Tigers rip Tamaraws for third straight win

University of Santo Tomas growled to its third straight win in the UAAP Season 88 men’s basketball tournament after clawing Far Eastern University, 92-80, Wednesday at the Mall of Asia Arena.

The Growling Tigers rose to 5-1 in the season, sharing the lead with National University, while the Tamaraws dropped to 1-5.

Kyle Paranada powered UST with 19 points, four assists and two rebounds on a near-perfect 7-of-8 shooting, while Nic Cabanero and Gelo Crisostomo had 14 markers apiece.

It was a nip-and-tuck game through the fourth quarter, as the two teams traded buckets almost the whole game.

A Jorick Bautista 3-pointer pushed FEU ahead, 73-72, but Paranada and Cabanero took turns with their deuces as the Tigers turned things up a notch and take an 80-73 lead with 5:36 left.

Mo Konateh and Janrey Pasaol made it a 80-82 deficit for FEU, as the Tamaraws tried to charge back with 4:01 remaining.

But a massive finishing 10-0 kick by UST, courtesy of Crisostomo and Collins Akowe, slammed the door shut on the Morayta-based squad.

Akowe had a double-double of 12 points and 11 rebounds, to go with four blocks and a steal. Forthsky Padrigao chipped in 11 points, but he struggled with a 2-of-10 clip.

Pasaol filled the statsheet for the Tamaraws with 22 points, eight assists and five rebounds, while Konateh tallied 19 markers, 11 boards, four swats, three steals and two dimes for FEU.

UST will try to finish the first round strong as it takes on Adamson on Saturday, while the FEU will try to return to the winning column as it faces University of the East on Sunday. Both games will be at the Smart Araneta Coliseum.

Avaricio clings to lead as Uy, Ababa on prowl

Chanelle Avaricio held on to a precarious one-shot lead despite a grinding even-par 72, as Daniella Uy and Sarah Ababa closed in with gutsy rounds to set up a thrilling three-way battle heading into the final round of the ICTSI Del Monte Championship here Wednesday.

Avaricio, who lit up the course with a flawless 67 on Tuesday, struggled with her approach shots in Round 2, limiting her birdie chances and forcing her to lean on a sharp short game to salvage crucial pars.

‘My driving was good but I struggled with my second shots. I also had difficulties with my putting,’ said Avaricio, after stringing together 18 pars in a gritty round that kept her on top at 139.

Despite the challenges, the Forest Hills champion remains focused on staying present.

‘I’ll just be in the moment, hoping for a great day tomorrow,’ she said, emphasizing the mental aspect of competing under pressure.

Still, she knows it could all come down to the final holes.

‘Hopefully, the putts will drop,’ Avaricio added, acknowledging the fine margins in play at the challenging Del Monte Golf Club.

Tempering expectations, she opted to keep her sights grounded.

‘I’m not sure of my chances, but I’ll do my best,’ she said.

Uy, taking a break from the Taiwan tour, opted for a conservative approach on the tight, tree-lined layout, carding a 71 highlighted by two birdies and a lone bogey. Her steady play placed her just a stroke back at 140, setting up a compelling duel with Avaricio.

‘I’m not really thinking about scoring a repeat. I just want to focus on my game, trust the process and stay with my routine,’ said Uy, downplaying her chances despite being the defending champion at Del Monte.

She also stressed the need to block out distractions.

‘I’ll try not to get too distracted,’ she added, keeping her eyes firmly on the task at hand.

Uy credited her rivals for their deft touch around the greens, something she hopes to replicate.

‘They’re really good with their short game. I guess I also need to out my short game,’ she said with a smile.

Unlike the top two, Ababa went on the offensive, firing four birdies against two bogeys for a 70, pulling within two shots at 141 and putting herself firmly in the title hunt in the 54-hole event organized by Pilipinas Golf Tournaments, Inc.

‘Mas gumanda ang irons ko today compared sa first round. My ball control and placements were good and my putting remains steady,’ said Ababa, showing confidence in her improving form.

Fueled by a desire to bounce back from a tough playoff loss to Princess Superal at Caliraya Springs last August, the Davaoeña is also drawing strength from a special partnership.

‘Hindi ko iniisip ang laro ng mga kalaban. Basta ako, gusto ko lang mag-enjoy at relax ako kasi tatay ko din ang caddie ko,’ she said, referring to her father-caddie Edgar, a former tour pro.

Still, she knows where improvements are needed.

‘I just need to work on my driving,’ said Ababa.

