Floods, storm surge warnings still up as ‘Uwan’ starts exit

While Typhoon Uwan is on the way out, state meteorologists reiterated that flooding and storm surges are still likely, even if the eye of the storm is far from an area.

While flooding is starting to recede across several water basins, PAGASA warned that flooding is still possible in areas connected to the Bicol River, Agno River Basin, Cagayan River Basin, Apayao-Abulug River Basin and Laguna De Bay River Basin.

PAGASA has also hoisted a storm surge warning over several areas, saying that residents in low-lying areas must stay away from the coast and move to higher grounds.

ICC ‘can’t confirm’ arrest warrant for Sen. Bato dela Rosa

The International Criminal Court (ICC) said it cannot confirm reports that it has issued a warrant of arrest against Sen. Ronald ‘Bato’ dela Rosa in connection with the Duterte administration’s war on drugs.

In a message to reporters on Monday, November 11, ICC spokesperson Fadi El Abdallah said official updates from the court can be verified only through its communications channels and press releases.

‘No, the ICC can’t confirm such news,’ El Abdallah said, responding to multiple queries over Ombudsman Boying Remulla’s statement.

‘ICC news can be found only on ICC official communications channels and press releases, where you could see that only one case to date has been opened, against Mr Duterte,’ he added.

On November 8, Remulla said in a DZRH interview that a warrant of arrest has already been issued against Dela Rosa by the ICC in connection with the war on drugs during the administration of detained former President Rodrigo Duterte.

‘I have it in good authority [to disclose] because this is a public interest program, that the ICC has issued a warrant against Senator Bato Dela Rosa, a warrant of arrest,’ Remulla said.

Following his statement, the Department of Foreign Affairs and the Department of Justice both said they have yet to receive any notice from Interpol regarding such a warrant.

What came before

On March 11, former president Rodrigo Duterte – who appointed Dela Rosa as Philippine National Police (PNP) chief – was handed over to the ICC following his return from Hong Kong. He was arrested for alleged crimes against humanity, including murder, over thousands of deaths linked to his administration’s anti-drug campaign.

In response, Duterte’s lawyers filed a petition before the Supreme Court questioning the Philippine government’s cooperation with the ICC. Dela Rosa is among the respondents to the petition.

As PNP chief, Dela Rosa was the architect of Oplan Tokhang, the flagship operation under Duterte’s war on drugs. Human rights groups say the toll from the operations could be as high as 30,000, most of them male, poor and did not go through due process before execution.

5-year-old twins among family killed in Nueva Vizcaya landslide

A landslide hit Sitio Balangabang West in Barangay Balangabang, Kayapa, Nueva Vizcaya early Monday morning, November 10, leaving two children dead and three others injured.

Cagayan Valley police reported that the incident occurred around 2 a.m. while the Paulino family was asleep in their home. The landslide caused a concrete wall to collapse, striking the victims.

The casualties were identified as 5-year-old twins, who were declared dead on arrival at Lt. Tidang Memorial Hospital by attending physician Brenda Malong. The injured included their parents, Victor Paulino, 39, and Coleene Paulino, 40, as well as their 8-year-old daughter.

The landslide was reported to police at 3:30 a.m., prompting immediate response from the Kayapa Police Station and the Municipal Disaster Risk Reduction and Management Office (MDRRMO). Rescue efforts were hampered by blocked roads and falling debris.

Barangay Balangabang Chairman Fidel Dino and local residents assisted in rushing the victims to the hospital.

Uwan set to leave PAR-and enter again

Typhoon Uwan (international name: Fung-Wong) continued to weaken Monday and is expected to exit the Philippine area of responsibility by late evening or early Tuesday, according to the state weather bureau PAGASA.

Forecasters said, however, the system could re-enter after hitting Taiwan.

As of 5 p.m., Uwan was located 175 kilometers west of Sinait, Ilocos Sur, packing maximum sustained winds of 120 km/h near the center. PAGASA said the typhoon is moving northeastward to eastward, following a ‘recurving path.’

‘Uwan is forecast to exit PAR tonight or tomorrow early morning. It may re-enter PAR on Wednesday evening as it makes landfall over the southwestern coast of Taiwan, resulting in further weakening,’ PAGASA said in its 5 p.m. bulletin.

The typhoon is expected to weaken further by Thursday and eventually dissipate.

Supreme Court says chief justice made no comment on ICC warrant

The Supreme Court has warned the public against circulating false social media posts claiming that Chief Justice Alexander Gesmundo commented on an alleged arrest warrant issued by the International Criminal Court (ICC) against Sen. Ronald ‘Bato’ Dela Rosa.

In a statement Sunday, Supreme Court spokesperson Camille Ting said the post circulating online is untrue.

‘The Chief Justice has not issued any statement on this matter,’ Ting said in a message to reporters.

The posts surfaced after Ombudsman Jesus Crispin ‘Boying’ Remulla claimed in a radio interview that the ICC had issued an arrest warrant for Dela Rosa in connection with the Duterte administration’s war on drugs.

