President of the Republic of Azerbaijan Ilham Aliyev has approved the country’s law “On financial leasing”, AzerNEWS reports.

The text of the law was published on the official website of the President of Azerbaijan.

The law defines the legal bases of financial leasing activity and the legal, organizational, and economic bases of regulation and control in this field in order to strengthen the role of financial leasing activity in development, promotion, and economic growth.

According to the law, new fines have been defined for violation of the legislation on financial lease.

Thus, due to failure to submit to the Central Bank of Azerbaijan (CBA), or incorrect submission of financial lease statements by individuals (excluding banks, local branches of foreign banks and non-bank credit organizations) to the CBA, officials will be fined from 1,000 manat ($590) to 1,500 manat ($882), and legal entities will be fined from 3,000 manat ($1,760) 5,000 manat ($2,940).

Within 9 months from the entry into force of the law, persons carrying out leasing activities in the country (including currently suspending leasing activities in accordance with normative legal acts) must adapt their activities to the requirements of this law and apply to the CBA to be included in the relevant register. During that period, persons who do not comply with the requirements of the law shouldn’t conclude new financial lease agreements, should not allow the extension of existing leasing agreements, and should take measures in accordance with normative legal acts to remove the words “financial lease”, “financial leasing”, “leasing” or a combination of these words from the name of the company.

The law enters into force 6 months after its publication.

With another law approved by President Ilham Aliyev, a number of laws have been adapted to the law “On financial leasing”.

Trkiye, Germany target $60 bln in bilateral trade

The sixth session of the Trkiye-Germany Joint Economic and Trade Committee (JETCO), along with roundtable meetings attended by business representatives from both countries, was held at the Turkish Ministry of Trade.

As part of efforts to further strengthen bilateral commercial relations, Turkish Trade Minister Ömer Bolat and German Minister for Economic Affairs and Energy Katherina Reiche signed the “Trkiye-Germany JETCO Protocol.”

Speaking at the meeting, Bolat said the gathering had once again demonstrated the strength and resilience of the economic partnership between the two countries, which is built on deep-rooted ties, mutual trust and shared interests.

Emphasizing that Germany is one of Trkiye’s most important investment partners and strategic allies, Bolat said the two countries aim to increase their bilateral trade volume to $60 billion.

He noted that Germany is Trkiye’s number one export market, its third-largest source of imports and one of its leading foreign investors.

Bolat pointed out that mutual investment relations continue to represent a major success story, revealing that Turkish companies’ investments in Germany have approached $3 billion.

Noting that Germany is also the largest economy in the European Union, Bolat said Trkiye has become an indispensable manufacturing, logistics and supply hub for Europe. He added that approximately 70 percent of foreign direct investment in Trkiye originates from EU countries.

The automotive industry, he said, is among the strongest examples of this integration.

“With an installed capacity of approximately two million vehicles, annual production of 1.5 million units and exports exceeding $41.5 billion, Trkiye has become Europe’s fourth-largest and the world’s 12th-largest automotive production center,” Bolat said.

The minister also stressed the need to modernize the EU-Trkiye Customs Union in line with today’s economic realities.

“As the European Union shapes new trade, industrial and sustainability policies, including the ‘Made in EU’ framework, it is vital that these initiatives remain inclusive. It is essential that these policies strengthen the highly integrated supply chains that have been built over decades,” he said.

Bolat added that the JETCO Protocol signed today formally records the progress achieved and the commitments undertaken by both sides.

“The protocol highlights the activities carried out by our dedicated working groups and provides a roadmap for our future cooperation,” he said.

The minister also emphasized the role of Turkish contractors in Germany, noting that they have successfully completed 397 projects with a total value exceeding $2.8 billion.

“The combination of Turkish implementation experience with German engineering and financing capabilities can create strong partnerships both between our two countries and in third markets,” Bolat said.

He identified the energy sector as another promising area of cooperation.

“We are witnessing successful Turkish-German partnerships in renewable energy investments in Trkiye. We believe these success stories will multiply in the coming years and create new opportunities for investors, financial institutions and technology providers in our countries,” he added.

German Minister for Economic Affairs and Energy Katherina Reiche, for her part, highlighted the challenging geopolitical environment facing both countries, saying that stable and trust-based cooperation between Trkiye and Germany has become a pillar of strength in this context.

Emphasizing that Trkiye is a reliable partner for Germany, Reiche said:

“Trkiye is the European Union’s fifth-largest trading partner, and its trade with Germany accounts for one-quarter of all EU-Trkiye trade. This serves our shared interest in growing our economies, making joint investments and increasing German investments in Trkiye.”

Reiche said Germany remains a strong market and stressed the importance of the Turkish market in protecting the interests of both countries.

“Our investors’ confidence in Trkiye’s strength and market remains intact. German companies are maintaining, increasing and undertaking new investments in Trkiye,” she said.