Behind the leading trio, Kristine Fleetwood joined the chase with a 70 to move to 142, just three shots back. Meanwhile, Mafy Singson posted the day’s best round – a 69 – to vault into a three-way tie at 143 with Harmie Constantino (72) and local hopeful Velinda Castil (73).

Martina Miñoza, another homegrown talent, settled for a second straight 72 for a 144, while Florence Bisera – winner of two titles last month – continued to struggle, carding a 73 for a 146, leaving her seven shots behind Avaricio.

Public may again request officials’ SALNs. Here’s how.

The Office of the Ombudsman has lifted a four-year restriction on public access to government officials’ Statements of Assets, Liabilities and Net Worth (SALN), reopening the way for citizens, media, and civil groups to request copies under new procedural rules.

The Ombudsman on Tuesday, Oct. 14, officially repealed its 2020 memorandum under Duterte administration’s Samuel Martires that had limited access to SALNs.

Under the new rules, all requests must be made through a prescribed “SALN Request Form”-except when covered by a subpoena or an official request from a quasi-judicial or investigative body, or as otherwise determined by the Ombudsman.

Each request must be filed in duplicate, subscribed and sworn before an authorized Ombudsman officer. Requests may be lodged with any Public Assistance and Corruption Prevention Office, or PACPO, at the Central Office or with regional Public Assistance and Corruption Prevention Bureaus, or PACPB.

If a request concerns an official not covered by existing lists or a newly created office, the Central Office will serve as the default repository. Applicants must shoulder reproduction and certification costs.

Identification and review process. Applicants are required to present at least two valid IDs, one of which must be government-issued. Additional provisions apply to requests filed by media or students.

Each request will be assessed by a processing officer and reviewed by the PACPO or PACPB. Cases involving grounds for denial will be elevated to the Office of Legal Affairs. Approved requests will be released ‘within a reasonable period,’ the guidelines state.

When requests may be denied

Access may be denied in specific circumstances, including when:

The Ombudsman is not the official repository of the requested SALN.

The SALN is not on file.

The request is made for an unauthorized commercial purpose.

The requester has a record of misuse.

The request is linked to an attempt to influence or harass a party in a pending case.

There is evidence of extortion or safety risks.

The requester’s identity is fictitious.

The purpose violates law, morals, or public policy.

Redactions and privacy safeguards

Certain personal information will be redacted to protect officials and their families, including:

Complete home address of the declarant.

Names, birthdates, and ages of unmarried children below 18 living in the household.

Signatures of the declarant and co-declarant.

Government-issued identification numbers.

Released SALNs will include a watermark, control number, and disclaimer identifying them as redacted copies issued to a specific requester.

Publication and compliance requirements

Any party that publishes or broadcasts material derived from a SALN must submit a copy or link of the output to the Ombudsman within five calendar days of dissemination.

These submissions will allow the Ombudsman to monitor use of SALN data and ensure that reporting aligns with the stated purpose of the request. The office may initiate an investigation if potential misuse or misrepresentation is found.

Non-submission of published material will be considered a violation of the requester’s undertaking and may lead to denial of future SALN requests.

For lifestyle checks: The Ombudsman also advised that individuals with evidence of assets disproportionate to a public official’s income should file a formal complaint with the Field Investigation Office instead of a SALN request. Such complaints must include details on the official’s assets, lifestyle, income sources, and supporting evidence.

Central Luzon workers to get pay hike

Minimum wage earners and domestic helpers or kasambahay in Central Luzon will receive an increase in their daily pay starting at the end of this month, according to the Department of Labor and Employment.

The DOLE-Central Luzon said that a wage order granting workers an increase of P50 to P80 daily would take effect on Oct. 30.

‘The adjustment will be implemented in two tranches, with the first tranche of P20 to P40 to be given upon effectivity of the wage order,’ the labor department said. ‘The second tranche of P30 to P40 will be given starting April 16 next year.’

Except for the province of Aurora, the wage adjustment will bring the minimum daily pay in Central Luzon to P570, P540 and P560 for workers in the non-agriculture, agriculture, and retail and service sectors, respectively.

Upon effectivity of the second tranche, the daily minimum wage rate will be P600 in the non-agriculture, P570 in the agriculture, and P590 in the retail and service sectors.

In Aurora, the first tranche of the wage adjustment will bring the minimum daily pay to P540 in the non-agriculture, P515 in the agriculture and P475 in retail and service sectors.

Domestic helpers in the region will receive an increase of P500, bringing their minimum monthly wage to P6,500.

Sara: I never asked Marcos to resign

Vice President Sara Duterte yesterday denied that Cavite Rep. Kiko Barzaga is getting orders from her family, saying she is not calling for the resignation of President Marcos.