Neither the Department of Justice (DOJ) nor the Department of Foreign Affairs (DFA) said they had received any notice from Interpol regarding such a warrant.

On Monday, ICC spokesperson Fadi El Abdallah said the court could not confirm reports of a warrant against Dela Rosa.

The case and Dela Rosa’s involvement. Former president Rodrigo Duterte-who had appointed Dela Rosa as chief of the Philippine National Police-was turned over to the ICC on March 11 after returning from Hong Kong.

He faces charges of crimes against humanity, including murder, in connection with thousands of deaths linked to his administration’s anti-drug campaign.

Former Rain or Shine and Ginebra forward Jervy Cruz is bringing a major cycling event – the Solid North Larga Pilipinas – to his hometown of Nampicuan, where he is a councilor, on November 29 and 30.

Born and raised in the small town of Nueva Ecija, Cruz shared how passionate his kababayans are to the two-wheeled sport.

‘Grabe ang cycling dito sa amin. Maya’t maya may mga laro. Sanay na nga mga tao dito na biglang may dadaang karera sa min. Kasi pati yung kapitbahay namin na Cuyapo at Guimba, regularly may mga races din,’ said Cruz.

He believes that after him, there will be more players, cyclists and sports stars who will come out of Nampicuan.

‘Ayaw ko naman na ako na ang last na athlete from our province na magrerepresent ng Nampicuan. Kaya gumagawa kami ng paraan para makadiscover ng mga batang atleta who will one day give pride to our town,’ said Cruz, who last played for the Basilan Steel in the MPBL.

Meanwhile, Cruz also shared that apart from the free races for cyclists who will compete in 13 categories of the Larga Pilipinas, they will also give away a few units of Yamaha PG-1 to lucky participants during the two-day, two-stage event.

Philippines has P2.2 billion left in calamity fund for 2025 – OCD

The Philippines can still tap P2.2 billion from its calamity fund to aid disaster recovery, including for Typhoon Uwan (international name: Fung-wong), through year-end, the Office of Civil Defense (OCD) said on Monday, November 10.

In an interview with ANC’s Headstart, OCD Deputy Administrator Bernardo Rafaelito Alejandro IV assured the public that the government has sufficient resources to support the rehabilitation of areas hit by recent storms and to respond to any additional storms until the end of December 2025.

“Mayroon pa tayong close to P2.2 billion na calamity fund na available pa po na gamitin hanggang December,” he said. “So in terms of resources, mayroon na po tayong available and we will be judiciously allocating itong mga ito doon sa mga nangangailangan talaga.”

(We still have close to P2.2 billion in the calamity fund available for use until December,’ he said. So in terms of resources, we already have funds available, and we will be judiciously allocating them to those who truly need them.)

Alejandro said the Department of Social Welfare and Development (DSWD), which distributes boxes of relief goods during calamities like severe flooding and earthquakes, still has P2.3 billion worth of stockpile.

The agency used up P4.4 million worth of various food and non-food packs during Typhoon Uwan, making up 68% of the total assistance provided already as of Monday. Should families need to repair their homes, Alejandro said shelter repair kits are available from local government units.

Meanwhile, the OCD said P156 million worth of medical supplies remain for the rest of the year, which it considers sufficient.

While the 2026 budget is still under Senate review, the House has approved a P29.25-billion allocation for next year’s calamity fund under the National Disaster Risk Reduction and Management Fund (NDRRMF).

Half of the budget is earmarked for aid, relief, rehabilitation, adaptation projects, and training of local government personnel, while the other half will go toward repair and reconstruction.

The proposed allocation is lower than the P31 billion proposed under the 2026 National Expenditure Program (NEP) but more than the approved 2025 budget of P21 billion.

In 2024, back-to-back storms left local governments’ quick response funds exhausted by November, forcing the Department of Budget and Management to tap the NDRRMF.

For 2026, the House approved P9.975 billion in quick response funds for various agencies, the largest of which has been allocated to the DSWD and the Department of Education.

President Ferdinand ‘Bongbong’ Marcos Jr. has declared a one-year state of calamity in the wake of Typhoon Tino, which reportedly left over 200 dead and more than 500 injured.

The declaration is intended to speed up rescue, relief, rehabilitation, and humanitarian assistance, and impose price controls on basic and prime commodities. It also allows affected families to apply for calamity loans with the Social Security System (SSS) and the Government Service Insurance System (GSIS).

The NDRRMC reported on Monday that Typhoon Uwan has already claimed two deaths and two injuries.

Bullied

Eman opened up about being bullied while growing up. In fact, he faced one of his bullies in his early fights, but he lost. He was nine when he started boxing in a fiesta in Tagum, Davao.

Soho asked why he was bullied, and Eman was told because he was the son of Pacquiao. It was hard for the little boy, who would be ganged up on. He would even plan an escape route just to flee his bullies.

Eman said he understood his parents’ situation. Manny was already married to Jinkee Pacquiao.

