MCWD to hike rates by12 percent

Starting 1 October 2025, the Metropolitan Cebu Water District (MCWD) will implement a 12 percent water rate adjustment, following approval from the Local Water Utilities Administration (LWUA).

For residential consumers using a ½-inch meter, the minimum charge for the first 10 cubic meters will be raised from the current P209.76 to the new ?235.60 rate.

In a statement, MCWD said that the new commodity charges are set at P26.04 per cubic meter for 11-20 cubic meters; P30.64 per cubic meter (for 21-30 cubic meters); and P75.02 per cubic meter (for consumption of 31 cubic meters and up).

Despite the increase, MCWD stressed that its potable water remains the most affordable among utilities.

‘At ?0.023 per liter, or ?0.46 for a 20-liter gallon, MCWD water is still significantly cheaper than bottled water (?25 per container), electricity (?13/kWh), mobile load (~?600/month), and internet (~?1,200/month),’ it said.

This year’s rate adjustment marks the first in 10 years, with the last one implemented in January 2015.

The water district deferred a planned 2020 increase to ease the burden on consumers during the COVID-19 pandemic, despite rising operational costs.

Since 2015, MCWD said that it has invested ?2.1 billion in expansion and rehabilitation projects and allocated ?12 billion for operations.

Major initiatives include the ?1.1-billion Lusaran Bulk Water Project, which began supplying 30,000 cubic meters of water daily in 2022 to underserved areas, such as Busay, Lahug, Apas, Pit-os, and other upland barangays.

MCWD has also started sourcing from desalination plants to mitigate drought impacts and seasonal fluctuations of supply.

In a letter dated 11 September 2025, LWUA Administrator Jose Moises Salonga confirmed the approval of MCWD’s application for a rate adjustment.

Public consultations were earlier conducted in November 2022 as part of the approval process.

Originally slated for 1 July 2023, the adjustment faced delays. LWUA initially granted a provisional 38 percent increase in March 2025 pending review, before finalizing the 12 percent hike.

As a government-owned and controlled corporation, MCWD emphasized that it operates on a non-profit, self-sustaining model, reinvesting revenues into projects to ensure reliable and safe water supply for Metro Cebu.

New law to reinforce bilateral trade relations with UK-British Chamber

British Chamber of Commerce Philippines (BCCP) Executive Vice Chair Chris Nelson said in an interview that the Philippines’ proactive signing of measures focused on e-Governance, further liberalization of land lease and opening up the telecommunications and renewable energy sectors could increase bilateral trade with the United Kingdom.

The third quarter of the year has witnessed the passage of the following legislation: Republic Act No. 12252 Amended Foreign Investors’ Long-Term Lease Act, Republic Act 12254 E-Governance Act, Republic Act No. 12234 Konektadong Pinoy Act, which were identified as a priority legislation by President Ferdinand Marcos Jr.

According to Nelson, this gives a strong signal to investors that the country remains an ideal destination for British and other foreign businesses.

Nelson noted that, ‘We were a supporter of the extension of the 99 year lease, and we would echo what Secretary Go said, and this is obviously helping the Philippines bring in line with other countries and will certainly help with investor interest. We recently had an investor forum in London, June 27, with PEZA, with the Director General Panga. I would just like to highlight that one of our members, AstraZeneca, announced separately that they will be investing significantly in the PEZA zone.’

On Aug. 19, 2025, an agreement between PEZA and AstraZeneca was signed, establishing a local innovation hub to further strengthen the country’s pharmaceutical and healthcare sector.

At present, the UK-Philippine trade remains at an upward trajectory at £3.0 billion in the four quarters to the end of Q1 2025 in total trade in goods and services.

At the beginning of the year, the UK was identified as a leading investor by the Philippine Economic Zone Authority (PEZA), citing more opportunities at the recently held investment forum last 27 June 2025, in partnership with the British Chamber.

Nelson also welcomed the UK Ambassador-designate to the Philippines, Sarah Hulton OBE and look forward to further advancing its continued partnership with the British Embassy Manila with upcoming initiatives such as the Great British Festival and preparations for the 80th year of diplomatic relations of the UK and the Philippines in 2026.

Another area of opportunity will be the Philippines’ interest in joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) to which the UK acceded in December 2024.

He added that, ‘We have seen it continue to grow and the momentum is there. We would like to see it accelerate more. We have seen the UK showing an interest particularly in renewable energy, so our aim is to move us much further up the ladder in terms of the trade between the UK and the Philippines.’

