2027: Tinubu-Shettima’s re-election best for Nigerians – City Boys

The City Boys Movement, a campaign group supporting the re-election bid of President Bola Ahmed Tinubu and Vice-President Kashim Shettima, has commenced grassroots mobilisation in Zamfara State ahead of the 2027 general elections.

Speaking on Saturday at a gathering of All Progressives Congress (APC) supporters in Gusau, a member of the Governing Council of the City Boys Movement, Ahmad Abdulaziz Yari, said the group was mobilising support for the Tinubu-Shettima ticket.

Yari said the group believed that a second term for the President and Vice-President would, in its view, support further development across the country.

He urged APC supporters and other Nigerians to support the administration’s Renewed Hope Agenda.

‘I urge APC supporters and all well-meaning Nigerians to support President Bola Ahmed Tinubu’s on his renewed hope agenda for the development of our country,’ he said.

In his welcome address, the Zamfara State Chairman of the organising committee, Surajo Muhammad Birnin-Magaji, said the group would mobilise support for the APC across the state.

Also speaking, the Zamfara State Coordinator of Grassroots Mobilisers for Tinubu and Shettima 2027, Alhaji Muhammad Adamu, said the organisation would take its mobilisation campaign to communities across the state.

He said the group would focus on creating awareness at the grassroots about the policies and programmes of the Tinubu-Shettima administration and its campaign for re-election in 2027.

‘Our organisation would take message to the grassroots, particularly communities where people require direct information about Tinubu and Shettima’s renewed hope agenda and why they should be re-elected,’ he said.

Philippines rice imports may climb to 5.7 million metric tons next year – USDA

The Philippines may import up to 5.7 million metric tons (MT) of rice in 2027 to secure adequate stocks amid the potential decline in production due to El Niño.

A report by the US Department of Agriculture (USDA) said that it has revised its rice import forecast for the Philippines to 5.7 million MT for the 2027 trade year from its initial target of 5.6 million MT.

The international agency said the Philippines may need to import as much as five million MT of rice to secure stocks against storms, monsoon rains and the developing El Niño.

The country’s total rice imports as of Sept. 17 reached 3.9 million MT, according to data from the Bureau of Plant Industry (BPI). This has already surpassed the 3.4 million MT in total rice imports in 2025.

Earlier, the Department of Agriculture (DA) said that it would not impose a freeze on the entry of imported rice to build up enough stocks and ensure that rice prices remain stable, as El Niño conditions are expected to last until 2027.

The USDA also lowered the Philippines’ milled rice production forecast to 12.25 million MT in 2027 from the earlier 12.4 million MT, due to the potential impact of El Niño on rice harvest.

It noted that drier weather conditions from May to June next year, coupled with elevated fertilizer costs, could limit growth in palay or unmilled rice production.

‘This downward pressure was partially offset by a sharp recovery in reservoir levels at key irrigation dams beginning in August and continuing through September 2026, which has improved irrigation prospects for dry season planting from November to December,’ the USDA noted.

It noted that the recovery of key reservoir levels came too late after the May to July planting window, which has already affected the wet season harvest.

The international agency said that if El Niño strengthens into a very strong event later in 2026, irrigation for the next planting cycle will require closer monitoring.

The state weather bureau PAGASA said earlier that the very strong El Niño will begin by October and could intensify by the first half of next year. The weather event will likely cut rice harvest by about 700,000 MT this year.

Malampaya gas flows again to Ilijan power plant

The 1,200-megawatt Ilijan power plant in Batangas is once again running on indigenous natural gas from the country’s Malampaya deep water gas-to-power project.

The resumption of indigenous gas supply follows the rehabilitation and restoration of the Ilijan natural gas receiving facility, which achieved operational readiness in December last year.

Supply is covered by a six-month interim natural gas supply agreement between Malampaya operator Prime Energy Resources Development B.V. and South Premiere Power Corp. (SPPC), effective Sept. 1.

Ilijan was among the facilities that helped establish the country’s first indigenous gas-to-power value chain following the development of the Malampaya field. Its original gas supply agreement with Malampaya expired in June 2022.

‘With Malampaya gas flowing again to the Ilijan power plant, the renewed use of indigenous natural gas supports reliable baseload power for the Luzon grid while strengthening the country’s energy security,’ the Department of Energy said.

