Matibag dares Sara Duterte to reveal alleged ‘conflict of interest’

National Bureau of Investigation (NBI) Director Melvin Matibag has challenged Vice President Sara Duterte to disclose what she is referring to as his ‘conflict of interest’ regarding the bureau’s probe into the ‘cash delivery’ allegations of dismissed police officer Rodulfo Gracioso Jr.

Duterte, in a press conference earlier Tuesday, first challenged Matibag to file a case against Gracioso and then said that there’s an alleged conflict of interest involving the NBI director.

‘Bago ko ilabas yung conflict of interest ni Matibag, gusto kong makita kung totoo ba talagang professional siya na NBI director na kasuhan niya si Gracioso. Hindi man sa buong affidavit ni Gracioso kundi sa parte kung saan nagsinungaling si Gracioso laban sa akin,’ Duterte said.

(Before I bring up Matibag’s conflict of interest, I want to see if he is truly a professional NBI director who will file charges against Gracioso, even not in Gracioso’s entire affidavit but in the part where Gracioso lied against me.)

When asked for comment, Matibag said that it is hard for him to answer Duterte’s remark ‘because she didn’t say what the conflict of interest is referring to.’

‘Kung meron siyang nalalamang conflict of interest bilang bise presidente, responsible official, sabihin niya kung ano yung conflict of interest,’ Matibag said in an interview with reporters on Tuesday afternoon.

(If she knows of a conflict of interest as vice president, responsible official, she should say what the conflict of interest is.)

‘And if there is a possible violation ako ng batas, then I should be responsible,’ he emphasized.

(And if there is a possible violation of the law, then I should be responsible.)

Matibag likewise encouraged Duterte to submit the photographs she presented to the media during the press conference to the NBI for validation.

Among the photos the vice president showed were her supposed Holy Week activities in April 2019, which aimed to debunk Gracioso’s allegation that he delivered suitcases of cash to her in Marinduque during those times.

The NBI director noted that photos ‘can always be manipulated.’

‘Kaya nga even yung mga ibang larawan na pinirisinta na rin ni Gracioso, bina-validate namin, we have to authenticate, tinitingnan natin,’ Matibag said.

(That’s why even the other photos that Gracioso has already presented, we are validating them, we have to authenticate them, we are looking at them.)

‘So, if the vice-president will be willing at gusto niya talaga na ang NBI ay mag-investigate at gawin namin yung aming mandato, baka maaari ipadala niya yung mga larawan dito, mag-issue ng affidavit kung sino yung kumuha ng larawan at para ma-authenticate at ma-validate natin,’ he said.

(So, if the vice-president will be willing and really wants the NBI to investigate and for us to carry out our mandate, maybe he can send the photos here, issue an affidavit on who took the photos and for us to authenticate and validate them.)

He also reiterated that should the bureau prove that Gracioso is not telling the truth on his affidavit, they will not hesitate to file charges against him.

Gracioso is claiming to have delivered more than P2 billion to the vice president, as well as P1 billion to her father former President Rodrigo Duterte and P100 million to her brother Davao City first district Rep. Paolo Duterte in tranches starting in 2018 upon the instructions of his former boss, former House Speaker Lord Allan Velasco.

MMDA assures motorists ‘no double penalties’ in NCAP

The Metropolitan Manila Development Authority (MMDA) on Tuesday assured the public that motorists would not face double penalties amid the reimplementation of the no-contact apprehension policy (NCAP) in select cities in Metro Manila.

MMDA chair Atty. Don Artes said there would be no duplication because MMDA and local government units (LGUs) do not have cameras installed at the same locations.

‘To confirm the duplication, we have coordinated with the LGUs. There are no cameras of LGUs and MMDA in exactly the same locations,’ he said during a media briefing on Tuesday.

‘So, we have established boundaries that LGU is here, and MMDA is here,’ Artes added.