Speaking to reporters after the meetings, Bolat described the discussions as positive, constructive and promising for the future.

He noted that Trkiye-Germany relations are progressing well in both political and economic spheres and said the leaders of the two countries remain in close contact.

Highlighting that bilateral trade has already exceeded $50 billion, Bolat said:

“German companies rank first among foreign investors in Trkiye, with 8,600 investors and $26.5 billion in direct investments. These investments have created hundreds of thousands of jobs and generated tens of billions of dollars in exports for Trkiye.”

Bolat also emphasized that Turkish investors in Germany are highly active in terms of employment and exports.

He said the issue of the “Cascade Visa Application System” was also discussed during the meetings.

According to Bolat, the system has led to improvements in visa appointments and applications since July 2025.

“Visa rejection rates have declined from around 25 percent to 14 percent. The German side plans to accelerate procedures for businesspeople, students, artists, NGO representatives and transport operators,” he said.

Bolat added that Trkiye once again underlined its legitimate demand for visa-free travel for Turkish citizens.

Regarding EU-related issues, he said the German side had clearly expressed its support for updating the Customs Union.

“Especially at a time when protectionist trends are gaining momentum around the world, they clearly stated that they support preventing any damage to economic, industrial and trade relations with Trkiye during Europe’s industrial transformation and efforts to enhance competitiveness. They also affirmed that they would adopt a position aimed at preventing any harm to economic relations between Trkiye, the EU and Germany,” Bolat said.

Russian propagandist Simonyan calls for entry ban on Pashinyan supporters

Russian propagandist and media executive Margarita Simonyan has suggested that Armenians who support Prime Minister Nikol Pashinyan should be permanently barred from entering Russia, AzerNEWS reports.

Speaking publicly, Simonyan argued that support for Pashinyan amounts to support for Russophobia and hostility toward Russia.

“All Armenians who support Pashinyan should be banned from entering the Russian Federation forever. Because if you support Pashinyan, then you support Russophobia. If you support Russophobia, then you hate Russia,” she said.

Simonyan went on to criticize Pashinyan’s supporters, stating: “I, a pure-blooded Armenian, advocate that those who support Pashinyan, those who hate Russia, the ungrateful creatures who vote for him, be permanently banned from entering my home country, Russia.”

The remarks come amid continuing tensions in Armenia-Russia relations and ongoing political debates over Yerevan’s foreign policy orientation.

Simonyan was declared persona non grata in Armenia in 2022 following a series of controversial statements regarding the country’s domestic and foreign policy.

Culture Minister participates in scientific conference at Int’l Maqom Art Forum

The Azerbaijan’s Culture Minister, Adil Karimli, has participated in a scientific-practical conference held as part of the 3rd International Maqom Art Forum in Namangan, Uzbekistan, AzerNEWS reports.

Speaking at the conference titled “New Trends in Eastern Maqom: The Interconnection of Tradition and Innovation,” Adil Karimli underlined that Azerbaijani mugham art holds a special place in the nation’s cultural and national identity.

He noted that President Ilham Aliyev consistently provides strong support for all areas of culture, including the development and promotion of mugham art.

It was also highlighted that under the leadership of First Vice-President Mehriban Aliyeva, the Heydar Aliyev Foundation has implemented a wide range of projects aimed at preserving Azerbaijani mugham and promoting it both within the country and internationally, making a significant contribution to its global recognition and development.

Established in 2018 and organized every two years, the International Maqom Art Forum is regarded as a highly respected global cultural platform that brings together academic conferences, concert performances, masterclasses, and artistic discussions.

One of its key objectives is to showcase the rich traditions of Eastern musical heritage to an international audience, foster intercultural dialogue among countries, and encourage wider creative collaboration.

The involvement of the Azerbaijani delegation is especially significant, as it helps present the country’s rich musical traditions on the world stage, supports the promotion of shared cultural values within the Turkic world, and contributes to the strengthening of cultural diplomacy.

The 3rd International Maqom Art Forum is currently underway in Namangan, Uzbekistan, taking place from June 23 to 26, 2026, under the auspices of UNESCO and ICESCO.

The forum has already begun with a large-scale opening ceremony attended by state leaders, ministers of culture, and representatives of international cultural organizations.

The opening session of the forum brought together participants from more than 80 countries, including cultural ministers, diplomats, musicians, and scholars. The participation reflects broader cultural cooperation within the Turkic world and strengthens ties in the field of intangible cultural heritage, especially between maqom and mugham traditions.

The forum program includes not only academic discussions but also international competitions for maqom ensembles, solo performers, and instrumentalists, as well as concerts featuring artists from Uzbekistan and abroad. These performances aim to showcase both traditional forms and modern interpretations of maqom music.

Alongside artistic events, the forum also serves as a platform for cultural diplomacy. Representatives of organizations such as TURKSOY, the Organization of Turkic States, and UNESCO are participating in discussions focused on preserving and promoting shared musical heritage across regions.