‘I never asked him to resign. That is a pointless call. He will not resign,’ Duterte said.

Barzaga led a protest against corruption in Forbes Park, Makati on Sunday.

‘I do not control Congressman Kiko Barzaga. He is his own person. He has his own principles and he has his own free will and there is nothing wrong at all with what he is doing because as I said, we are all covered by freedom of speech and expression,’ Duterte said.

Around 300 people joined the rally, according to police.

‘Considering the personality of Congressman Barzaga, can he be handled by other people? As you can see his independence in thinking, you also see his courage, his principles,’ Duterte added.

‘All nonsense’

Presidential Communications Undersecretary Claire Castro yesterday denied Duterte’s claim that Marcos wants to stay in power.

‘All talk, all accusations, no evidence, all nonsense,’ Castro said in Filipino when asked for comment on Duterte’s latest tirades against the President.

To Duterte’s assertion that the Marcos administration is doing nothing, Castro said the President has been fighting corruption, which was not done during the administration of her father.

‘What’s worse is that they even defended those who allegedly abused public funds, like in the Pharmally scandal,’ Castro said.

The Palace press officer was referring to the multibillion-peso corruption scandal involving COVID-19 pandemic supplies under the Duterte administration.

‘They are now cleaning up their mess. Don’t divert attention from the sins they committed against the people,’ she said.

Sara awaits ICC ruling on appeal

The Vice President declined to comment on the decision of the International Criminal Court after the defense team of her father former president Rodrigo Duterte filed an appeal after the ICC rejected his interim release.

The former president’s lead counsel Nicholas Kaufman confirmed that an appeal was filed a week ago.

The ICC has released the redacted version of the Sept. 26 decision denying the interim release request.

The Vice President was mum on the ICC using her previous statement as basis in rejecting the interim release of the former president.

‘Yes, I have a comment on that, but I really want to wait for the decision on the appeal so that we can have only one comment,’ she said in Zamboanga City.

She also belittled the latest survey by the Social Weather Stations, which showed one in two Filipinos agreed that her father should be held accountable for killings in relation to his administration’s so-called war on drugs.

‘Assuming that the data in the survey is truthful and faithful, it is not useful here in our country, because the case is not happening here in our country,’ Duterte added.

She thanked senators for passing a resolution calling for the house arrest of her father.

ICI asks DOJ to issue lookout order on 19 individuals

The Independent Commission on Infrastructure (ICI) has requested the issuance of an Immigration Lookout Bulletin Order (ILBO) against 19 individuals.

The commission leading the flood control probe sent the request for an ILBO to the Department of Justice on Monday, October 13.

The ICI has requested that the Justice Department issue an ILBO on the following:

Former Rep. Mary Mitzi “Mitch” Cajayon-Uy

Arturo “Art” Atayde

Alvin Tan

Bong Marasigan

Elmer de Leon

Ed Fuentebella

Johnny Santos

John Mary Vianney Parago

Alvin Mariano

Ryan Uy

Darryl Recio

Nestor Venturina

Benjie Tocol

Romeo “Bogs” Magalong Jr.

District Engr. Ramon Devanadera

District Engr. Johnny Protesta Jr.

District Engr. Aristotle Ramos

District Engr. Michael P. Rosaria

Engr. Angelita Garucha

Three people in the new ICI request, particularly Magalong, Devanadera and Protesta, have already been issued an ILBO on October 8.

An ILBO is a directive to immigration authorities to monitor individuals from leaving the country, typically those who are subjects of ongoing investigations or legal cases.

It differs from a hold departure order, which is a court-issued directive preventing an individual from leaving the country.

Thirty-three officials were initially issued an ILBO on October 8 due to their alleged involvement in corruption in flood control projects.

According to the ICI, the individuals, who include more than a dozen lawmakers and former Department of Public Works and Highways (DPWH) officials, are ‘subjects in a relevant position that operates to make them an inevitable personality during the fact-finding process.’

On Tuesday, October 14, former House Speaker Martin Romualdez, who is included in the initial ILBO list, appeared before the commission.

He was asked by the commission to testify concerning questioned insertions in the national budget and his involvement in DPWH flood control projects when he was still the Speaker.

Meanwhile, former Ako Bicol party-list Rep. Zaldy Co, who was placed on the lookout bulletin on September 25, was also summoned for his role as House appropriations panel chief in previous years.

1,387 aftershocks logged in Davao Oriental

Following the magnitude 7.4 earthquake that struck off the coast of Davao Oriental, state meteorologists have recorded 1,387 aftershocks.

