Magnitude 4.5 earthquake hits off Davao Occidental town

A magnitude 4.5 earthquake struck off the waters of Davao Occidental town on Saturday morning, according to the Philippine Institute of Volcanology and Seismology (Phivolcs).

In its updated earthquake bulletin, Phivolcs downgraded the magnitude to 4.5 from the earlier reported magnitude of 4.8. The agency also updated the earthquake’s depth from 201 kilometers from 199 kilometers.

Phivolcs said that the earthquake occurred at 8 a.m. with its epicenter located east of Malita in Davao Occidental.

Meanwhile, Pagasa said that the earthquake’s intensity was reported in the following areas:

Intensity III: Malungon, Sarangani

Intensity II: General Santos City and Alabel in Sarangani

Intensity I: Malapatan, Sarangani

The following instrumental intensities were recorded from the following areas:

Intensity III: Malungon, Sarangani

Intensity II: Malitbog, Bukidnon; Santa Maria, Davao Occidental; Alabel, Sarangani; General Santos City

Intensity I: Matanao and Digos City, Davao City; Malapatan and Maasim, Sarangani; Polomolok and Tupi, South Cotabato

No damage and aftershocks are expected from this event.

Alas’ SEA Games lineup was already finalized last Sept, says Liao

Newly elected Philippine National Volleyball Federation president Tonyboy Liao said the PNVF had already submitted 14 players in the entry by number and entry by name for the 33rd Southeast Asian Games in Thailand last September in time for the deadline.

According to Liao, the final line-up submitted under the previous administration headed by outgoing president Tats Suzara is composed of core players led by team captain Jia De Guzman, Angel Canino, Shaina Nitura, Eya Laure, Vanie Gandler, Bella Belen, Dell Palomata, Alleiah Malaluan, Leila Cruz, and Dawn Macandili-Catindig. Brooke Van Sickle also made the cut, even amid her ongoing federation transfer from USA Volleyball to PNVF.

‘I don’t know if all of you are aware, but the Southeast Asian Games organizing committee has a deadline for submitting the entry by name. First, it’s entry by number, then entry by name. The deadline for that was last September,’ said Liao in Filipino after being elected as the new federation chief for 2025-28.

‘They already submitted 14 names. I have a copy, but I don’t want to show it to you yet. I already know who will play there, so they also know who the 14 are. So why would you force everyone to train [from the 20-player pool]?’ added Liao.

Suzara bared the 20-player pool less than a month ago.

‘They were saying it’s because someone might get injured, or this or that might happen. But once you submit the entry by name, the only time you can replace an injured player is during the general technical meeting of managers at the SEA Games. That’s the rule. So if a player isn’t injured, you can’t replace them. That’s how it works,’ he added.

Liao was also befuddled as to why Van Sickle was included on the list despite still not being eligible to play.

‘They listed her even though they know she can’t play because her federation is still the USA. That’s what’s really strange. They know the rules-so why try to twist things? You line her up, knowing she can’t play. That’s what’s really going on there,’ he said.

Liao said it’s sad that the team has yet to train at full capacity, but he understands the discretion of the PVL clubs to focus on the ongoing Reinforced Conference as they have been lending the players during the national calendar period for the past two years.

The professional volleyball league has also been supportive of the PNVF since 2022, while the Spikers’ Turf – also organized by Sports Vision – released the Alas players for the Taiwan training camp.

‘First of all, we have an agreement with the PVL. We can’t release all the players at once because the Reinforced Conference is happening right now,’ said Liao.

‘We asked the club teams if they could lend us their national team players. We proposed that they could practice from Sunday to Monday. Some club teams agreed, saying, ‘Okay, whoever our players are, they can train Sunday and Monday.”

But with other teams getting eliminated and the Reinforced heading into its last three playdates, the preparations for the SEA Games will go into full swing.

Liao added the new board will coordinate with the outgoing officials regarding the upcoming SEA Games stint since the latter are the ones who started the program.