The milestone was made possible through the collaboration of the government, Prime Energy and SPPC to restore the Tabangao-Ilijan pipeline.

SPPC is a corporate unit of LNGPH, the multibillion-dollar gas venture of tycoons Manuel V. Pangilinan, Ramon Ang and Sabin Aboitiz.

For LNGPH president and CEO Yari Miralao, bringing Malampaya gas back to Ilijan represents more than simply restoring fuel supply.

‘By reconnecting indigenous gas to a major power generation facility through LNGPH, we are helping translate local energy resources into dependable electricity for Filipino consumers and greater resilience for the Luzon grid,’ Miralao said.

The Ilijan gas deal with Malampaya is estimated to reduce generation charges by around P0.36 per kilowatt-hour beginning September, potentially providing relief to consumers.

‘Price stability, affordability, reliability and energy security – these are among the benefits of using our own Malampaya gas,’ Prime Energy president and CEO Donnabel Kuizon Cruz said.

Located in offshore Palawan, the Malampaya project is the country’s first and only indigenous gas resource, supplying about 13 percent of Luzon’s electricity requirements.

Egypt’s Salah ruled out of South Sudan qualifier due to artificial surface

Mohamed Salah will not travel with Egypt for their second 2027 Africa Cup of Nations qualifier against South Sudan on September 29 after the Egyptian Football Association decided to rest the forward because of the artificial playing surface in Juba.

The EFA said on Saturday that the decision was agreed with Salah before Egypt’s opening qualifier against Angola, which ended in a goalless draw at Cairo International Stadium on Friday.

Salah started the match against Angola but was substituted midway through the second half as Egypt were held at home.

‘The Egypt national team’s technical staff, led by Hossam Hassan, has decided to rest Mohamed Salah for the match against South Sudan scheduled for September 29 because of the playing surface,’ the EFA said on social media.

The federation added that the decision was taken to protect the player, stressing that the arrangement had been made before the Angola match.

The match will be played at Juba Stadium, which has an artificial turf surface. Egypt are scheduled to travel to South Sudan on September 27 ahead of the Group B qualifier.

Salah recently joined Turkish club Trabzonspor after leaving Liverpool. His absence comes after Egypt opened their qualifying campaign with a point against Angola.

Egypt, South Sudan, Angola and Malawi are in Group B, with the 2027 AFCON finals to be co-hosted by Tanzania, Kenya and Uganda.

FRSC RS2 Special Marshals rated best performing zone

The Federal Road Safety Corps (FRSC) Special Marshals Zone RS2 comprises Lagos and Ogun, has been ranked the Best Performing Zone in Nigeria, securing the 1st position with an outstanding score of 96% in the recently concluded national evaluation of Special Marshals activities across the country.

The evaluation placed RS7 (FCT and Niger) in 2nd Position with 94%, while RS6 (Rivers, Cross River, Akwa Ibom and Bayelsa) emerged in 3rd Position with 90%. Other positions were occupied by RS5 (4th Position), RS12 (5th Position), RS11 (6th Position), RS4 (7th Position), and RS3 (8th Position).

This remarkable achievement is a testament to the exemplary leadership of the RS2 Zonal Coordinator, SM (Pastor) Olusegun Akintan, whose dedication, vision, and commitment have transformed Zone RS2 into one of the most vibrant and outstanding zones in the country. The report highlighted numerous infrastructure projects, patrol vehicle rehabilitation initiatives, equipment donations, public enlightenment campaigns, Road Safety Club initiatives, church and school advocacy programmes, training activities, and community-based road safety interventions.

The report further recognised the exceptional level of participation by Lagos Special Marshals, strong unit mobilisation, significant infrastructure investments, intensive advocacy programmes, and comprehensive documentation of activities.

This achievement reinforces the position of Zone RS2 as a centre of excellence within the Special Marshals arm of the Federal Road Safety Corps. It also reflects the collective efforts of the zonal leadership, state executives, unit coordinators, and dedicated Special Marshals who continue to volunteer their time, expertise, and resources in support of safer roads across Nigeria.

DPWH, DepEd cash utilization rate faltered in August

The Marcos administration’s push to boost spending efficiency faced a slight setback as of end-August, as the cash utilization rate of key government agencies fell behind last year’s pace.

Latest data from the Department of Budget and Management’s (DBM) Notices of Cash Allocation (NCA) showed that agencies had utilized P3.36 trillion or 92.7 percent of the funds released as of end-August.

