Former BigBang member T.O.P is set to return as a solo artist in the fourth quarter with a full-length album, industry sources said Tuesday.

It will be his first solo music release since his digital single ‘Doom Dada’ 12 years ago.

The star will be bringing in help for the video with a creative virtuoso he worked with while acting in Netflix series ‘Squid Game 2.’

‘T.O.P’s studio album is scheduled for release sometime in or after October. He has completed recording and plans to shoot several music videos. An art director of ‘Squid Game’ will oversee the production,’ an industry source told The Korea Herald on condition of anonymity.

The art director and production designer for Netflix’s ‘Squid Game’ is Chae Kyoung-sun, who won Art Directors Guild Awards in 2022 and 2025 for her work on the series, as well as a Primetime Emmy Award in 2022 for outstanding production design.

Hints of a T.O.P solo comeback surfaced before. Last November, he replied ‘2025’ to a fan asking about his solo activity on his Instagram account. In June, he revealed plans to return as a solo artist this year during an international interview promoting ‘Squid Game 2.’

After parting ways with YG Entertainment and leaving Big Bang in 2021, T.O.P has remained without an agency. Another industry insider said he is in talks to sign with Kakao Entertainment, a local entertainment giant, but the company has denied the claim.

T.O.P faced controversy in 2016 when he was sentenced to 10 months in prison, suspended for two years, for using marijuana while serving as a conscripted police officer.

His mandatory military duty was later converted to an alternative social service. Following the incident, he announced his retirement from the entertainment industry but reversed course by appearing in ‘Squid Game 2.’

In an interview with local media in January, the rapper reflected on his past.

‘In my 20s, I was fortunate to receive so much love, but I made huge mistakes and collapsed mentally. I still feel ashamed and believe I must always reflect on those mistakes,’ T.O.P said.

‘Whenever I’m in the studio, I feel alive. I’ve been working constantly and created a lot of music, and I believe the time has come to share it with the world,’ he added.

Anxiety lingered in Barangay Nahapay of Guimbal town in Iloilo, even after Severe Tropical Storm ‘Opong’ had left the country, as residents fear that a P18.5-million slope protection project along their riverbank may collapse.

Villagers first alerted the municipal government on Sept. 12, when some 30 meters of the structure started eroding. Days later, rains from the southwest monsoon, intensified by Opong, deepened the damage.

‘The cracks keep spreading, and we feel unsafe because the concrete continues to give way even without rain,’ a resident told reporters.

The 43-meter-long structure, completed in May 2016 and turned over to the local government the following year, has shown cracks since 2024, according to residents.

Residents, who requested not to be named, said the municipal engineer’s office has patched the dike at least three times using local funds, fueling doubts about the project’s quality.

Rep. Janette Garin (Iloilo, 1st District) vowed to push for a review and determine if the project falls under Project NOAH, the science-based disaster risk reduction program set up during the administration of the late President Benigno Simeon ‘Noynoy’ Aquino III, unfunded by former President Rodrigo Duterte and is now managed by the University of the Philippines.

‘I will make representation so that funding for rehabilitation can be prioritized since budget deliberations are ongoing,’ Garin said over the weekend.

The Department of Public Works and Highways (DPWH) Iloilo First District Engineering Office estimated that P8 million to P10 million is needed for full rehabilitation, but promised preventive measures to avert further collapse.

Roprim Construction, which built the project, has distanced itself, citing the expiry of the government’s five-year warranty period.

‘We complied with DPWH standards, and the structure has stood for nearly 10 years, enduring multiple storms and floods,’ said company manager Ron Primaylon when sought for comment.

For now, both DPWH and the Guimbal Municipal Engineer’s Office said they are coordinating on stopgap measures while waiting for rehabilitation funds. INQ

A new low-pressure area (LPA) has entered the Philippine area of responsibility (PAR), the state weather bureau said Tuesday night.

According to the 10 p.m. update from the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa), the LPA entered the PAR around 8 p.m. Tuesday. It was last located 1,095 kilometers east of southeastern Luzon.

Pagasa said the LPA still has a ‘medium’ potential of developing into a tropical depression within the next 24 hours.

Meanwhile, the weather bureau earlier reported that the easterlies-warm winds coming from the Pacific Ocean-are expected to continue bringing scattered rains to Metro Manila and other parts of the country.

An alleged member of the Islamist militant Dawlah Islamiya Group was killed during a drug buy-bust operation in Barangay Sapakan, Rajah Buayan town of Maguindanao del Sur, around 4 p.m. on Monday.

Captain Joel Lebrilla, chief of police for Rajah Buayan, said the suspect, Moner Usman, a resident of Darampua village in nearby Sultan Sa Barongis town, was a suspected member of the Daulah Islamiyah Hassan Group and had pending warrants of arrest.