UAAP: FEU keeps Final Four bid alive, sends UE to 0-14 season

Far Eastern University kept its Final Four hopes alive after sending University of the East to a winless season, 84-77, in the UAAP Season 88 men’s basketball on Saturday at Smart Araneta Coliseum.

The Tamaraws improved to 6-7 with their second straight win and three of the last four behind five players scoring in double figures, but not before preventing the Red Warriors from closing in during the fourth quarter.

That left UE to suffer a dubious fate of failing to register a victory in all 14 games, equaling the feat of the similar misery the Red Warriors endured in the pandemic-delayed Season 84 in 2022.

Jorick Bautista, Mohamed Konateh, Kirby Mongcopa, Janrey Pasaol and Neil Owens were key in the Tamaraws’ triumph in a game where they led for most of the way.

Bautista had 17 points, three rebounds and six assists, Konateh registered 15 points and eight rebounds, Mongcopa dropped 14 points, 10 rebounds and six assists, Pasaol tallied 12 points, six assists and four steals and Owens added 10.

FEU led by a high of 16, but UE threatened several times in the fourth.

Precious Momowei posted 19 points, 14 rebounds and four steals in the Red Warriors setback that also extended a skid of 19 consecutive games dating back to the tailend of last season.

Wello Lingolingo added 14 points and four rebounds for UE.

Jinkee Pacquiao seemed ecstatic as she revealed to the public her and her husband Manny Pacquiao’s first grandchild, baby girl Clara, the daughter of the couple’s eldest child Jimuel Pacquiao.

The celebrity mom showed herself cradling the newborn, through her Instagram page on Saturday, Nov. 22.

She also shared a photo of the first-time parents, Jimuel and his partner Carolina, admiring their firstborn.

‘Hello, world! My name is Clara,’ the caption read.

The Pacquiao family then received congratulatory greetings from fellow celebrities Iza Calzado, Marjorie Barretto, Diana Zubiri and Amy Perez, among others.

Prior to this, Jinkee revealed Clara’s arrival through her Instagram page as well. It was also the celebrity mom who made public Jimuel and Carolina’s relationship last May.

Individual rights to one’s image

During a recent trip to the Philippines we had an interesting conversation about artificial intelligence during lunch with family. The generational divide was ably represented: Boomer, Gen X, Millennial, and Gen Z, so it was quite a lively and insightful discussion on the topic from a variety of perspectives and experiences. It started with the current prevalent use of AI and its impact on education, cognitive thinking, employment prospects of the youth, and then on how it is being used to create these really sophisticated deepfakes and its implications for intellectual property, image rights, and personal privacy.

As I thought more about that conversation, it brought to mind a news report I came across a few months back about a Danish proposal to amend their copyright law in order to strengthen protection against digital imitations of people’s identities. It would be the first law of its kind in Europe. The bill would be introduced in the Danish Parliament in the winter of 2025/2026.

The new Danish bill introduces to two types of protection to their current Copyright Act: imitation protection for performing artists from the sharing of realistic, digitally generated imitations of their artistic performances without their consent, and general protection against realistic, digitally generated imitations of personal characteristics such as appearance and voice without that person’s consent. The latter protection makes an unprecedented effort that classifies a person’s face, body, and voice as works protected under copyright law. This will give individuals control over their identity in digital environments, combining intellectual property and personality rights and allowing individuals to take legal action against unauthorized AI-generated representations of themselves or their work.

Upon my return to Sweden, I started checking if something similar was also being considered in the Philippines. It turns out that Sen. Bam Aquino has recently filed Senate Bill (SB) No. 758 also known as An Act Recognizing Individual Rights Over One’s Likeness and Identity, Regulating the Creation and Use of Deepfakes Through Disclosure, Consent, and Platform Accountability, Providing Remedies and Penalties Therefore, and for Other Purposes. From the bill’s lengthy title you can get a good idea of its objective and purpose. It’s not that different from the Danish law, in fact, on the bill’s explanatory note it cites that the legislation builds on best practices, including Denmark’s move to give its citizens ownership over their own digital likeness.