Manila Mayor Francisco ‘Isko Moreno’ Domagoso likewise said the city government would follow the MMDA’s uniform traffic enforcement system and prioritize safety, security, and equal treatment in enforcing traffic rules.

‘There will never be any duplication. Because I want discipline, certainty, and peace of mind. I want everyone to be treated equally when we enforce traffic laws,’ Domagoso said.

He added that NCAP would ensure that motorists are treated equally regardless of their social status or vehicle.

‘I would rather submit ourselves to uniformity to MMDA…in regards to universal ticketing, universal protests, and implementation,’ he said.

Despite Parañaque and Valenzuela deferring the implementation of NCAP, Manila will proceed with the policy, Domagoso said.

‘I will push through. There’s a bigger chance of the government making a mistake, with our enforcers. With the technology existing, nobody is special nowadays. Everyone is equal,’ he said.

During Monday’s NCAP dry run, 190 traffic violators were caught by two cameras in Manila, according to Domagoso.

Under NCAP, traffic violators are identified through closed-circuit television and digital cameras. The concerned LGUs then issue citation tickets and send them directly to vehicle owners.

Domagoso said NCAP would help minimize kotong or extortion and bribery by traffic enforcers, which he described as among the public’s usual complaints.

He said using technology to apprehend traffic violators would provide a more secure system because violations would be supported by photos and videos.

Artes and Domagoso, however, said authorities could consider cases involving emergencies or other valid circumstances.

‘For example, a problem or an emergency, proven that it is an emergency, then you cross the red light. Then, we would reconsider why,’ Domagoso said.

Artes likewise said motorists could contest their violations to determine whether the citation was valid.

He said the MMDA was working closely with LGUs to address motorists’ concerns.

‘Whether physical apprehension or no-contact apprehension, traffic laws exist,’ Artes said.

Earlier, Lawyers for Commuters Safety and Protection (LCSP) urged stakeholders to hold public consultations to clarify how traffic violations would be handled with both MMDA- and LGU-operated NCAP systems.

LCSP questioned how LGU-operated NCAP systems would fit into the uniform traffic enforcement framework under the Metro Manila Traffic Code of 2023, particularly with the MMDA already implementing NCAP.

‘We will implement something without fixing the framework of the rules,’ LCSP president Atty. Ariel Inton told the Inquirer.

Sandiganbayan enters not guilty plea for ex-Bauan mayor in graft case

The Sandiganbayan on Tuesday entered a not guilty plea for former Bauan, Batangas Mayor Ryanh Dolor after he refused to enter a plea during his arraignment for a graft case involving the alleged irregular privatization of the town’s waterworks system.

During the arraignment before the Sandiganbayan Seventh Division, the clerk of court read the Information containing the formal charges against Dolor.

Dolor, who appeared personally, refused to enter a plea.

Associate Justice Lorifel Lacap-Pahimna, chair of the Seventh Division, then entered a not guilty plea on his behalf.

The graft case stemmed from alleged irregularities in the privatization of the Bauan Waterworks System (BWS).

Aquadata Water Services, a private water utility provider, won the contract to privatize the system.

The House committee on public accounts, which investigated the matter, cited a Commission on Audit report that found the privatization resulted in a ‘grossly disadvantageous revenue-sharing arrangement.’

Under the deal, Aquadata received 95% of net revenues while the municipality retained only 5%, resulting in substantial financial losses for the local government, according to the committee.

The House panel had earlier cited Dolor in contempt for snubbing its investigation and ordered his detention.

He was released in June 2025.

Dolor is currently out on P90,000 bail.

Novak Djokovic wins China Open, keeps unbeaten record

Novak Djokovic won the China Open on Tuesday after his opponent Alex de Minaur retired from the final, extending an astonishing unbeaten streak in Beijing and winning the 102nd title of his career.

The 39-year-old Serbian won the first set in the tie-break 7-6 (7/3) and was down a game in the second set when the Australian ended the match early.

‘I always want to visualise myself with the trophy, particularly here in Beijing,’ Djokovic said during the trophy ceremony.