According to Lebrilla, personnel from the Rajah Buayan police, the Special Action Force (SAF), and other units of the Provincial Police Office (PPO) of Maguindanao del Sur were about to conduct the operation when the suspect sensed he was transacting with police officers, prompting him to fight.

He was fatally shot during the exchange of gunfire, while one member of the SAF sustained injuries.

Authorities recovered a firearm, ammunition, and a sachet of illegal drugs.

Usman had six standing warrants of arrest-two counts of murder, one count of carnapping, and three counts of frustrated murder.

He was also tagged as the most wanted person by the Isulan municipal police station and one of the top three most wanted persons by the Sultan Kudarat provincial police office.

It seems even the Department of Health (DOH) has its own ‘flood control version’ after the agency revealed that most of the health centers built under its health facilities enhancement program (HFEP) remained idle due to lack of personnel.

During the House plenary debates on the DOH’s proposed P253-billion budget for 2026, Akbayan Representative Chel Diokno questioned why only 200 out of the 600 health centers built under the HFEP were functional as of 2025 despite the allocation of over P170 billion for its infrastructure and equipment in the past decade.

‘Is the reason why the Secretary of Health described the HFEP as the flood control version of the DOH, was because only a few, according to him, of the health centers are actually functioning?’ he asked.

Diokno was referring to Health Secretary Teodoro Herbosa’s comment at the committee-level briefings for the DOH budget where he called the HFEP-which aims to improve delivery of basic, essential and specialized health services-as the ‘flood control version’ of the DOH.

Budget sponsor and Bataan Rep. Albert Garcia clarified, however, that the HFEP had no ‘ghost health facilities’: ‘They exist, but because of the lack of personnel and health care professionals who could run them, they are not functioning.’

He also explained that the department had entered into memoranda of agreement with local governments ‘in good faith,’ expecting them to provide personnel for the facilities they requested.

‘Probably some of our LGUs lacked the funds to hire doctors and midwives, which is beyond the jurisdiction of the secretary,’ Garcia said, adding that the Department of the Interior and Local Government (DILG) may need to step in since it oversees LGUs.

‘But they are there waiting to be activated and hopefully we can assign personnel to them so they could provide services to our countrymen,’ Garcia added.

Launched in 2008, the HFEP is a banner program under the DOH that aims to ensure that the poor and marginalized sectors of society have access to appropriate health facilities.

Specifically, it provides funding assistance for infrastructure and equipment of government health facilities nationwide, including barangay health stations, rural health units, district and provincial hospitals, and specialty centers.

In a 2017 performance audit, the Commission on Audit (COA) had already flagged deficiencies in HFEP implementation, including problems with procurement of equipment not aligned with the actual needs; undistributed equipment at DOH regional offices, and the construction of health stations on ineligible and nonworkable project sites.

Diokno noted it had been seven years since the findings but only now was the DOH enforcing stricter controls.

The Philippine Institute for Development Studies (PIDS), in a 2025 study, likewise found inequities in HFEP’s grant distribution, with some LGUs receiving funds despite not being among those most in need.

To address gaps, the DOH said it had launched a ‘catch-up plan’ in the second half of 2025 by revising HFEP guidelines to expand implementation modes, and opening 55 Bagong Urgent Care and Ambulatory Service (BUCAS) centers nationwide to temporarily provide primary care while idle facilities await personnel. /cb

A few weeks ago, actress, realtor, and content creator Christine Li posted a simple thought on her Threads account: can a certain 24-hour gym chain consider putting up a women-only branch?

That’s it. That, as the kids of my age used to say, is the tweet (well, Threads). There wasn’t even a straight-up demand-it was a kind, polite request to even just consider the thought.

The reactions came swift, and the post became a moderate amount of viral; not the craziest numbers, but enough to drift onto my own For You feed on Threads. Men were mad-for reasons that can only really be construed as sadness and offense, because they won’t get to see good-looking women wearing figure-hugging gymwear, should the idea come to fruition.

‘We thought you wanted equality?’ they ask. ‘Why are you now demanding special treatment?’

Meanwhile, the women were understandably and obviously supportive. One woman even recounted her own experiences with being stalked by a guy in the gym of the same chain Li goes to. Others have quickly pointed out that the bizarre overreactions from the guys was just proving Li’s point.

Give the women what they want

So here I am, as a guy with some column space on this newspaper: Li’s right. If the women need a women-exclusive branch of that gym to work out in peace, let them have it. For the women who are just fine working out in regular branches, they still get to do that.

A friend has personally recounted to me that the reason she doesn’t work out in commercial gyms is because she felt she was being ogled and sexualized. And as someone who wants all my friends to be lifting or at least working out in some form, that doesn’t sit right with me.

The women who ask for and champion this very clearly just want to be left alone. It’s because many dudes can’t keep their eyes and audacity to themselves, thinking that their attention is wanted just because they’ve maxed out their physiques.

