus crimes include murder, homicide, physical injury, rape, robbery, theft and carnapping.

According to the PNP data, there were 2,961 incidents of focus crimes last June.

Although it rose to 3,304 incidents in July, then 3,335 incidents in August, focus crime dropped to 2,845 incidents in September, then 2,606 incidents in October.

However, theft cases, in particular, showed a 5.25-percent increase from 1028 in June to 1082 in October.

Nonetheless, the following focus crimes showed a decrease during the said period, according to the PNP:

rape dropped by 39.64 percent from 618 in June to 373 in October;

carnapping of motor vehicles cases dropped by 30.77 percent from 26 in June to 18 in October;

physical injury cases dropped by 21.05 percent from 399 in June to 315 in October;

homicide cases dropped by 12.20 percent from 82 in June to 72 in October;

robbery cases dropped by 9.88 percent from 324 in June to 292 in October;

murder cases dropped by 9.15 percent from 295 in June to 268 in October; and

carnapping of motorcycles cases dropped by 1.59 percent from 189 in June to 186 in October

The law enforcement agency also stated that its case solution efficiency rate increased by 6.6 percentage points, from 62.82 percent in June to 69.42 percent in October.

In the PNP, a case is considered solved if the offender has been arrested.

The PNP particularly noted that, from Aug. 26 to Oct. 30, 10,434 individuals were arrested for drug-related charges in 9,061 anti-drug operations, leading to the seizure of illegal drugs valued at P1.91 billion.

It added that police across the country arrested 11,500 most wanted persons as well as confiscated 5,600 loose firearms, P2.86-million jackpot money in illegal gambling operations, and P337.8-million goods in alleged smuggling operations.

BuCor officer with suspected shabu nabbed at NBP

A Bureau of Corrections (BuCor) officer was nabbed for possession of suspected shabu (crystal meth) worth an estimated P131,920 inside the New Bilibid Prison (NBP) in Muntinlupa City on Sunday afternoon, the police said.

A police report obtained by the Inquirer identified the arrested officer only as ‘Paulo,’ with the rank of Correction Officer 1.

He was apprehended at the NBP Reservation in a buy-bust operation by the Muntinlupa City Police Station and the Southern Police District Drug Enforcement Unit (SPD DEU) in coordination with the Philippine National Police Directorate for Intelligence and BuCor, the police report added.

Authorities recovered four pieces of heat-sealed transparent plastic sachets containing suspected shabu weighing 19.4 grams.

‘Moreover, the suspect (initially) refused his motorcycle to (be) searched where the official receipt and certificate of registration of the same is placed in the compartment as well as the documents of his issued firearm,’ the police report said.

Nonetheless, authorities managed to confiscate the suspect’s motorcycle, and a loaded .9mm pistol.

The arrested BuCor officer was brought to the SPD-DEU for investigation for the possible filing of a formal criminal complaint for violation of Sections 5 and 11 of Republic Act No. 9165 or the Dangerous Drugs Act.

What sets Miss Earth pageant apart, according to 2023 queen Drita Ziri

The Miss Earth pageant has been known for conducting judging sessions with the delegates bare-faced, and another layer of scrutiny for fitness and form. And this year’s contest is no exception.

At the sidelines of the judging for beauty of face, fitness and form, and poise at the Diamond Hotel in Manila on Nov. 1, Miss Earth 2023 Drita Ziri told Inquirer Entertainment that these sessions make the international pageant unique.

‘When it’s in a room and it’s closed, and it’s just them and their catwalk, and how they carry themselves, then you get a different view. It’s more real, I think that’s what sets it apart,’ the Albanian host and model said.

‘You get to see how the girl feels. Since it’s so close to the competition, you can also see their excitement. When they’re nervous, it’s cute, it’s nice, it’s funny, it’s a different feeling that I wish to see more in pageants actually,’ continued Ziri.

One by one, the 81 delegates appeared before a panel of experts without any makeup on for the judging for beauty of face, donning white dresses and smiling before the jurors while sitting on the Miss Earth throne.

Another set of experts were called for the fitness and form judging, and for the poise segment. There, the ladies reappeared in swimsuits of their choice. Some opted to cover up with a boyleg athletic wear, a slinky dress with crystals, and a modest two-piece ensemble of lace, but all of them wore dark sunglasses, and had minimal facial expressions.

‘I think it’s very nice that it’s very raw. You don’t have makeup covering anything. And when you do bikini on stage and production, you get another feeling, it’s just another vibe, another energy. So you judge it differently,’ Ziri said.

She also responded to some observers who point out that the judging for facial beauty and figure just reinforces dated pageant processes, with the modern times seeing competitions highlighting the ladies’ intangible traits and qualities.

‘Definitely there’s something different (that the judges look for), because they’re sitting watching you trying to smile and put your best self. Honestly, I think the saying that the eyes are the window to your spirit is so true. And you have them so close, so you really get all their emotion, and it’s nice to see it, it’s nice to see them, they’re emotional about this experience,’ Ziri explained.

‘With all those emotions and everything they’ve been through, they come to this day and they’re sitting face-to-face with the judges, it’s not only the beauty of the face, it’s not only the physicality. It’s the whole journey being shown in the simplest way possible,’ she continued.

The Miss Earth pageant is marking its 25th year of promoting environmental awareness as a platform that seeks ‘beauties for a cause.’ Throughout the years, the winners and the delegates spearhead projects that encourage sustainability.

The ladies’ intelligence and environmental awareness were tested in different judging sessions with the delegates split into groups. Scores from this round will be combined with the points earned from the judging for face, form, and poise, to help determine the semifinalists.

PSEi falls to 5,800 level, lowest in 3 years

Local shares slid to a three-year low on Monday, bringing the main index down to the 5,800-level, as investors anticipated gloomy economic data amid sluggish public spending.

With the corruption mess hurting market confidence, the Philippine Stock Exchange Index (PSEi) lost 1.17 percent, or 101.62 points, to close at 5,828.06.

The broader All Shares Index also declined by 1.24 percent, or 44.38 points, to 3,548.90.

Rizal Commercial Banking Corp. chief economist Michael Ricafort said this was the lowest finish of the local stock barometer since Oct. 3, 2022.

‘The local market plunged as investors anticipate dismal [third quarter] GDP (gross domestic product) data to be released later this week amid government underspending and tempered business confidence caused by the corruption issues,’ Philstocks financial research manager Japhet Tantiangco said.

A series of probe and mounting protests against corrupt politicians and government officials linked to flood control projects continues, with Filipinos seeing no arrests yet.

Minimal gain

Meanwhile, only the services recorded minimal gain, with financials and mining and oil posting the highest losses.

‘The rest fell with the banks incurring most losses, down 3.33 percent, as investors expect more policy easing by the Bangko Sentral ng Pilipinas, which would put pressure on banks’ margins,’ he added.

The market closed with 56 gainers and 134 decliners, while 62 were unchanged.

DigiPlus Interactive Corp. was the top index gainer, climbing 8.83 percent to P22.80.