While the amount of cash released was higher than a year earlier, actual utilization rate was lower than the 93.8 percent recorded in the same period last year, when agencies had used P3.147 trillion.

The slower utilization left about P264 billion in unused cash allocations as of end-August.

NCA refers to the authority issued by the DBM that allows agencies to withdraw funds from the national treasury to cover their cash requirements for operations, programs and projects.

A lower utilization rate means a larger portion of released cash allocations remained unused, possibly slowing the implementation of government programs and projects.

Biggest drags

Broken down, line departments recorded a utilization rate of 89.6 percent, using P2.214 trillion of funds released. This was lower than the 91.9 percent recorded a year earlier.

Among the biggest drags was the Department of Public Works and Highways (DPWH), which is at the center of the government’s efforts to ramp up spending in a bid to boost economic growth.

The DPWH utilized just 78.4 percent, or P324.23 billion, of its P413.69-billion allocation. This was sharply lower than the 94.3 percent utilization rate recorded a year earlier.

The Department of Education, which received the largest cash allocation among line departments at P569.2 billion, utilized 93.2 percent, or P530.71 billion. This was also lower than the 95.8 percent recorded a year earlier.

Several agencies, however, nearly fully utilized their cash allocations. These included the Department of National Defense at 97.4 percent, state universities and colleges at 97.8 percent, the Department of Energy at 98.9 percent, as well as the Commission on Audit and Commission on Human Rights at 99.6 percent each.

All of these agencies recorded higher utilization rates than a year earlier.

How GOCCs, LGUs fared

Meanwhile, other cash allocations posted a 99.4-percent utilization rate, with P1.145 trillion used out. This was slightly higher than the 99.2 percent recorded a year earlier.

The improvement was driven by higher utilization of both subsidies to government-owned and -controlled corporations (GOCCs) and allocations to local government units (LGUs).

Subsidies to GOCCs reached a 99.3-percent utilization rate, with P197.79 billion used, up from 98.6 percent a year earlier.

NPA leader shot by companion now under military, police protection

An official of the defunct New People’s Army shot and wounded by a companion after she sent surrender feelers to local executives, the military and police, is now in a hospital, protected by soldiers and policemen.

Officials of the 6th ID and its component unit, the 603rd Infantry Brigade, the Police Regional Office 12 and South Cotabato Gov. Reynaldo Tamayo Jr., separately told reporters on Saturday, September 26, that they shall cooperate in facilitating the return to mainstream society of Arnida Cuaton Manguinguilid.

She had served as a political instructor in the NPA’s now virtually inactive Regional Operations Command-Far South Mindanao Region, whose remaining officials are wanted for high-profile criminal cases pending in different courts in Regions 10, 11 and 12.

One of Manguinguilid’s companions attempted to kill her with a pistol last week when they learned she had separately contacted members of the multi-sector South Cotabato Provincial Peace and Order Council, whose presiding chairperson is Tamayo, officials of the 603rd Infantry Brigade, Brig. Gen. Ricky Bunayog, who is acting commander of the 6th ID and asked them to usher her back to their community in one of the towns in Central Mindanao.

Despite her gunshot wound, she managed to run away and relocate to a safe area with the help of Tamayo’s office, the 603rd Infantry Brigade and the 6th ID, whose officials cooperated in having her confined to one of the hospitals in South Cotabato, one of the four provinces in Region 12, which also has four component cities.

Provincial governors and mayors in the region, units of the 6th ID and the 10th Infantry Division, which is presently under Major Gen. Alvin Luzon, had worked out the surrender in batches in the past five years of 609 NPAs from across Region 12’s Cotabato, Sultan Kudarat, South Cotabato and Sarangani provinces.

Manguinguilid had told reporters that she decided to avail of the government’s reconciliation program for communist insurgents after she had confirmed that her former companions who had availed of it with the help of Tamayo, Cotabato Gov Emmylou Taliño-Mendoza and officials of the 6th and 10th IDs had been reunited with their families, now thriving as farmers, livestock raisers, construction workers, vendors and laborers in public markets and as driver of passenger vehicles.

2027: Oyo support group backs Tinubu’s re-election

The Coalition of Presidential Campaign Council of Support Groups in Oyo State has appealed to President Bola Ahmed Tinubu and the leadership of the All Progressives Congress (APC) to recognise and re-engage grassroots support groups that mobilised for the President during the 2023 presidential election.

