Brace for possible BPO jobs ‘massacre,’ government advised

IF a proposed US law takes effect, it could unleash a ‘massacre of jobs’ in the country’s business process outsourcing (BPO) industry, the Center for Trade Union and Human Rights (CTUHR) has warned, as it urged the Marcos administration to prepare for this.

In a statement late Wednesday, the group said the government must be ready to protect Filipino call center workers who could be hit hard by the Keep Call Centers in America Act of 2025.

‘If the projected massacre of jobs pushes through, the government should ensure that employers follow a fair and proper process in removing employees from work. Workers must be given sufficient notice and proper compensation. The US bill and [artificial intelligence] must not be invoked to justify unjust terminations,’ CTUHR said.

The bill, filed by US Senators Ruben Gallego and Jim Justice, seeks to discourage outsourcing by creating a public list of call center firms that move at least 30 percent of their operations abroad.

Those companies could lose access to federal grants and loans, face penalties if they continue outsourcing while holding federal contracts, and lose priority in government bidding.

One year after its passage, US customers will also have the right to know whether the agent they are speaking to is based abroad-and to ask to be transferred to someone within the US.

The BPO Industry Employees Network (BIEN) earlier warned that the measure could lead to massive job cuts in the Philippines, home to one of the world’s largest call center workforces.

CTUHR said the government cannot afford to take a wait-and-see stance.

Instead, it urged policymakers to start building alternatives for workers who could be affected.

‘For starters, it should engage labor, business, and experts in serious dialogue on how to revive industry and agriculture, which have shrunk badly in recent decades. It should pursue a program of national industrialization to create decent jobs at home,’ it said.

The group also cautioned the government against using the US bill as an excuse to turn a blind eye to labor rights violations in the BPO sector.

Data from the IT and Business Process Association of the Philippines (IBPAP) show the industry ended 2024 with 1.82 million direct employees and $38 billion in revenues.

IBPAP expects the sector to continue growing, with projections of 2.5 million workers and $59 billion in revenues by 2028.

PBBM leads launch of ?74-B food project

PRESIDENT Ferdinand Marcos led the launch of the P74-billion Reducing Food Insecurity and Undernutrition with Electronic Vouchers (REFUEL) Project, which will raise the number of household beneficiaries of the Department of Social Welfare and Development’s (DSWD) food aid program to 750,000 by next year.

The project is being funded by the Asian Development Bank (ADB), the Agence Française de Développement, and the OPEC Fund to scale up the Walang Gutom Program (WGP) of DSWD.

Created through Executive Order No. 44 in 2023, the WGP provides monthly P3,000 electronic food credits to low-income households.

DSWD was initially targeting 300,000 household beneficiaries for WGP this year, which is expected to be increased by 150,000 next year.

Under the REFUEL project, DSWD will include an additional 300,000 beneficiaries for WGP in 2026. By 2027, the number of WGP beneficiaries is expected to reach 1 million.

‘By next year, more than 600,000 [households] will become beneficiaries of the Walang Gutom Program,’ he said in Filipino at the launch of REFUEL at San Andres Sports Complex in Manila on Thursday.

The decision to raise the number of program beneficiaries comes after DSWD observed the country’s hunger rate slowed to 41.5 percent in March from the 48.7 percent in October, a situation Marcos attributed to the nationwide rollout of the WGP.

‘I think, after this year, we will see it go down even further. Slowly, my dream, as well as the dream of all Filipinos, that no family should go hungry here, is coming true,’ the chief executive said.

With good nutrition, Marcos said the children of the beneficiary households will not suffer from stunting and have better academic performance.

The World Health Organization defines stunting as the impaired growth and development of children due to malnutrition.

‘One of the main reasons children can’t study well is because they are sick. It’s very simple. So.They are sick because the food they eat is [of[ poor [quality],’ Marcos said.

‘So we make sure that our students are given enough food so that they can study well, train well, and be successful in their work,’ he added.

Gatchalian blasts ‘undetailed’ funds, urges NIA to stop practice

SEN. Sherwin Gatchalian has assailed ‘billions of undetailed’ National Irrigation Administration funds amid the widening investigation into ghost projects, and pressed authorities to immediately stop the practice.