Philippine Institute of Volcanology and Seismology (Phivolcs) Director Teresito Bacolcol said that the aftershocks were caused by stones still moving around the epicenter of the magnitude 7.4 quake on October 10.

‘Ang source po ng lindol would be the Philippine Trench and as of 10 a.m. today nakapagtala po tayo ng 1,387 aftershocks kung saan out of these 1,387 aftershocks, 19 of these were felt by residents,’ Bacolcol said on the Bagong Pilipinas Ngayon public briefing.

(The source of these earthquakes would be the Philippine Trench and as of 10 a.m. today, we have recorded 1,387 aftershocks whereas, out of these 1,387 aftershocks, 19 of these were felt by residents.)

The new wave of aftershocks was felt earlier on Wednesday in Nabunturan, Davao de Oro. Strong aftershocks were also recorded in Manay and Mati City in Davao Oriental in the previous days.

Aftershocks were also recorded in Surigao del Sur, Davao del Sur, Davao de Oro, South Cotabato and Sarangani.

Bacolcol said that aftershocks after strong earthquakes were very common, and reassured that aftershocks as strong as the original earthquake were unlikely.

The Phivolcs director explained the earthquake that struck Davao Oriental was not because of a fault line, but due to the Philippine Trench, which lies along the Philippine Sea plate.

Bacolcol explained that this is why areas that face the Philippine Sea also occasionally experience strong earthquakes, not just eastern Mindanao.

The earthquake in Davao killed eight people, injuring 196 others.

A deep dive into MLBB’s four new maps

Mobile Legends: Bang Bang (MLBB) has rolled out one of its most ambitious updates yet under Project NEXT, introducing four distinct battlefield maps as part of its Annual Map Change. The update not only refreshes the visual experience for players but also significantly impacts gameplay strategy, especially in the professional esports scene.

‘As a game that has been around for over nine years, Mobile Legends: Bang Bang (MLBB) has built a loyal community of longtime players while continuing to attract new players from around the world. MLBB stood as more than just a game, as it has also become a shared battleground where millions of players have built memories, rivalries, and friendships,’ Arnold Xie, lead developer at Moonton Games, told Philstar.com in an exclusive email interview.

Xie has been with Moonton Games for over eight years and currently leads initiatives focused on battlefield experience and hero balance. Together with the team, he spearheaded previous major updates such as the “Emblem Renovation” and “Equipment Super Evolution” featured in the past two major updates of the game.

The Annual Map Change is a centerpiece of this year’s Project NEXT update, introducing four new maps, each with unique mechanics, and are designed to offer fresh tactical challenges while preserving the game’s core identity.

“We breathed new life into that mission through the launch of the Annual Map Change. We wanted our gamers, new or veterans, to experience a sense of freshness and innovation, while keeping the gameplay accessible and easy to learn. Project NEXT’s Annual Map Change reflects our long-standing design philosophy of being ‘simple, straightforward, and fun,’ allowing all players to easily enjoy the core fun and excitement that MLBB has to offer,’ explained Xie.

The four maps, namely Broken Walls, Dangerous Grass, Flying Clouds and Expanding Rivers, each modify a gameplay feature, and were inspired by last year’s Battlefield Draft event, which had limited-time modes like Power Eternity, Elemental Eye, and River Flowing. The overwhelmingly positive feedback from players sparked the idea to expand the concept of diverse mechanics.

He added, ‘This year’s Annual Map Change drew inspiration from last year’s Battlefield Draft event. Players expressed strong satisfaction with its diverse gameplay mechanics, which sparked the idea of taking it a step further by creating a battlefield experience with even greater depth and variation. That’s why we didn’t create only one map, but four challenging yet fun battlefields.’

The update has already made waves in the pro leagues, with teams adjusting their strategies to accommodate the new terrain and mechanics. The maps encourage players to think more critically about hero selection, positioning and timing.

‘With the diverse gameplay mechanics expanding the overall strategic depth of the Land of Dawn, our gamers are now encouraged and challenged to think more critically about how they can optimize their heroes’ abilities and characteristics based on the maps’ unique conditions. We also hope that they find excitement, especially now that the game can be approached with fresh tactical perspectives and new ways to experience MLBB,’ said Xie.

Balancing innovation with nostalgia was a key consideration in the redesign. Moonton ensured that while the maps introduced new mechanics, they remained intuitive and familiar to longtime players.