Sen. Aquino mentioned his intention to file such a bill in early July in order to curb the spread of AI-generated deepfakes intended to defraud the public. He also urged authorities to investigate an AI-generated video that falsely portrays him as endorsing a supposed government-backed investment initiative. These sort of deepfake videos are often linked to phishing websites. It can also be used for financial fraud and identity theft, as well as weaponized for political manipulation.

While celebrities and high-level personalities may have the means, influence, and resources to push back against unlawful and unauthorized use of their images, ordinary people won’t have that. Aquino’s bill helps remedy that by giving ordinary people whose likeness or voice will be taken advantaged of by unscrupulous people using AI deepfakes protection under the law and legal remedies that would compel platforms to take down the material.

However, there is a crucial detail I would like to point out between SB No. 758 and the Danish legislation. The Danish version has clear exceptions in the sense that the proposed protections does not apply to imitations for the purpose of parody, caricature, or satire as Section 24 of the Danish Copyright Act permits such use of works that are protected by copyright.

I don’t see such an exception on SB No. 758, and while I find this bill totally commendable and much needed legislation, it is important that such a safeguard to free speech and expression should be incorporated. For example, Section 7b prohibits the use of deepfakes without consent if it used in a misleading, unauthorized commercial, sexual, or political context. Commercial and sexual context can likely be easily identified and defined, but what about political context? Without safeguards, that may be interpreted in a manner where it can be used to suppress legitimate criticism delivered in the form of parody and satire.

Fortunately, the bill will still need to go through the relevant committee and will be debated upon. Hopefully, when a final version is ready to be passed, it will include such safeguards so it doesn’t just protect individuals from AI deepfakes but also our right to freely express ourselves.

Ellen Adarna has ‘more receipts’ vs Derek Ramsay, claims he ‘terrorized’ helpers

Ellen Adarna disclosed she has ‘more receipts and strong witnesses’ against her estranged husband Derek Ramsay, accusing him of ‘terrorizing’ even their helpers.

The actress said this through her Instagram Stories on Friday, Nov. 21, while also announcing that she would be taking a brief break to focus on her moving out process.

‘But I have more receipts – not just recordings of him and me. Even my nannies, hindi niya tinantanan,’ she said. ‘Meron akong mga ano niya na pati mga yaya umiiyak na.’

(He also [terrorized] even my nannies. I have [proof against him] showing that even the yayas were crying.)

‘Three of my nannies he terrorized, and I have proof. I am always the person who has receipts, proof, and I have strong witnesses,’ she continued.

Adarna noted that she has yet to decide whether she will release the ‘receipts’ on social media or just present it at court.

‘Let’s resume when I’m ready. I’ll talk to my lawyers,’ she stated.

Sharing an ex’s ‘truth’

In her succeeding posts, Adarna also revealed that another former girlfriend of Ramsay, named Alexa, reached out to her after being bombarded by netizens.

‘Mga Marites, stop blaming and messaging Alexa (Derek’s ex) for being the side chick,’ Adarna said, noting how Alexa wanted the actress to share her message to the public.

Adarna then showed a screenshot of Alexa’s message in which the latter recalled the ’emotional and psychological patterns’ during her relationship with Ramsay.

‘But in saying this, I’m not putting all the blame on him. I enabled the behavior each time I chose to stay or when I caved. He saw my weakness and used it to his advantage,’ Alexa wrote.

She then empathized with Adarna, saying ‘No one deserved that, man or woman. And I’m so glad you’ve broken the silence and hopefully that very toxic cycle.’

Alexa further underscored how her wounds finally healed after Adarna spoke up. ‘Thank you for being the voice I never had.’ Adarna then said she has been receiving messages from those who are in the same situation, advising them to keep evidence and ‘lawyer up’ to protect themselves.

‘Lastly, see a therapist and build a strong support system. Healing is power,’ she concluded. Prior to this, Adarna accused Ramsay of gaslighting her as she revealed his alleged infidelity.