Gatchalian prodded the relevant agencies to immediately revert to detailed, itemized budgeting for its projects to ensure strict alignment with its master plan, as he flagged billions of pesos allocated without sufficient transparency.

As Senate Finance chairperson, Gatchalian noted that while irrigation systems were itemized in the General Appropriations Act (GAA) of 2022 and 2023, they were lumped into large sums in the 2024 and 2025 budgets.

‘The more details we have, the better for transparency,’ Gatchalian said during a hearing on NIA’s budget proposal for 2026.

In the 2024 budget, national and communal irrigation systems were lumped into one item amounting to P22.2 billion and P6.7 billion, respectively. The same practice was done in 2025, with allocations of P8.2 billion and P3.8 billion.

Earlier, Gatchalian also flagged a massive budget insertion under NIA’s Establishment of Pump Irrigation Projects (EPIP) in 2024, which rose from P1.72 billion in the National Expenditure Program (NEP) to P18.31 billion in the House-approved General Appropriations Bill (GAB), and finally to P18.61 billion in the 2024 GAA.

NIA said the increase aimed to address the expected El Niño-induced dry spell that year.

REVIEW | Tonatiuh dances away with ‘Kiss of the Spider Woman’

The part of Luis Molina, the gay prisoner with a penchant for Hollywood’s Golden Age at the heart of ‘Kiss of the Spider Woman,’ has been good to actors over the years. It’s what got William Hurt his first best actor Oscar, for Héctor Babenco’s 1985 film adaptation. Several years later, Brent Carver would win a Tony for John Kander and Fred Ebb’s Broadway musical.

Perhaps it shouldn’t be a surprise, then, that the standout in Bill Condon’s ‘Kiss of the Spider Woman’ (in theaters Friday) is the person playing Molina. Still, it takes a special kind of actor to make such an immediate impact as Tonatiuh, a relative newcomer, does in this film. They don’t even need all the window dressing of the fantasy movie musical sequences to make their scenes come alive.

‘Kiss of the Spider Woman,’ has had many lives, first as a novel by Argentine writer Manuel Puig, published in 1976 and widely banned. It imagines the meeting of two cellmates in an Argentine prison, Molina a romantic dreamer, and Valentín ( Diego Luna ), a Marxist revolutionary. They develop an unlikely bond as Molina recounts the plot to his favorite movie: A fictional musical called ‘Kiss of the Spider Woman’ starring the fictional screen siren Ingrid Luna (played by Jennifer Lopez ).

The latest is an adaptation of the Broadway musical, with Condon and late playwright Terrence McNally co-credited for the script. Set in Argentina in 1983, amid the military dictatorship’s war on its political opponents, the film alternates between the dreary reality of the prison cell and the lavish MGM-styled musical world in Molina’s imagination. Valentín resists hearing about it at first – too busy being serious and reading Lenin. ‘Well, that sounds fun,’ Molina deadpans, before throwing out his own quote, ‘The struggle is not over until all men are free.’ No, it’s not Lenin, it’s Cyd Charisse in ‘Silk Stockings.’

But Molina is a persuasive sort and a transfixing storyteller and soon Valentín is wrapped up in this fantasy world too. Movies are dreams, Molina says, admitting that nobody claims that ‘Kiss of the Spider Woman’ is the greatest movie ever made. In a funny aside that could be a self-conscious defense of the movie we’re watching, he says it’s ‘too ambitious for its own good, too many flavors in the stew.’ And yet, he adds, ‘there’s so much beauty.’

The world of the movie within the movie is candy colored splendor, a stark contrast to the dour environs of the prison. With Kander and Ebb’s songs, Collen Atwood’s lush costumes, Scott Chambliss’ sets, and Sergio Trujillo’s classic choreography, Lopez has an enviable canvas to work with. And she seems to relish the heightened, glamorous spectacle of it all, singing and dancing and doing the MGM thing with all the diva gusto she can muster.

Valentín and Molina are obvious opposites. Valentín is consumed with entrenched ideas of what it means to be a man, and that meaning is only derived through struggle. Molina’s head might be in the clouds but within those fantasies are wisdom and shrewd survival instincts too. He’s not been bunked up with Valentín accidentally: He’s an informant. Naturally, this transactional situation turns into love and, of course, tragedy.