San Juan, Rizal, Davao finish strong in MPBL elims

Playoff qualifiers San Juan and Rizal Province closed their elimination round campaign with victories over also-ran Marikina and Bacolod on Monday in the Manny Pacquiao Presents MPBL 2025 Season at the Marikina Sports Center.

The San Juan Knights trounced the Marikina Shoemasters, 78-61, in the second game to improve to 26-3 and finish No. 3 in the North Division behind the Abra Weavers (27-1) and the Nueva Ecija Rice Vanguards (27-2) in the round-robin elimination phase of the 30-team, two-division tournament.

The Rizal XentroMall Golden Coolers subdued the Bacolod Tubo Slashers, 78-72, in the nightcap to climb to 19-10 and retain the third spot in the South Division led by the Quezon Huskers (25-4) and the Batangas City Tanduay Rum Masters (19-10).

San Juan got 18 points and eight rebounds from former Mapua Cardinal Arvin Gamboa; 10 points and nine assists from Orlan Wamar; nine points from AC Soberano; and eight points from Raul Soyud.

Marikina, which exited with a 4-25 record, drew 12 points and eight rebounds each from Karl Penano and Jay Yutuc.

Rizal was powered by Michael Canete with 14 points, eight rebounds and three steals; Alwyn Alday with 11 points; Neil Tolentino with eight points, seven rebounds and four steals; and John Apacible with eight points and seven rebounds.

Bacolod bowed out with a 7-22 slate despite John Lemuel Pastias’ 15 points, Jan Gabriel Sobrenega’s 12 points, seven rebounds and six assists; and Aldave Canoy’s 12 points plus four rebounds.

The Davao Occidental Tigers weathered the Quezon City Galeries Taipans’ final assault and prevailed, 97-91, in the opener.

Ahead, 75-63, in the fourth quarter, the Tigers watched as the Taipans bunched 13 points, capped by Nino Ibanez’s triple, to seize control with 7:05 left.

Wowie Escosio, however, countered with back-to-back baskets to push Davao back on top en route to a 12-17 mark.

The Tigers stayed at No. 9 in the South and will tangle with No. 10 Cebu Classic (11-18) in the play-in for the playoffs.

Ping: House budget insertions ‘much bigger’ than Senate’s

After saying that ‘almost all’ 24 senators of the 19th Congress had insertions in the 2025 national budget amounting to over P100 billion, Senate President Pro Tempore Panfilo Lacson clarified yesterday that members of the House of Representatives had even bigger entries.

As senators began to push back against criticisms on insertions, Lacson clarified that he was not singling out the Senate when he flagged budget changes for public works – the biggest of which was P10 billion for one senator alone.

He noted that insertions are not necessarily unlawful, but expressed suspicion over the P5 billion to P9 billion supposedly received by each lawmaker.

Lacson, chairman of the Senate Blue Ribbon committee, said House insertions ‘were much bigger and the list of names is much longer’ and ran several pages in alphabetical order, compared to the 24 names in the Senate.

‘It’s like a roll call,’ Lacson told radio dzBB, referring to the list of over 300 lawmakers read by the House Secretary General to check for quorum during sessions.

He confirmed that the amendments involved infrastructure projects under the Department of Public Works and Highways (DPWH).

When asked if the insertions automatically meant lawmakers had profited or conspired to benefit from the projects, he deferred judgment.

‘Let’s just listen to the testimony of (Henry) Alcantara, (Roberto) Bernardo and Brice (Hernandez). Let that be the basis, not me,’ Lacson said, referring to former DPWH officials who linked congressmen to flood control corruption.

During Blue Ribbon hearings, congressmen who were implicated included former speaker Martin Romualdez and former appropriations chair Rep. Zaldy Co.

Contractor couple Curlee and Sarah Discaya had also linked the pair and over a dozen more congressmen, former and current, as having involvement in kickbacks from flood control projects.

‘Introducing insertions is not illegal. It is our mandate as lawmakers to review the National Expenditure Program and introduce amendments. The problem is that many lawmakers abused this mandate,’ Lacson said.

‘I hope that in 2026, we will practice self-restraint. The people are angry so we must reform the way we pass the budget,’ he added.

As Lacson’s revelations on budget insertions continue to stir anger among taxpayers, senators pushed back against criticism, stressing that amendments are part of the legislative process and not inherently illegal or improper.