In 2021, a survey by Women’s Running UK found that 69 percent of women don’t feel safe or comfortable when receiving unwanted attention from men while working out, and 76 percent report feeling like men were regularly staring at them creepily. Although this study was done in another country, it’s clear that the experience is universal.

In fact, a different survey by American corporate wellness platform WellHub found that 65 percent of women would feel comfortable attending a women-only gym. That’s how bad the problem is.

Start acting right

Any claim from offended guys of women ‘ragebaiting’ or ‘seeking special treatment’ with these asks is simply masking their need to ogle attractive ladies in the gym. As another woman in Li’s post points out, if you’re secure in your masculinity and are actually in the gym to lock in and work, this suggestion wouldn’t set you off the way it has for so many guys on Threads. Basically, the real issues women have shouldn’t sit right with you. And feeling another type of way about it is quite telling.

Plus, I actually have a second reason why I support a women-only gym: there are too many people, even at late hours. As much as I am pro-women’s safety, I am also very pro-fewer people in the gym. Anything that frees up room in there and keeps me from having to wander around, figuring out which machine I can use, is a great idea to me.

So let the ladies have their own branch. This isn’t even a new idea, as some franchises abroad have already long adopted the women-only model to some success. If you have a real problem with it, start acting right. Tell your boys to act right, and maybe the women won’t be so scared to lift beside you.

Former Ako Bicol party-list Rep. Elizaldy Co’s decision to resign from his post would not shield him and his organization from his alleged wrongdoing, Cebu 5th District Rep. Duke Frasco said on Tuesday.

‘The resignation of Cong. Zaldy Co should not, and cannot, erase his crimes, nor absolve Ako Bicol Partylist, the vehicle through which these abuses were committed,’ Frasco said in a statement.

Co, in a surprise move, stepped down on Monday, meeting the deadline set by House of Representatives Speaker Faustino ‘Bojie’ Dy III for the former lawmaker to return home.

‘Resignation spared Co from sanction by the House, but it also exposed the weakness of our system. While Co walks away, his conduit, Ako Bicol Partylist, keeps its seat, benefits, and power as if nothing happened. This is not accountability. This is impunity,’ he added.

But Co’s fellow Ako Bicol party-list member, Rep. Alfredo Garbin, said that Frasco’s statements appear to rest on ‘conjecture rather than fact’ – noting that no case has been filed nor any judgment has been rendered regarding allegations against Co.

Garbin also highlighted Frasco’s choice of words – mentioning the word ‘impunity’ – while noting that the 1987 Constitution provides the presumption of innocence.

‘The press release of Rep. Frasco alleging ‘impunity’ on the part of former Representative Zaldy Co and the Ako Bicol Party-list rests on conjecture rather than fact. At the outset, it must be emphasized that these are mere allegations – no criminal or administrative case has been filed, much less adjudicated, before any competent court or tribunal,’ Garbin said in a separate statement.

‘The constitutional presumption of innocence under Article III, Section 14(2) of the 1987 Constitution is not a privilege selectively applied but a fundamental right extended to all citizens, including members of Congress. To prejudge Zaldy Co in the absence of due process would be a dangerous erosion of the rule of law itself,’

According to Garbin, a lawyer by profession, he agrees with Frasco’s views – that resignation does absolve Co of any possible accountability – but the move was made out of delicadeza, to step away from office to ensure non-interference in any probe that may be conducted.

‘The suggestion that resignation constitutes an escape from liability betrays a misunderstanding of both law and practice. A public official’s resignation neither extinguishes liability nor immunizes one from investigation. As jurisprudence repeatedly affirms, as in the case of Santiago v. Bautista (G.R. No. 195835, 2013), resignation is a personal act of relinquishment of office but does not divest courts, the Ombudsman, or other investigative bodies of jurisdiction over acts committed while in office,’ Garbin said.

‘In other words, resignation cannot and does not absolve Zaldy Co of accountability, if any is proven. On the contrary, it demonstrates delicadeza – an ethical choice to step aside so as not to influence ongoing inquiries while focusing on his legal defense and medical treatment,’ he added.

Business and party-lists

Frasco also touched on allegations that there was conflict of interest when Co, as a former lawmaker and former head of the House committee on appropriations, allocated funds to infrastructure projects that were eventually picked up by a company supposedly connected to him.

‘Under Section 141 (h) of the House Rules, ‘A Member shall not acquire or receive any personal pecuniary interest in any specific business enterprise which will be directly and particularly favored or benefited by any law or resolution authored by the Member that is approved or adopted by Congress during the Member’s term’,’ Frasco said.

‘Yet as a shareholder of construction firms that secured contracts funded by the GAA, and as co-conspirator in the insertion of billions for projects that benefited himself and his cohorts, Co clearly breached this rule, among other existing laws,’ he added.