The coalition made the appeal on Saturday at an emergency press briefing and stakeholders’ meeting held at Domino Hall, Ring Road, Ibadan.

It said its structures across the state remained available to support the communication of government policies and programmes and strengthen grassroots engagement ahead of the 2027 general elections.

The meeting was presided over by the coalition’s Chief Coordinator in Oyo State, Hon. Yemi Akinwale ‘JP’ (Havana), and attended by executives and state coordinators of various presidential support groups.

The coalition said its members mobilised across the 33 local government areas, 351 wards and 6,390 polling units in Oyo State during the 2023 presidential election to campaign for Tinubu and the APC.

It, however, expressed concern that many coordinators, foot soldiers and support groups that participated in the campaign had, two years after the election, not been adequately engaged, recognised or integrated into governance and party administration processes.

Akinwale, in his opening speech, said the coalition was not seeking confrontation with the Presidency or the APC but wanted a structured relationship that would allow grassroots mobilisers to contribute to governance beyond election periods.

He said the groups had built structures at the grassroots that could be deployed to explain government policies, communicate programmes and provide feedback from communities to the authorities.

The coalition urged the Presidency and APC leadership to establish a framework for engaging the support groups, saying such a structure would strengthen communication and grassroots participation ahead of the 2027 elections.

‘Our message today is simple: we seek recognition, inclusion and engagement,’ he said.

‘We are not here to complain. We are not here to create division. We are not here to undermine the leadership of our party or the administration of President Bola Ahmed Tinubu.

‘Rather, we are here to offer ourselves as partners who remain available and willing to contribute to the success of the administration.’

According to him, the support groups should not be regarded solely as election-time organisations because their members maintain relationships within communities and understand issues affecting people at the grassroots.

He said the structures could assist the government in communicating its policies and programmes, correcting misinformation and providing feedback from communities.

‘We believe that a government cannot effectively communicate its policies, programmes and achievements to the grassroots without engaging the structures and individuals who have established relationships within those communities,’ Akinwale said.

The coalition consequently appealed to Tinubu, the national leadership of the APC and relevant federal authorities, including the Office of the Special Adviser to the President on Political Matters, to create mechanisms for the inclusion of Oyo support groups in federal appointments, boards, empowerment programmes, palliative distribution and policy communication.

It also requested a formal meeting with Tinubu or any authority designated by him to present a proposed roadmap for using the coalition’s structures across the state for grassroots engagement.

The group said such an arrangement would enable its members to communicate the achievements of the administration, address misinformation and provide feedback from citizens while preparing the structures for the 2027 electoral cycle.

The coalition also announced plans to commence the immediate re-energisation of its structures across the wards and local governments, including door-to-door sensitisation on the policies and programmes of the Tinubu administration.

It reaffirmed its loyalty to Tinubu, First Lady Senator Oluremi Tinubu and the APC, while stressing that its request for inclusion was not an assertion of entitlement.

Akinwale said the coalition recognised the importance of competence, responsibility, discipline and due process in governance, adding that members who had demonstrated commitment and possessed the requisite capacity should be considered for appropriate opportunities.

‘Our position is that those who have demonstrated commitment and possess the requisite capacity should be given opportunities to contribute where appropriate,’ he said.

The coalition also commended what it described as reform initiatives of the Tinubu administration, citing foreign exchange reforms, the Nigeria Education Loan Fund (NELFUND), the Renewed Hope Infrastructure Development Fund and the Compressed Natural Gas (CNG) initiative.

It equally commended the Renewed Hope Initiative of the First Lady for interventions targeting women, youths and vulnerable Nigerians.

However, the coalition said the reported lack of engagement with grassroots support groups had affected the morale of some members and weakened structures that could otherwise assist in communicating government programmes at the community level.

Looking ahead to 2027, the coalition said its structures remained spread across the 33 local government areas, 351 wards and 6,390 polling units of the state, stressing that proper coordination and engagement could strengthen communication between the government and citizens.

It declared its readiness to support Tinubu’s 2027 campaign, saying it had the capacity to mobilise across the state if adequately engaged and supported.

The coalition concluded by describing its intervention as a call for partnership rather than opposition, insisting that it remained committed to Nigeria, Oyo State, the APC and the Renewed Hope administration.