Senate President Vicente Sotto III said amendments introduced during budget deliberations – whether institutional or individual – are ‘part of the regular budget process.’

He noted that it was ‘unfortunate’ that reports on ghost projects and failed flood control works had cast all amendments in a negative light.

‘Some of these amendments are for additional classrooms, farm-to-market roads and bridges that will benefit our people, especially those in the far-flung provinces. Some of which were never funded and were tagged ‘for later release’,’ Sotto said.

He added that the Senate will introduce changes in the 2026 budget to ensure ‘greater transparency, people’s participation and accountability.’

Sen. JV Ejercito echoed Sotto’s position, saying amendments are among the Senate’s duties after budget hearings.

‘Not all amendments are bad, especially those which help agencies and departments. Amendments are not tainted as long as there is no post enactment intervention,’ he added.

Marcos Jr.: 2026 budget to be graft-free

Amid Lacson’s statements on budget insertions, Malacañang vowed that President Marcos would not allow the 2026 budget to be tainted with corruption.

Presidential Communications Undersecretary Claire Castro said issues like the one raised by Lacson prompted the investigation into the alleged anomalies surrounding flood control projects.

‘Perhaps what really happened in the 2025 budget is now being revealed,’ Castro said at a press briefing yesterday.

She said Marcos wants to ensure that the budget would go to programs that would benefit the public, noting that the President had already vowed to veto the 2026 budget if it is filled with anomalies.

‘So we can be sure, with all these things happening, the people can be assured that the 2026 budget would be above board and the President will not allow anomalous projects,’ she added.

Marcos has ordered a probe into alleged irregularities in the country’s flood control projects and has created an independent body that would run after officials and contractors who benefited from kickbacks.

He has also canceled the flood control projects for 2026 and reallocated their P255.5-billion funding to various social welfare, education, agriculture, agrarian reform and livelihood programs.

The Marcos administration is proposing a P6.793-trillion national budget for 2026, higher than this year’s P6.326-trillion outlay.

Students stage protests vs graft

At the same time, thousands of students from the Far Eastern University (FEU) and the University of Santo Tomas (UST) walked out of their classrooms and held a rally to denounce massive corruption in government.

At noon yesterday, around 1,000 FEU students reportedly gathered at the Nicanor Reyes Street to protest.

At 3 p.m., despite the rains, students from different colleges of UST also conducted a walk-out rally.

They went around their campus and expressed their outrage over the trillions of pesos worth of government funds lost in the DPWH flood control anomaly.

The students were heard chanting ‘Zaldy, Zaldy Magnanakaw, Magnanakaw si Zaldy’ (Zaldy the thief), ‘Mga Kurakot, Ikulong na Yan’ (Jail all thieves), while some students called for President Marcos nd the Dutertes to go to jail.

House loses jurisdiction over ethics raps vs. Zaldy Co

After Rep. Elizaldy Co resigned, the House lost its jurisdiction over the ethics complaint filed against him, House Speaker Bojie Dy confirmed on Monday, September 29.

‘Since nag-resign na si Congressman Zaldy Co, wala nang ika nga karapatan ang Kongreso para maimbitahan siya at maanyayahan para umattend sa committee on ethics,’ Dy said in a press conference on September 29.

(Since Congressman Zaldy Co has already resigned, Congress no longer has the authority, so to speak, to summon or invite him to attend the committee on ethics.)

Rep. Toby Tiangco, who filed the ethics complaint, alleged that Co manipulated the 2025 budget as appropriations chair, flaunted his wealth and violated conflict-of-interest rules through ties to top contractor Sunwest Inc.

Dy and ethics committee chair Rep. JC Abalos (4Ps Party-list) explained that the House could only hold accountable its own members in ethics complaints filed.

With the ethics complaint against Co now moot, Dy said it is up to the Department of Justice (DOJ) and the Independent Commission for Infrastructure (ICI) to pursue any cases that could hold him accountable.

‘Ang tingin namin dito, bahala na ang Department of Justice, at ganu’n din ang ICI kung anong pwede nilang ipataw,’ he said. (Our view is that it’s up to the Department of Justice, as well as the ICI, to decide what they can impose.)

Abalos, on the other hand, explained that the committee’s internal rules limit its jurisdiction to matters concerning the duties, conduct, rights, immunities, reputation and integrity of the House and its members.

He, however, stressed that the ethics committee still urges Co to face the cases he may be up against, given the charges already recommended by the ICI and the National Bureau of Investigation (NBI).

