BELIZE-CRIME-Former national cricketer critically wounded

Police say they have detained two suspects and are searching for a third person, after former national cricketer, Kenton Young, was shot as he made his way home to Double Head Cabbage last Saturday night.

Assistant Superintendent of Police, Stacy Smith, said that the 29-year-old Young is currently listed in ‘a critical but stable condition’ at the Karl Heusner Memorial Hospital after being shot in the face.

The police believe that the shooting may have been tied to an ongoing rivalry between villages in the Belize River Valley.

Smith said that officers were alerted to a shooting incident last Saturday night in the vicinity of Muscle Creek Bridge and upon arrival they found Young in his vehicle.

‘He reported that he was travelling when upon reaching that area he was accosted by a male person who was driving a motorcycle and that person fired several shots, which resulted in the injury of Mr. Young. He is currently listed in a critical but stable condition,’ Smith added.

GUYANA-DEATH-Man electrocuted after coming into contact with wire on chicken coop

Police Tuesday said a 28-year-old man was electrocuted after he came into contact with an electrical wire that was connected to a chicken coop at Dartmouth, Essequibo Coast.

The police said two children were also injured during the incident on Monday evening.

They said Kelton Benn of Ptolemy Avenue, Dartmouth, died at about 5:30 pm at his residence. Benn was also taken to the Lima Regional Hospital, where he was examined and pronounced dead on arrival.

‘Preliminary enquiries revealed that Benn had gone to use an outdoor toilet situated at the back of the yard. After he failed to return, a relative went in search of him and found him lying motionless next to a chicken coop,’ the Guyana Police Force (GPF) said in the statement

The police said that they were told that the electrical wire had been connected from the house to the chicken coop several months earlier to provide lighting.

Police said that a nine-year-old boy and a six-year-old girl, who were subsequently seen shaking while leaning against the structure, were taken to the Lima Regional Hospital, where they were admitted for observation.

The police said that the Guyana Power and Light Inc. was contacted and the electrical wire disconnected.

NIGHTLEAD-GUYANA-TRAGEDY-Relatives retrieving bodies of loved ones as search continues

Guyanese authorities were allowing relatives to claim the bodies of their loved ones as the death toll from last weekend’s boating tragedy climbed to 53, on Tuesday.

Prime Minister Mark Phillips, speaking at a news conference here, said that of the bodies recovered, 15 were children, including 11 girls.

As of 6:00 pm (local time) Tuesday, the authorities had verified that 76 people were rescued, while 53 bodies had been recovered, with 26 positively identified.

Phillips acknowledged that the divers were experiencing problems in retrieving at least one body located within the MV Barima that sank almost 10 miles from the Essequibo Coast late on Saturday night.

He told reporters that divers from Brazil and Trinidad and Tobago are due here on Wednesday joining French and local divers as the grim task of retrieving as many as 60 people from the watery grave continues.

‘More divers will go down. They will go down with more equipment and it is our hope that we will reach the point where they’ll be able to safely extract the body…from the vessel.

‘But as I speak to you, yes, they did identify a body and they were unable to do it. That’s not the end of it. Efforts will still be made to recover that body,’ Phillips said.

The official manifest had 116 passengers and a 17 member crew, but the authorities said that as many as 179 passengers and crew may have been on board the 87-year-old vessel.

Prime Minister Phillips said that there’s a likelihood ‘based on the fact that they had 179 passengers on board…there is likelihood that they may encounter more bodies there.

‘We have the divers, local divers, we have the French divers, we have divers coming from Trinidad and Brazil tomorrow. So there’s a concentrated focus on dealing with searching the vessel, recovering bodies from the vessel,’ he said, adding ‘sometime in the future, the discussions as to whether we salvage the vessel and so, we will enter into those discussions in the near future.

‘But right now, the focus and the concentration is on searching and recovering as much as possible bodies from the vessel,’ Phillips said, adding that the authorities are also facilitating the release of bodies to loved ones.

‘Of those identified, 11 have already been repatriated to their respective communities upon the request of their families. Arrangements, therefore, are in place for the continuous facilitation of repatriation requests, and regional authorities remain engaged in assisting in this effort with the families to facilitate the arrangements for internment in the communities wherever the recovered persons would have hailed from.’

Prime Minister Phillips said all stakeholders participating in the search, rescue, and recovery operations are reminded ‘that any bodies recovered must be transferred immediately to the custody of the Guyana Police Force at the designated facility at the Charity River Dam in accordance with the established recovery and identification protocols’.

Phillips said that the Maritime Rescue Coordination Centre remains fully operational, and search, rescue, and recovery efforts will continue ‘until every reasonable effort has been exhausted.