‘Nung maliit pa po ako, naintindihan ko na ang sitwasyon. Maaga po akong na-mature sa mga nangyari sa buhay. Naintindihan ko po na meron siyang sariling pamilya, kaya hindi na ako nagta-tanong,’ Eman said.

Longing for his father

Growing up with his mother away from his father, Eman shared his hardships early in life.

‘Hindi po naging madali talaga. Tiniis ko ang gutom, hirap, financial problems,’ he revealed.

He acknowledged Manny’s help from time to time, whom he said provided for him.

Joanna and Manny’s relationship, however, ended. Eman did not give details on how and when, but he shared how he felt about their separation.

‘Nung una nasaktan ako. Kaya nung bata ako lagi akong galitin. Naiinggit ako sa ibang bata, lalo na tuwing Father’s Day. Nakikita ko na kasama nila ang mga papa nila.

‘I’ve always longed for my father’s love ever since I was a child. I barely know him. Sabi ko, ‘Lord, sana makasama ko man lang siya ng buong araw – o kahit saglit lang – nung bata pa ako,’ Eman said.

New life in Japan

Joanna married another man, but it, too, ended. The turning point came when Joanna married Sultan Ramir Dino, whom Eman said was like a father-figure to him.

Dino, who admitted that he initially did not know about Eman’s paternity, said he treats Joanna’s children like his own. It was Dino who supported Eman’s dream to become a boxer.

The stepdad and the young boxer would sneak boxing practices at night, while Eman studied during the day in Japan. Joanna was against Eman pursuing the sport that made his father famous because she found it dangerous. But Eman had been dreaming of doing boxing since he was a little boy.

Joanna eventually agreed.

Joanna and Eman lived with Dino in North Cotabato, where the 21-year-old boxer would diligently wake up to run 10 to 15 kilometers per day to build his stamina and do shadow-boxing and sit ups, routines that are quite familiar to many of Pacman’s fans and followers.

Acknowledged

Eman first used his mother’s maiden name in his initial matches because he was not yet acknowledged by Pacquiao.

The turning point came in 2022 when he visited Pacquiao after 10 years of not seeing each other.

It was at this moment that he opened up to his father that he wanted to be a boxer. Pacquiao initially discouraged him because he knew the difficult life of a boxer. The boxing icon even offered to let him go to the United States instead of pursuing boxing, but Eman knew he wanted to do it.

‘Nak, gawin kitang Pacquiao para mabilis pag-angat mo sa boksing,’ Eman shared, recalling a conversation with Pacman.

‘Parang bumawi siya sa akin. Sabi ko, ‘Hala, thank you, Lord,” Eman said.

The show flashed a copy of a birth certificate, which shows an annotation that revealed that Manny has acknowledged Eman as his son. It read that Eman is to be known as Emmanuel Bacosa Pacquiao, named after Manny’s real name, Emmanuel.

‘Pasok po ako ng kwarto. Doon po ako umiyak. Sabi ko, ‘Lord, Thank you, Lord.’ Nag-usap ng heart to heart. Humingi na rin po siya ng tawad sa akin at pinatawad ko na rin po siya. At saka sabi ko rin naman po sa kanya na naintindihan ko ang sitwasyon ninyo. Ang importante lang sa akin ay makasama kayo,’ Eman said.

His relationship with Pacman’s wife, Jinkee, is good. Eman said they talk from time to time. His paternal grandmother, Mommy Dionesia, even thinks him to be his dad’s lookalike.

‘Gusto ko rin maging world champion gaya ng daddy ko. Kung hindi man eight-division, maging undisputed champion,’ he said.

He maintained his clean record: 7 wins, 0 loss, 1 draw, 4 knockouts after fighting in one of the matches in ‘Thrilla in Manila 2.’ The event is organized by his father in celebration of the 50th anniversary of the first Thrilla in Manila fight featuring Muhammad Ali and Joe Frazier.

Eman said he is also pursuing boxing for his mother, to prove to people that she is a good person who raised him well. His mother is a pastor at their church. He himself reads the Bible every day and night, and even is a musician in their church.

Joanna, in turn, has put the past behind and hopes the interview with her son will be received well.

‘I am still hoping for the best na para ito sa kabutihan ng anak ko itong interview, lalo na po kina Sir Manny, Ma’am Jinkee. Ayoko na pong magka-issue. Kasi minsan mga tao dapat walang issue, pinag-aaway-away na nila. At saka tungkol sa past, naka move-on na po ako,’ Joanna said.

For her son Eman, who is rising in his chosen field of boxing, he wants to be more than his famous last name.

Soho pointed out the pressure of bearing a legend’s name, but Eman is focused on his goal.

Despite his other newfound fame, where online users have noticed his good looks and called him ‘Piolo Pacquiao,” a reference heartthrob actor Piolo Pascual, Eman is laser-focused on boxing and proving his own worth on the ring.

‘Focus po ako fight. Hindi po ako nagpapadala sa pangalan kasi at the end of the day, hindi naman po ako si Manny Pacquiao. Ako naman po si Eman Bacosa Pacquiao,’ Eman said.