According to Dy, the House was prepared to wait until midnight before taking its next steps – suspending Co if he failed to return to the Philippines by the deadline set after his travel clearance was revoked.

The House speaker also pointed out that Co requested clearance for a personal leave instead of medical leave, but with no medical certificate provided, the application lacked sufficient basis.

Co managed to preempt the suspension by submitting his resignation, which was received at around 2:35 p.m.

Despite his resignation, Dy said Co must still be brought back to the country by all means possible to face accountability for corruption allegations, including claims he received kickbacks from infrastructure projects.

Co, however, has since expressed his dismay over the House’s decision to revoke his travel clearance and the ethics complaint filed, calling all the allegations baseless.

In the ICI’s first report, Co was named among the high-profile personalities who should face criminal charges over irregularities found in a P289-million flood control project in Oriental Mindoro.

The independent body found that Sunwest was the contractor, a firm Co co-founded but divested from in 2019.

Meanwhile, the NBI recommended bribery and malversation charges against Co and several other lawmakers for the alleged kickback scheme uncovered from its case build-up.

The Department of Public Works and Highways and the DOJ have already requested the Anti-Money Laundering Council to freeze Co’s assets amid ongoing investigations. To track his movements, authorities have requested a blue notice from Interpol and placed him under an immigration lookout bulletin order.

Women’s golf in China and across Asia blossoms

When the Women’s China Open first teed off in 2006, the occasion was quietly significant. At the time, women’s golf in the Middle Kingdom was still taking fledgling steps in the global game. The domestic circuit was modest, the talent pool limited, and the pathway to elite professional circuits like the LPGA Tour seemed distant, if not daunting.

Yet that first swing in Xiamen coincided with the dawn of a new era, one in which the nation’s most talented women would soon find their footing at home before spreading their wings abroad to challenge the best of the best and eventually write Chinese golf into the pages of sporting history.

Nearly two decades after the inaugural event, the transformation has been profound in China. From Feng Shanshan’s trailblazing major victory in 2012, to the steady rise of top players such as Janet Lin Xiyu, Yin Ruoning and Miranda Wang on the LPGA Tour, and milestone Olympic Games moments in Rio de Janeiro and Paris where Feng and Lin earned bronze medals, women’s golf in China has certainly propelled to the forefront with great force.

Such has been the impact and growth in China that golfers from across Southeast Asia, including Mafy Singson of the Philippines, are now looking at the CLPG Tour as the potential springboard for their careers as they dream for the stars.

At the heart of this rise has been the national championship. It is not just another stop on the calendar, it is the flagship event on the CLPG Tour, where every aspiring golfer aspire to join their idols and attain world-class stature.

For Feng, the country’s first major champion and its most iconic player, the Women’s China Open was an early inspiration especially when she saw first hand how Korean superstars Jiyai Shin, Kim Hyo-joo and Park Sung-hyun dominated on Chinese soil by winning the Open five times amongst them. Shin is a former World No. 1, Kim and Park are major champions and the trio holds a staggering 109 professional victories combined.

‘Growing up as a young golfer, the Women’s China Open was a tournament that held special meaning for me. The experiences I gained over the years played a pivotal role in shaping my career,’ said Feng, who has 22 career wins including 10 on the LPGA Tour.

‘In the early days, competing against strong Korean players (in the Open) showed us just how high the standard was, and it motivated me to work harder, stay resilient, and keep striving for success in the game,’ added the 36-year-old, whose best finishes include 2nd/2011, T3/2012, 4th/2016 and 3rd/2019.

Feng’s victory at the Women’s PGA Championship in 2012, one of golf’s majors, broke barriers for Chinese golf, but she has never overlooked the foundation that events like the Women’s China Open and the CLPG Tour provided. ‘I am proud to see Chinese golfers achieving success on the LPGA Tour, and I believe the future of women’s golf in China is exceptionally bright. Today, we have a growing pool of talented amateurs excelling on the CLPG Tour and winning tournaments, which bodes well for the years ahead. I am confident the next decade will be a remarkable era for women’s golf in China.’

For Janet Lin Xiyu, who has taken a temporary leave of absence from the LPGA Tour for the arrival of her first child, the Women’s China Open was both a launching pad and a personal milestone. She became the first Chinese golfer to lift the trophy in 2019, an achievement she cherishes as much as her achievements abroad which include a podium finish at the Paris Olympic Games last summer.