Condon (‘Gods and Monsters,’ ‘Dreamgirls,’ ‘Beauty and the Beast’ ) is a journeyman filmmaker with an obvious passion for the material at hand. Oscar-nominated for writing the screenplay for ‘Chicago’ (which he didn’t direct, Rob Marshall did), Condon directs his musical sequences more simply – allowing the dancing to shine. And it is fun to watch, a bit of frivolity and escapism.

But you’re always eager to get back to the cell for more Tonatiuh. Molina’s main stage might be a dull, claustrophobic prison cell, but Tonatiuh’s performance is vibrant technicolor.

Del Monte belongs to Jaraula

REYMON JARAULA carded a course record nine-under 63 to blow the field away and clinch a dominant nine-stroke victory in the International Container Terminal Services Inc. Del Monte Championship at Del Monte Golf Club in Bukidnon on Friday.

From the moment he birdied the first two holes, it was clear Jaraula wasn’t just out to win-he was out to make a statement-and what followed was a relentless display of precision and confidence as he distanced himself from the field, particularly overnight rival Rupert Zaragosa.

He cruised to the title with a tournament total of 23-under 265-one of the lowest in Philippine Golf Tour history.

The exclamation point came on the par-five 18th hole where Jaraula capped his record-setting, bogey-free round with an eagle, cementing both the victory and his place in Del Monte lore.

His 63 shattered the previous course record of 64 held by Clyde Mondilla since 2023-the same year Mondilla edged Jaraula by one for the crown.

‘I didn’t expect this to be very convincing,’ said Jaraula, who was near-flawless from tee to green. ‘Everything clicked – driving, second shots and putting.’

‘And my familiarity with the course helped a lot, I know where to position my ball,’ he added.

Jaraula’s performance was a lesson in local knowledge and elite execution-he hit all 14 fairways, found 16 greens in regulation and needed just 28 putts.

With the home crowd cheering him on, he turned the final day into a coronation with birdies at Nos. 14, 15 and 17 before that dramatic eagle finish.

Zaragosa, who led midway the tournament, simply couldn’t keep up and finished with a second straight 71 for a distant runner-up at 274, while Japan’s Atsushi Ueda carded a 68 to place third at 275-his best career finish on the Pilipinas Golf Tournaments Inc.-organized circuit.

Russell Bautista (69) secured solo fourth at 276, while Arnold Villacencio (67), Mondilla (69), and Korean Jaehyun Jung (69) tied for fifth at 278.

Tony Lascuña, who started the day in solo third, stumbled with a 73 to join Collin Wheeler (68) and Keanu Jahns (72) at joint eighth on 279.

But the tournament belonged entirely to Jaraula.

The 33-year-old Bukidnon native, who trains at both Del Monte and Pueblo de Oro, not only claimed his fourth career title but also erased the sting of his 2023 runner-up finish.

And doing it on his home course, in front of an appreciative local crowd, made it all the more meaningful.

‘It’s so sweet to win where you started your career,’ he said. ‘I feel this is my best victory.’

After seizing a one-shot lead over Zaragosa in Thursday’s Moving Day, Jaraula knew he had to strike early and birdied three of his first six holes, extending his lead to four by the turn.

A birdie on the par-five No. 9 stretched the gap further and effectively putting the result beyond doubt.

‘I told myself I couldn’t be reckless,’ he said, recalling how Mondilla chased him down two years ago. ‘Even with the lead, I had to stay focused.’

Jaraula calmly navigating the back nine before shifting to attack mode with the finish line in sight and with a comfortable cushion on No. 18, he went for the green in two-and landed a majestic second shot just five feet from the pin.

He drained the eagle putt to complete his historic round.

Jaraula pocketed P623,000 from the P3.5 million purse and regained a surge of confidence heading into the next two legs in Davao.

For his latest feat, he first thanked God, followed by his supporters, including Del Monte Golf Club and Pueblo de Oro, where he regularly trains, as well as Golf Depot and Mizuno.