‘We understand that players around the world have deep emotional connections to the game, from the heroes they first used to the classic maps they’ve played on for years. So when introducing major updates, like the Annual Map Change, we make sure that the battlefield upgrades are intuitive and exciting. Each battlefield map only modifies one feature at a time, ensuring that the maps will still feel new yet familiar to the players,’ said Xie.

The update also reflects Moonton’s broader vision of keeping MLBB globally relevant while staying rooted in community feedback.

‘These upgrades are not just visual enhancements, but also a demonstration of how we continue to evolve MLBB to meet the expectations of both longtime fans and new players. By refreshing the map, we ensure that the gameplay experience remains dynamic, immersive, and aligned with our vision of keeping MLBB simple, competitive, and globally relevant. This is how we push the boundaries of what a mobile MOBA game can be, by staying rooted in our players’ voices and driven by the desire to make every match feel fresh, familiar, and distinctly MLBB,’ said Xie.

On the side of the team in the Mobile Legends Professional League (MPL) Philippines, the update has also had a major impact on how pro teams have tackled the current season with both teams and fans calling Season 16 the most competitive season of MPL Philippines yet.

“Sobrang naging malaki yung competitiveness this season dahil dun sa timing nung malaking update is mid-season. Ang hirap kasing mad-adjust. Mag-adjust ka sa new mechanics, sa new hero, mad-adjust ka pa ngayon sa mga mapa. Sobrang daming changes. Kung sinu yung nagkaroon talaga ng tamang timpla agad sa updates, sila yung magkakaroon ng advantage,’ said Aniel “Master the Basics (MTB)” Jiandani, head coach of Aurora Gaming, which is currently the top seed of the league.

Looking ahead, Moonton hopes the Annual Map Change will not only enrich the player experience but also inspire new ways to enjoy the game.

‘We hope players enjoy an enriching gaming experience with the newly introduced Annual Map Change. We also hope that they find excitement, especially now that the game can be approached with fresh tactical perspectives and new ways to experience MLBB. Ultimately, innovation in MLBB isn’t about changing for the sake of change. It’s about refining and reimagining familiar elements to keep the game dynamic, enjoyable, and aligned with our vision of being simple, straightforward, and impactful, all while honoring the nostalgia that keeps players coming back,’ said Xie.

2 drug dealers, 2 BARMM cops, Marine wounded in clash

A shabu dealer wanted for four criminal cases and his aide were killed, while two policemen and a Marine private were wounded in a shootout in Datu Odin Sinsuat, Maguindanao del Norte, on Wednesday morning, October 15.

Brig. Gen. Jaysen De Guzman, director of the Police Regional Office-Bangsamoro Autonomous Region, told reporters that personnel of the Datu Odin Sinsuat Municipal Police Station were about to serve Samsudin Usman warrants for his arrest in Sitio Lalaog, Barangay Semba, when he and his henchmen drew their guns and opened fire, provoking a gunfight.

Barangay Semba is less than 10 kilometers southwest of Cotabato City, where the regional capitol of the Bangsamoro Autonomous Region in Muslim Mindanao is located.

De Guzman said the police units out to arrest Usman, led by the chief of the Datu Odin Sinsuat police, Lt. Col. Esmael Madin, and his deputy, Capt. Sammy Paning, were forced to immediately neutralize him and his aide, Piong Mindo, when they fired at the team that was to show him the warrants for his arrest.

Usman and Mindo died instantly from bullet wounds sustained in the brief clash that left Paning and his subordinate, Cpl. Marson Quijano, and Private Alex Bajoyo of the Marine Battalion Landing Team-6, wounded.

Bajoyo was part of a team from the MBLT-6, a unit of the Navy’s 1st Marine Brigade, that provided tactical support for the operation that turned violent.

Usman’s companions managed to escape, but one of them, his relative Barry Usman, yielded peacefully to combined operatives from the Datu Odin Sinsuat police and different units of PRO-BAR tasked to arrest him based on warrants from various courts.

Usman was wanted for murder, drug trafficking, extortion, and illegal possession of firearms and explosives pending before different courts in Cotabato City.

Local officials told reporters Usman’s slain follower, Mindo, was his transporter of shabu to contacts in Datu Odin Sinsuat and nearby barangays in Cotabato City.

Madin said policemen seized Usman’s 5.56 Bushmaster combat rifle, ammunition, and two-way radio used to communicate with his accomplices in the trafficking of shabu and marijuana.

Madin also confirmed that they found ?34,000 worth of shabu, a weighing scale, an M16 assault rifle, and a .45-caliber pistol in Usman’s hideout.

De Guzman said the supposedly peaceful operation that went awry was launched after local officials and community leaders in Barangay Semba reported Usman’s presence in the area the day before.