‘That achievement will always hold a special place in my heart, and I am proud to have contributed to the growth of our country’s golfing history,’ said the 29-year-old Lin, who owns seven CLPG Tour victories. ‘From the time I began competing, the Women’s China Open stood out as one of the most important tournaments on the calendar. It inspired me to push harder and strive for excellence. Like all great national Opens, it has played a pivotal role in developing women’s golf, providing a stage for Chinese players to challenge themselves.’

That sense of higher standards and bigger dreams has carried into the new generation. The 23-year-old Yin Ruoning, who has already captured a major championship and the World No. 1 ranking, treasures her formative experiences at the Women’s China Open where she finished tied fourth in 2018.

‘Competing in the Women’s China Open was always special to me,’ said Yin, who is now ranked World No. 7 and holder of five LPGA victories. ‘The tournament has a different feel about it and there is extra motivation and pressure to perform well. As a junior golfer then, I understood what the event meant to us and looking back, those experiences have been meaningful in my journey as a golfer.’

From the inaugural edition in Xiamen to this year’s groundbreaking move to Shanghai where the tournament, which is promoted by Sportfive, will be played at Enhance Anting Golf Club from October 17-19, all eyes will be on the next wave of Chinese and regional aspiring stars. The local starlets include a group of amateurs such as 18-year-old Wang Zixuan, Xu Ying, 16, and 15-year-old Zhou Shiyuan – all of whom have won on the CLPG Tour this season.

Wang, who has won once and posted three top-10s, said: ‘The leading Chinese players are a tremendous source of inspiration. truly admire their mental strength under pressure and their resilience. Witnessing the success of top players reminds me that behind every achievement lies countless hours of tedious, gruelling practice. This motivates me to devote myself even more wholeheartedly to the sport.’

The China LPG Tour has also provided opportunities for regional and aspiring golfers from Thailand, Malaysia, Singapore and Indonesia to sharpen their professional teeth, with the likes Sherman Santiwiwatthanaphong (Tha), Onkanok Soisuwan (Tha), Kan Bunnabodee (Tha), Jocelyn Chee (Mas), Ng Jing Xuen (May), Amanda Tan (Sin) and Patricia Sinolungan (Ina) benefitting immensely. With Thailand’s Jeeno Thitikul rising to World No. 1 recently, the importance of women’s golf growth across Asia-Pacific is not lost on many.

The upswing in fortunes is certainly testament the Women’s China Open is proving to be just the origin of greatness for women’s golf in the country and regionwide.

Beware of fake donation drives – PNP

As relief efforts for victims of Severe Tropical Storm Opong are ongoing, the Philippine National Police (PNP) has intensified its operations against fraudulent donation drives on social media.

Acting PNP chief Lt. Gen. Jose Melencio Nartateasz Jr. directed the Anti-Cybercrime Group (ACG) to monitor suspicious donation requests on social media platforms to ensure that relief operations are protected from exploitation.

MANILA, Philippines – As relief efforts for victims of Severe Tropical Storm Opong are ongoing, the Philippine National Police (PNP) has intensified its operations against fraudulent donation drives on social media.

Acting PNP chief Lt. Gen. Jose Melencio Nartateasz Jr. directed the Anti-Cybercrime Group (ACG) to monitor suspicious donation requests on social media platforms to ensure that relief operations are protected from exploitation.

Nicole Kidman, Keith Urban separate after 19 years of marriage

Hollywood celebrity couple Nicole Kidman and Keith Urban are ending their relationship after being married for nearly two decades.

A number of sources confirmed the split to several entertainment outlets, including TMZ, People and Variety, with the former being told Nicole and Keith had been living apart for some time now.

The same source told TMZ that Nicole has been looking after the couple’s two children and was “holding the family together through this difficult time since Keith has been gone.”

People’s source, meanwhile, said Nicole’s family, particularly her sister Antonia, have been supportive of the Oscar and Emmy winner.

“She didn’t want this. She has been fighting to save the marriage,” the source added.

Nicole just finished production on a “Practical Magic” sequel with Sandra Bullock, while Keith is in the middle of his “High and Alive” world tour to promote his 11th album “High”.

The Australian-American couple married in June 2006 a year after dating and have two teenage daughters, Sunday Rose and Faith Margaret.

Nicole was previously married to fellow Hollywood star Tom Cruise, with whom she adopted two children, for 11 years.

Keith, a four-time Grammy winner, has gone on record crediting Nicole as being a pivotal part to his rehabilitation for alcohol abuse.