‘But I was also quite aware that reality is a little bit different these days,’ he said, adding that it had been a challenging year with ‘physical and health issues’.

‘I was just trying to find the good feeling on the court,’ he said.

The first set was a physical battle that lasted more than one hour, and both men needed medical timeouts before the second.

De Minaur, the world number nine, won the first game of the second set before retiring.

It was not immediately clear why de Minaur left the match, but he walked back onto the court after his medical timeout with a white wrap around his left thigh.

‘I don’t feel great,’ de Minaur told the crowd afterward.

‘I want to say sorry to the amazing fans that came to watch… I didn’t want to finish like this,’ the 27-year-old added.

De Minaur advanced to the final after his opponent Hubert Hurkacz retired injured from their semi-final on Monday, while Djokovic moved through when Daniil Medvedev was disqualified for hitting a fan with a ball.

With the win, Djokovic extended a perfect record to 34 wins in as many matches for his seventh title in the Chinese capital – his first since 2015.

Rising HIV cases recorded in Bukidnon

Despite local government efforts to curb human immunodeficiency virus (HIV) infections, cases continue to rise, with 24 newly confirmed patients recorded from January to September this year.

Dr. Juniver Flores, head of the infectious disease unit at the Valencia City Health Office, told the Inquirer on Tuesday that those diagnosed are getting younger.

He cited behavioral risks, drug and alcohol use, digital media access and youthful curiosity as key drivers.

A summary report spanning 2017 to 2025 showed 141 confirmed HIV cases among individuals aged 15 to 45 and older – comprising 131 males and 10 females – with transmission primarily reported among men who have sex with men and bisexual individuals.

Flores clarified that some of the recorded patients are nonresidents who used local laboratory and checkup services, though a recent Valencia City resident was also diagnosed.

Valencia’s City Health Office operates a treatment and support facility catering to people living with HIV, with 50 patients enrolled in treatment and care and 25 enrolled in pre-exposure prophylaxis (PrEP).

Patients regularly receive monthly antiretroviral drug refills. Laboratory access is further supported by Department of Health (DOH) accreditation, which will soon be extended to the Bukidnon Provincial Medical Centers in Maramag and Malaybalay City.

Additionally, minors aged 15 and older can now receive free testing under Republic Act 11166, the Philippine HIV and AIDS Policy Act.

DA tells Mimaropa farmers to conserve water as El Niño looms

The Department of Agriculture (DA) in Mimaropa urged farmers to conserve water and manage soil properly to minimize crop losses as El Niño looms.

The call covers farmers in Occidental and Oriental Mindoro, Marinduque, Romblon and Palawan, particularly those relying on rain-fed farms or limited water sources.

Maria Teresa B. Carido, DA Mimaropa development management officer, said early preparation would help farmers protect their crops and income.

‘Our advice from the DA is to prepare early so we can avoid losing income from our harvest. It is vital that we are more careful and efficient in our water use, especially those who rely on rain-fed fields or have limited water sources,’ Carido said during the Arangkada Mimaropa program of the Philippine Information Agency (PNA).

Carido urged farmers to keep irrigation systems, including shallow tube wells, clean and well-maintained to ensure an adequate water supply to crops.

‘Efficient water use and clean, functional irrigation systems are essential,’ she said.

She also recommended adding organic matter, soil conditioners and biofertilizers to help retain soil moisture during drier conditions.

The DA Mimaropa Disaster Risk Reduction and Management unit will distribute planting materials, biofertilizers and soil conditioners to help farmers cope with the dry spell.

Carido also advised farmers to plant drought-tolerant crops and adjust their planting schedules to avoid periods of peak water shortages.

Pangilinan notes Cale88 ownership change after P1.25B in transactions

Senator-Judge Francis ‘Kiko’ Pangilinan questioned on Tuesday the change in Cale88 Foods Corp.’s ownership after Anti-Money Laundering Council (AMLC) records allegedly showed over ?1.25 billion in transactions from 2022 to 2025.