‘The government of Guyana extends, again, its deepest condolences to the families who have suffered unimaginable loss and remain steadfast in its commitment to supporting them through this difficult period.’

Earlier, President Irfaan Ali, issued a proclamation announcing three days of national mourning starting on Wednesday.

In the proclamation, President Ali said that ‘the tragic loss of lives, arising from the disaster involving the M.V. Barima, has brought profound and widespread sorrow and immeasurable grief throughout our nation.

‘At this time of deep national sadness, as we pause to honour the memory of those who have lost their lives, to stand with their families, to offer comfort to survivors, and to demonstrate our collective compassion and solidarity.’

Ali said during this period of national mourning all national flags of Guyana shall be flown at half-mast on Government buildings, public institutions and other appropriate locations throughout the country as a mark of respect and remembrance for those whose lives were lost.

Wednesday is also declared a National Day of Prayer and ‘on this day, Guyanese of all faiths and communities are called upon to unite in prayer, reflection and remembrance for the victims of this tragedy, for the families who mourn, for the survivors, and for the strength and healing of our nation.

‘A National Day of Prayer and Remembrance will be held at the Kingston Seawall, Georgetown, where religious leaders, families of victims, survivors, community representatives and citizens from across Guyana will gather in a spirit of prayer, reflection and solidarity.’

Ali said that Thursday shall be observed as a Night of Reflection and Prayer in Port Kaituma.

‘The people of Port Kaituma and neighbouring communities are invited to come together to remember those who have been lost, to comfort one another and to offer prayers for all affected by this national tragedy,’ Ali said, adding that Friday will be observed as a Night of Reflection and Prayer in Mabaruma.

‘The people of Mabaruma and the wider North-West District are invited to join in remembrance, prayer and reflection as the nation continues to mourn and support those impacted by this tragedy.’

Ali said he is encouraging the religious community – including churches, mosques, temples and all places of worship-together with civic organisations and citizens throughout Guyana, to host candlelight gatherings during this period of national mourning as symbols of remembrance and unity.

‘I further encourage religious communities across the country to begin tonight, Tuesday 21st July 2026, with candlelight vigils and moments of prayer in memory of the victims of this disaster.’

Prime Minister Phillips told the news conference that he is asking the nation to continue to keep those affected, their loved ones, and all personnel engaged in these operations in their thoughts and prayers as the search, rescue, and recovery continues.

JAMAICA-RIGHTS-Government reviewing framework for religious use of cannabis

The Jamaica government says it is intensifying consultations on the country’s framework for the religious use of cannabis, commonly referred to in legislation as the sacramental cannabis framework.

It said the consultations are aimed at strengthening governance, safeguarding legitimate religious rights and preserving the integrity of the country’s regulated cannabis industry.

A proposal to transfer responsibility for the operational governance and administration of the religious cannabis framework to the Ministry of Culture, Gender, Entertainment and Sport was among several issues discussed during a high-level ministerial consultation.

The proposal is being considered in recognition of the framework’s connection to Jamaica’s religious and cultural heritage.

Minister of State in the Ministry of Industry, Investment and Commerce, Delano Seiveright, told the Jamaica Information Service (JIS) that the review forms part of ongoing efforts to improve policy clarity and coordination among agencies responsible for administering the framework.

‘The government remains committed to protecting legitimate religious rights, while ensuring that the framework is properly governed, clearly understood and not exploited for activities outside of the law,’ he said.

The consultation followed recommendations from the Cannabis Industry Development Taskforce, chaired by Seiveright, which identified the need for greater policy clarity and stronger coordination in administering Jamaica’s religious cannabis framework.

Seiveright said the review also provided an opportunity to ensure that the system remains balanced, noting that discussions placed emphasis on the criteria for recognising religious organisations, oversight arrangements, cultivation and possession limits, transportation requirements, approved cultivation lands and religious spaces, enforcement protocols, and measures to clearly distinguish legitimate religious use of cannabis from Jamaica’s regulated commercial cannabis industry.

‘We must continue to uphold the protections provided under the Dangerous Drugs Act while addressing operational challenges, strengthening compliance and ensuring that legitimate religious use is clearly distinguished from commercial cannabis activities,’ Seiveright said.

The stakeholders further examined the operation of the Dangerous Drugs (Designation of Land for Cultivation of Ganja for Sacramental Purposes) (Amendment) Order, 2023, which allows recognised Rastafarian organisations and designated individuals to cultivate ganja for bona fide religious purposes on approved lands, subject to prescribed conditions and regulatory oversight

Seiveright said that ‘further consultations will continue as the government works to modernise the governance of Jamaica’s religious cannabis framework while protecting religious observance, strengthening regulatory certainty and maintaining public confidence in the country’s cannabis regime’.