More aid readied for Southern Leyte town hit by ‘Tino’

More government aid was expected to reach the town of Hinunangan in Southern Leyte, the locality worst-hit by Typhoon ‘Tino’ (international name: Kalmaegi) in Eastern Visayas, which swept through central Philippines on Nov. 4.

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian assured residents of ongoing government assistance.

Gatchalian said DSWD was committed to helping families recover from the devastation, assuring residents the agency would continue its relief and rehabilitation programs in the town under it ‘to rise again.’

‘The President said he has not abandoned you,’ Gatchalian assured local officials and residents in a visit on Nov. 14, saying his presence in the town was upon the instruction of Mr. Marcos.

The President has so far visited the hard-hit provinces of Cebu and Negros Occidental, which accounted for most of the over 200 death toll of the typhoon.

On Friday, he returned to Cebu for the launching of the ‘Oplan Kontra Baha: Metro Cebu Waterways Clearing and Cleaning Operations’ at Mahiga Creek near the M. Logarta Bridge, located between the cities of Mandaue and Cebu.

Widespread damage

About 9,775 families-or 32,459 individuals-were affected by the typhoon in Hinunangan. A total of 8,388 houses were damaged, including 472 that were totally destroyed, its disaster response office reported.

Power has yet to be fully restored in Hinunangan and in most parts of Southern Leyte after Tino made a landfall on Nov. 4 in Silago town, also in the province. Hinunangan has been under a state of calamity since Nov. 7.

During the visit, Gatchalian led the distribution of family food packs, nonfood items and cash relief to more than 400 affected families.

The DSWD also deployed its mobile kitchen to provide hot meals to evacuees, while the agency’s mobile command center helped restore power and communication support for ongoing relief operations.

Present during the activity were local officials led by Southern Leyte Gov. Damian Mercado; and DSWD Undersecretary Diana Rose Cajipe, Assistant Secretary Irene Dumlao, Assistant Secretary Paul Ledesma and Regional Director Grace Subong.

Hidilyn Diaz encourages Karl Eldrew Yulo: ‘Don’t quit’

Olympic gold medalist Hidilyn Diaz was on hand to support Karl Eldrew Yulo. during the all-around final of the 2025 Artistic Gymnastics Junior World Championships at Newport World Resorts on Saturday

The younger brother of Carlos Yulo did not reach the podium in the all-around, but Diaz still offered advice and encouragement.

‘I don’t have the judging or the eagle eye that I have with gymnastics like I do with weightlifting but he’s still young,’ she told the Inquirer.

‘He has a lot of games to be played and with all of those, I know that’s where he’ll improve.’

Diaz has a close connection with Carlos Yulo, having competed alongside him under Team Philippines in numerous international competitions.

Her support for the younger Yulo highlights that bond as Karl Eldrew seeks to make his own mark in gymnastics.

When asked what Karl Eldrew should do with three more Finals on the way, Diaz kept her reminder straightforward: Don’t quit.

‘You don’t become a champion overnight; it takes time. There’ll be a lot of failures but the important thing is to keep fighting and you don’t quit. Just keep dreaming, as well.’

Karl Eldrew will compete in the floor exercise finals on Sunday and the vault and horizontal bar on Monday at the same venue.

Makabayan launches program denouncing Marcos, Duterte

The Makabayan Coalition has launched the ‘Programa para sa Pambansang Demokrasya,’ which it described as an alternative governance program that rejects President Ferdinand Marcos Jr. and Vice President Sara Duterte amid the political crisis in the country.

In a press conference on Saturday, Makabayan President Liza Maza stressed that Marcos and Duterte should step down from their posts, citing corruption allegations against the two top leaders.

‘Hindi Marcos, Hindi Duterte: Alternatibong Programa para sa Pambansang Demokrasya [No Marcos, No Duterte: Alternative Program for National Democracy],’ Maza said.

‘The ‘Programa para sa Pambansang Demokrasya’ is a comprehensive agenda of change that rejects both Marcos and Duterte as the people’s false and only option and lays out a firm alternative to the rotten, elitist, and pro-foreign system that has long burdened the Filipino people,’ she said speaking Filipino.