Pangilinan recalled Securities and Exchange Commission (SEC) testimony that lawyer Manases ‘Mans’ Carpio, husband of Vice President Sara Duterte, held 47.5 percent of Cale88 from 2021 through 2024.

He noted, however, that Carpio’s name no longer appeared in the company’s 2025 General Information Sheet and was replaced instead by Pikimong Pikimong Philippines Corp.

‘Given the latest information that we have obtained from the AMLC, should we now also look into Pikimong Pikimong?’ Pangilinan asked.

Ronel Buenaventura, AMLC executive director, said the aggregate reported transactions of Cale88, which was incorporated in September 2021, were ?1,254,736,297.08 from 2022 to 2025.

He said the AMLC table did not provide a yearly breakdown, but the records presented to the court covered transactions in those years.

Pangilinan also recalled testimony that Cale88 did not file audited financial statements with the SEC for 2024 and 2025.

Private prosecutor Mae Divinagracia agreed, adding: ‘In fact, there was a penalty for nonfiling of financial statements.’

She said audited financial statements were attached to Cale88’s annual income-tax returns filed with the Bureau of Internal Revenue.

She also challenged the supposed transfer of Carpio’s shares to Pikimong Pikimong.

‘It is our humble submission, Your Honor, that there was no valid transfer,’ Divinagracia said.

‘There is no record of any eCAR (electronic certificate authorizing registration) documenting the transfer from Attorney Mans Carpio to Pikimong Pikimong,’ she added.

Divinagracia also cited Duterte’s statement of assets, liabilities, and net worth (SALN) as of Dec. 31, 2025.

‘Even in the 2025 SALN of the vice president, she still disclosed Cale88 as among the business interests,’ she said.

Agusan Sur dengue cases climb to 2,185; 15 dead

Dengue infections across Agusan del Sur continued to spike, reaching 2,185 cases as of Monday, with 167 new infections and another fatality, bringing the deaths to 15, just four days after health officials declared an outbreak.

The latest surveillance report from the Agusan del Sur Provincial Health Office (PHO) indicated that hospitalizations have strained local healthcare facilities, with 1,640 patients-representing 75 percent of all reported infections-requiring clinical admission.

When the PHO announced the outbreak declaration last Thursday, the cumulative cases then stood at 2,018 with 14 deaths, underscoring an active and aggressive transmission cycle across the province.

The outbreak declaration was formalized under Republic Act No. 11332 (Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act) and Department of Health Memorandum No. 2023-0103.

The decision followed months of steep epidemiological escalation: the province logged 206 infections in the first half of 2026, surged to 492 by July 25, reached 674 by Aug. 8, and steadily breached alert and epidemic thresholds throughout the third quarter.

Despite the Caraga region’s lower total dengue numbers compared to 2025, Agusan del Sur has consistently posted the highest provincial case count in the region, driven by continuous localized transmission.

Demographic data reveals that adolescents and young adults remain disproportionately vulnerable to the mosquito-borne viral disease. Patients aged 15 to 19 comprise 17.99 percent of all recorded infections-the single largest demographic cluster-while the overall average age among patients is 16 years old.

Bayugan City and the municipality of Rosario have borne the heaviest mortality toll, logging five deaths each. Loreto recorded two fatalities, while Bunawan, San Francisco, and Trento reported one death each.

In terms of disease spread, municipalities of Rosario, Loreto, Bunawan, San Francisco, and La Paz registered the highest attack rates per 1,000 residents.

Primary care facilities have absorbed the initial influx of cases, handling 545 patients, while the Democrito O. Plaza Memorial Hospital and Valentina Galido Plaza Memorial Hospital admitted 448 and 296 cases, respectively.

Provincial health authorities have directed all public and private district hospitals to sustain emergency protocols, maintain active Dengue Fast Lanes, and implement surge-capacity plans to prevent medical units from being overwhelmed.