According to Frasco, any accountability demanded from Co must extend to the party-list involved, as it may set a dangerous precedent.

‘Accountability must extend beyond individuals. If consequences are limited only to a nominee, Congress sets a dangerous precedent: that members can violate rules, resign to avoid expulsion, and leave their party untouched. To protect the integrity of our institutions, Ako Bicol Partylist must face investigation, sanction, and, if warranted, disqualification,’ he noted.

But Garbin said that the party-list law defines organizations as ‘separate juridical entities from their nominees.’

‘Equally important is the attempt to conflate Zaldy Co’s personal accountability with that of Ako Bicol Party-list. The Party-list System Act clearly defines party-list organizations as separate juridical entities from their nominees. To punish Ako Bicol for unproven allegations against one nominee would not only contravene the principle of separate juridical personality but disenfranchise the millions of Bicolanos who vested their trust in Ako Bicol,’ he said.

‘Morally, Zaldy Co’s act of resignation is not an abandonment, but a sacrifice. It demonstrates respect for institutional integrity, allowing investigations to proceed free of any suspicion of undue influence. Practically, it ensures that legislative work continues unhampered, as Ako Bicol remains steadfast in serving its constituents. To portray this as ‘impunity’ is to twist an act of humility into an act of arrogance,’ he added.

Co is currently facing a myriad of issues regarding the 2025 national budget and the infrastructure project scandal.

At the Senate blue ribbon committee hearing, contractor-couple Pacifico and Sarah Discaya named several lawmakers, including Co who allegedly asked for and received kickbacks from infrastructure projects, after their firms were able to bag government contracts.

Last Tuesday, Henry Alcantara and Brice Hernandez, former officials of the ent of Public Works and Highways – Bulacan First District Engineering Office tagged Co and other lawmakers as allegedly involved in the kickbacks scheme for infrastructure projects.

Aside from this, Co is also criticized as Sunwest Corporation which he co-founded eventually figured as one of the top 15 contractors for flood control projects.

The ‘heart’ sign of contractor Cezarah ‘Sarah’ Discaya on her recent appearance at the Department of Justice (DOJ) was ‘misinterpreted.’

Her lawyer, Atty. Cornelio Samaniego III, said this in an ambush interview at the office of the Independent Commission for Infrastructure (ICI) on Tuesday.

Samaniego emphasized that her client Sarah, along with her husband Pacifico ‘Curlee’ Discaya, was sincere about wanting to be state witnesses in the investigation on flood control anomalies across the country.

The contractor couple attended for the first time the hearing of the ICI on the flood control anomalies investigation this Tuesday.

‘Maybe we just misinterpreted that. Actually, it (finger heart) means a lot – peace, love,’ Samaniego clarified.

The lawyer argued that Sarah’s finger heart was given a ‘not-good meaning’ by the media and the public.

When specifically asked what the contractor meant when she made the sign at the DOJ, Samaniego said, ‘love and peace.’

According to Samaniego, the recently mentioned action of Sarah does not manifest ‘insincerity,’ saying that they are very sincere in participating in the investigation.

‘The mere fact that we appeared before the Senate, House, DOJ, and then ICI – we’re very sincere. That’s why we are all tell-all,’ the lawyer of the contractor couple said.

‘What sincerity are you asking from the couple? We’ve already given it all,’ he added.

Earlier, DOJ spokesperson Jose Dominic Clavano IV said Sarah’s heart sign was ‘a sign of insincerity and complacency.’ ‘The heart sign and the remarks of Ms. Sarah Discaya are all taken into account in the assessment and evaluation of the persons involved,’ Clavano said.

The Discayas are included among the contractors that are under investigation for alleged involvement in anomalies in flood control projects. /apl

The Philippine Coast Guard (PCG) has taken custody of a suspected underwater drone recovered by local fishermen in the waters off Barangay Barangonan, Linapacan, Palawan, according to Commodore Jay Tarriela, PCG spokesperson for the West Philippine Sea.

Tarriela said the device-approximately 13 feet long-was discovered on Sunday by a group of fishermen from Sitio Tapic, Barangay New Colaylayan, Linapacan, during routine fishing operations.

Later that same evening, the fishermen handed over the autonomous underwater vehicle (AUV) to coast guard personnel. It has since been secured at PCG Station Linapacan for further verification, technical examination, and investigation, in coordination with relevant national security agencies.

The AUV is now undergoing detailed forensic analysis to determine its origin, operational history, and any potential security threats.

‘The sensor includes Chinese labeling and a serial number (CTD-20090334), along with visible corrosion from prolonged saltwater exposure. It is mounted on a rugged metal frame, typical of components in autonomous underwater vehicles commonly known as underwater drones,’ Tarriela added.