GUYANA-CRIME-Police search of Opposition Leader’s home criticised

Police say they have searched the home of the Opposition Leader, Azruddin Mohamed , as they continue their investigations into of a man who was gunned down in the capital on March 21, 2021.

In a statement, the police said that acting on the legal advice they ‘executed a search warrant at a property at Friendship, East Bank Demerara. The warrant was granted by a Magistrate after consideration of the information presented’.

The police statement did not name Mohamed, but his sister in a post on social media said his home was being searched while he was assisting in the recovery of bodies of people who died when the ferry MV Barima capsized last Saturday night.

Police said that as investigations into the murder of Ricardo Fagundes, also known as ‘Paper Shorts’, continue, further legal advice was sought based on information received.

Fagundes was gunned down on March 21, 2021 soon after leaving a hotel in the capital.

In a statement Tuesday, the Office of the Leader of the Opposition said that a contingent of approximately 20 members of the Guyana Police Force executed a search warrant at Mohamed’s property in Friendship, East Bank Demerara.

‘The Leader of the Opposition has consistently maintained his innocence in this criminal fabrication and implication of him in this crime,’ the statement said, adding that over the past week, at least six individuals ‘who were detained, or their attorneys, have publicly stated that investigators sought to pressure them into falsely implicating the Leader of the Opposition in the murder of Ricardo Fagundes’.

The statement said that the persons have refused to make false statements and were thereafter detained for prolonged periods before being released without being charged.

‘These are extremely serious allegations that warrant independent investigation,’ the statement said, adding that prior to Monday’s search warrant, Mohamed was ‘not informed by the Guyana Police Force that this large-scale operation with a conspicuous display of police resources was underway.

‘Instead, Mohamed first became aware of it after receiving numerous telephone calls, messages and videos from concerned citizens, neighbours and passersby who witnessed police officers attempting to gain access to the property.

‘Even more disturbing was the manner in which the operation was conducted. Police officers arrived by Guyana Police Force river patrol, travelling up the Demerara River and entering the property through its wharf. The two officers seen in the publicly circulated live video wearing life jackets had arrived by boat.

‘At this tragic time when Guyana desperately needs every available marine resource dedicated to the search and recovery of victims of the MV Barima tragedy, police patrol boats were instead deployed to execute a search at a property belonging to the Leader of the Opposition,’ the statement added.

It said that ‘every building on the property was searched twice, once before the family’s arrival, without any representative of the property present, and a second time after the family arrived and observed the search’.

Police have questioned several people in recent days about Fagundes’ murder, prompting claims by Mohamed that the Irfaan Ali government was on a witch hunt in retaliation for his disclosures about President Irfaan Ali’s multi-acre farm on the Linden-Soesdyke Highway.

‘The Office has taken note that since the Leader of the Opposition began exposing matters of significant public interest including the acquisition of President Irfaan Ali’s more than 150-acre megafarm/luxury estate ranch estimated to be worth more than GUY$5.5 billion (One Guyana dollar=US$0.004cents), and demanding answers from the Government, there has been an escalating pattern of police actions involving former employees, business associates and other individuals associated with Mohamed.

‘Yesterday’s search of one of his properties, while he was assisting in one of the largest search and recovery operations in our nation’s history, has only deepened public concern that these actions form part of a broader campaign of intimidation and distraction.’

Mohamed and his father Nazar ‘Shell’ Mohamed are challenging their extradition to the United Statwes where they are wanted on money laundering, wire fraud and mail fraud charges linked to their gold trading businness.

BELIZE-VISA-Belize clarifies position following Spain’s publication of a visa-free travel list

Belize, one of the few Caribbean Community (CARICOM) countries not included on a visa-free travel list released by Spain earlier this month, has sought to clarify its position on the issue.

In a statement, the Ministry of Foreign Affairs and Foreign Trade said it has noted recent media reports concerning the list published by pain on July 14, this year, confirming visa-free access for citizens of 60 countries, including nine CARICOM member states.

The other CARICOM countries not included on the visa-travel list are Jamaica, Guyana, Suriname and Haiti.

In its clarification, Belize said it is also taking the opportunity to upgrade citizens on the status of its own engagement with the European Union (EU) on this matter.

It said that the recently published list is a ‘consolidated restatement’ of the list of third countries whose nationals are already not required to hold a visa when crossing the external borders of the Schengen Area, as set out under European Union Regulation (EU) 2018/1806.

‘Determinations of this kind are made collectively by EU Member States. Belize, alongside several other CARICOM Member States, currently remains listed among the countries whose nationals require a visa to enter the Schengen Area. A full waiver would require a formal legislative amendment at the EU level, a process that is separate from any single Member State’s domestic announcement.’