‘The program was born amid the people’s intensifying anger over corruption, rising poverty, a weakening economy, and the lack of accountability of successive regimes that pushed the country into crisis-from the Marcos dictatorship to the Marcos Jr. administration today,’ she added in Filipino.

Makabayan said the alternative program proposes that every sector of society-including workers, farmers, the urban poor, Indigenous peoples, youth, women, and other marginalized groups-should have representation in government.

The group also called for the abolition of political dynasties, the accountability of corrupt and abusive government officials, and the scrapping of the pork barrel system and other roots of corruption in the country.

Also present at the program launch were Kabataan party-list Rep. Renee Co, ACT Teachers party-list Rep. Antonio Tinio, Gabriela party-list Rep. Sarah Elago, former congressmen Teddy Casino and Satur Ocampo, Kilusang Mayo Uno Secretary General Ronaldo Adonis, Bayan President Renato Reyes, and Filipino Nurses United Secretary General Jocelyn Andamo.

The government is currently grappling with controversies amid the ongoing investigation into infrastructure projects nationwide.

President Marcos was recently implicated by resigned Ako Bicol Rep. Elizaldy Co in alleged infrastructure anomalies, claiming the President ordered the insertion of P100 billion worth of projects into the 2025 national budget.

Vice President Duterte was also implicated in a corruption scandal over the alleged misuse of P612.5 million in confidential funds by her office and the Department of Education during her tenure-an issue that led to the filing of an impeachment complaint against her. The case is currently archived in the Senate.

4 weather systems to dump rain on PH

Four weather systems will dump rain throughout the country on Saturday, according to the state weather bureau.

In the 5 a.m. weather forecast of the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa), weather specialist Daniel Villamil said that the following weather systems will prevail in the following areas: shear line and northeast monsoon or amihan in Northern Luzon; easterlies in the eastern section of Central Luzon; and intertropical convergence zone (ITCZ) in Palawan and portions of Mindanao.

Villamil said that due to the effect of the shear line, or the convergence of warm and cold winds, high chances of rains and thunderstorms are expected over Cagayan, Isabela, Nueva Vizcaya, Quirino, Apayao, and Kalinga. The northeast monsoon will bring cloudy skies and rains over Batanes and the rest of Cordillera Administrative Region.

The easterlies, or the warm winds coming from the Pacific Ocean, will bring cloudy skies over Quezon and Aurora.

Villamil also said that Metro Manila and most of Luzon will experience generally fair weather with chances of rainshowers throughout the day. He added that partly cloudy to cloudy skies will continue to prevail over these areas.

Meanwhile, the ITCZ or the convergence of winds from the northern and southern hemispheres, will cause cloudy skies and rains over Palawan, and Caraga, Northern Mindanao, and Davao Region.

Villamil noted that generally fair weather conditions will prevail over the whole Visayas and the rest of Mindanao with chances of isolated rainshowers or thunderstorms throughout the day.

He also said that while there is no gale warning raised in any seaboards of the country, the northern and western seaboards of Northern Luzon will experience moderate to rough sea conditions.

LPA monitoring

Villamil said that the agency is monitoring cloud clusters outside the Philippine area of responsibility (PAR), which are associated with the ITCZ.

‘We are continuously monitoring because based on our analysis, there might be a formation of LPA in the next coming days and it might enter the [PAR] and affect the country in the coming weeks,’ Villamil said.

The Pagasa on Friday said that a LPA is ‘highly likely’ to form inside the PAR in the coming days and may start affecting the country by Sunday, November 23.

Meanwhile, Villamil shared the four-day weather outlook from Sunday to Wednesday:

Sunday to Monday: shear line will continue to affect the eastern section of Northern Luzon. ITCZ will bring scattered rains and thunderstorms over most Mindanao, Visayas, and Southern Luzon; and

Tuesday to Wednesday: ITCZ/LPA will bring scattered rains and thunderstorms over Central and Southern Luzon, Visayas, and Mindanao. Shear line and northeast monsoon will continue to prevail over Northern Luzon.