The Belize government said it wishes to reaffirm that it has, for a number of years, been actively engaged with both Spain and the EU in pursuit of a full Schengen visa waiver for Belizean nationals.

‘This engagement produced a significant milestone in November 2025, when the European Union agreed that Belizean nationals holding biometric passports would become eligible for multiple-entry Schengen visas valid for up to five years.

‘This measure has meaningfully simplified travel to Spain and the wider Schengen Area for business, tourism, education, and family visits, and represented a substantial improvement over the prior visa regime.’

The Belize government said that a comprehensive visa waiver agreement with the European Union remains under active discussion, and that the Ministry of Foreign Affairs and Foreign Trade ‘continues to press Belize’s case through the appropriate diplomatic channels.

‘The Ministry considers full visa-free access to the Schengen Area, on par with regional partners, to be an important priority given the country’s longstanding relationship with the EU,’ the statement added.

TRINIDAD-COURT-Privy Council lists matter involving prominent Trinidadian businessman

The London-based Privy Council Tuesday listed an appeal by the State in the legal proceedings involving prominent Trinidad and Tobago businessman Dominic Hadeed and his wife Genevieve, who have been detained since June 24 amid allegations of an ongoing conspiracy to murder senior government ministers, including Prime Minister Kamla Persad Bissessar.

The appellants in the matter are the Commissioner of Police, Allister Guevarro, the Minister of Homeland Security, Roger Alexander, Attorney General John Jeremie and Police Constable Eldon Calliste. The respondents are the Hadeeds.

The case is classified as an ‘Appeal As of Right’ before the Judicial Committee of the Privy Council, Trinidad and Tobago’s highest and final court. The Privy Council listing does not yet provide a hearing date

Last Friday night, the Court of Appeal in Trinidad and Tobago upheld an urgent application filed by the state suspending an earlier ruling ordering the immediate release of the Hadeeds and who would have placed under strict house arrest.

Chief Justice Ronnie Boodoosingh and Justices Mark Mohammed and Ricky Rahim in an unanimous decision granted the stay pending a decision by the Privy Council,.

The Court of Appeal ruled that if the Hadeeds were released and the allegations of an ongoing conspiracy proved to be true, the potential harm to the public interest would outweigh the prejudice caused by their continued detention for a short period pending the Privy Council hearing.

It also ruled that the risk of the Hadeeds being outside of prison, outweighs the concerns over medical attention given to them in prison with the state now committing to allowing improved medical attention to the Hadeeds in prison.

The founding owner of Blue Waters Products Limited and his wife, have been detained since June 24 after police officers arrested them at their home.

Alexander three days later signed preventative detention orders (PDOs) authorising their continued detention on ‘intelligence’ alleging they were involved in an ongoing conspiracy to assassinate Persad-Bissessar, Jeremie and other senior government officials.

No criminal charges have been laid against either of them. Their relative, Star Sabga, 70, who was also detained under a PDO, remains in prison custody since her detention was not challenged in court.

Last Thursday, a differently constituted Court of Appeal comprising Justices of Appeal Peter Rajkumar, Mira Dean-Armorer and Joan Charles had ordered the release of the Hadeeds, after finding that the government could not rely on broad assertions of national security to justify preventive detention without providing sufficient factual particulars to satisfy the requirements of the law.

SURINAME-POLITICS-President Simons on four day working visit to England

President Jennifer Simons leaves here on Wednesday for a four-day working visit to England focusing on the further development of the Surinamese economy and strengthening international economic cooperation

The government said that she will hold talks with representatives of international financial institutions and the business community regarding investments, economic development, and the opportunities offered by the Surinamese offshore sector.

It said that the visit to London is at the invitation of several international financial institutions and that her delegation will also include the Minister of Finance and Planning, Adelien Wijnerman.

The government said an important part of the programme is a meeting with representatives of Bank of America, one of the largest financial institutions in the world and that the economic outlook of Suriname and investment opportunities, among other things, will be discussed.

In addition, the Surinamese President will meet with the top management of Subsea 7, an international company active in offshore engineering and energy services with the authorities here saying the discussions will cover developments within the international energy sector, offshore infrastructure, maritime services, and other topics of mutual interest.

According to the government, the talks align with the broader dialogue Suriname is conducting with international market leaders regarding the opportunities arising from the growing offshore oil and gas sector and the country’s expected economic development.

The working visit also provides an opportunity for the exchange of knowledge, international experience, and best practices in the fields of finance, offshore development, and sustainable economic growth.

The government emphasizes its commitment to long-term cooperation with international financial institutions and the business community to attract sustainable investments and create new economic perspectives for Suriname.
