Iloilo City reports flooding across 23 villages amid thunderstorms

Floodwaters inundated 23 out od 180 barangays across Iloilo City on October 7 as localized thunderstorms unleashed heavy rainfall, according to a 6 p.m. update from the city’s Operations Center. The CDRRMO-BDRRMS division detailed flooding depths from 2 to 12 inches in affected areas.

In the City Proper alone, 11 barangays were submerged, including Tanza Timawa II (5-12 in), San Jose alleys (3-8 in), and front of Lar’s in Tanza Timawa I (6-8 in).

Elsewhere, other districts recorded significant flooding: Mandurriao (2 barangays), La Paz (1 barangay), Molo (2 barangays), Jaro (2 barangays), Arevalo (1 barangay), and Lapuz (4 barangays).

Flooding has become a recurring challenge in Iloilo City, particularly during the rainy season.

In recent years, heavy rains have regularly overwhelmed drainage systems and low-lying barangays, prompting calls for improved flood mitigation infrastructure and better urban planning to cope with storm surges and intense downpours.

Many barangays in the city are situated in flood-prone zones or along watercourses, making them vulnerable to sudden inundation during thunderstorms. Local officials and residents have repeatedly flagged poor drainage, clogged waterways, and land subsidence as contributing factors that exacerbate flooding during heavy rainfall.

Enrique Iglesias expressed his love for his Filipino-Spanish mom, Isabel Preysler, as she is set to release her autobiography entitled ‘Isabel Preysler: Mi Verdadera Historia (My True Story)’ on October 22.

The Latin singer-songwriter took to his Instagram account on Thursday, Oct. 2, to congratulate his mother on her recent milestone, while posting a photo of them when they were younger.

Isabel is the daughter of Carlos Preysler, the executive director of the then-Philippine Air Lines (now Philippine Airlines), and Maria Beatriz Arrastía, who is a real estate owner. She is the third of six children.

PVL calls out PNVF as Reinforced Conference turns all Filipino

ZUS Coffee and Akari were forced to bench their foreign guest players in the curtain raiser of the 2025 PVL Reinforced Conference on Tuesday at Ynares Center here.

According to the league, the Thunderbelles’ Anna DeBeer and the Chargers’ Annie Mitchem, who warmed up and were ready to go, were relegated to cheerleaders allegedly due to ‘the Philippine National Volleyball Federation’s refusal to endorse the International Transfer Certificates (ITCs)’ required for foreign guest players to compete. PVL added that the imports were denied clearance despite already having submitted all documentation in time, including signed clearances from the players, their respective federations and clubs.

In a statement released Tuesday, the PVL expressed its ‘deep frustration over what it described as unprofessional and obstructionist behavior by the national federation.’

‘The PVL regrets to inform the public that the foreign guest players will not be permitted to participate in the ongoing season-ending conference until their ITCs are duly approved,’ PVL organizer Sports Vision wrote.

‘We respectfully urge the PNVF to expedite the signing process to prevent further disruption to the tournament,’ the statement added.

The PNVF has yet to release a statement about the matter. The Inquirer tried to reach PNVF president Ramon ‘Tats’ Suzara for comment, but he has yet to respond as of posting time.

All 12 PVL teams have been training for a month with their respective imports, as the league remains committed to following international volleyball protocols, with the Alas Pilipinas players following the national team season and the league compressing the Reinforced schedule for longer preparation time ahead of the 33rd Southeast Asian Games in Thailand in December.

As per the PVL, citing sources and insiders, the PNVF is leveraging the ITC approval as a bargaining chip to force the PVL to adjust its conference schedule, allegedly to accommodate national team preparations for the SEA Games

The PNVF reportedly demanded that the Reinforced Conference end by Nov. 16, despite the PVL having already structured the tournament to run until Nov. 27, including the finals. PVL officials said they had previously adjusted their calendar to support the national program – even moving the conference to begin after the national team’s commitments were scheduled to end by September 30.

The league also claimed that stakeholders are already openly questioning the effectiveness and motives of the PNVF, accusing it of prioritizing political control over the development of the sport.

Metro Pacific toll road unit eyes P 20-B debt sale

Metro Pacific Tollways Corp. (MPTC) is targeting to raise up to P20 billion from a proposed bond issuance to back ongoing expressway investments.

In a statement on Monday, the company said it had filed a registration statement with the Securities and Exchange Commission for its plan to sell up to P15 billion worth of fixed-rated bonds, with an oversubscription option of up to P5 billion.

These will be issued in three series with terms of three, five or 10 years.

The public offer period is eyed to run from Nov. 17 to Nov. 21 of this year.

They will be listed on the Philippine Dealing and Exchange Corp. by Dec. 2.

Fresh capital

MPTC said that the proceeds would fund the construction and asset maintenance of the Manila-Cavite Expressway, Cavite-Laguna Expressway and Lapu-Lapu Expressway.

The fresh capital will likewise allow the group to refinance bridge loan facilities and support general corporate purposes.

‘This bond issuance aims to bolster MPTC’s fiscal position while ensuring the capital adequacy to support continued infrastructure investment and operational excellence,’ said Gilbert Santa Maria, president and chief executive officer of MPTC.

BPI Capital Corp. and First Metro Investment Corp. are the joint issue managers. Acting as joint lead underwriters and joint bookrunners for the offer are BDO Capital and Investment Corp., China Bank Capital Corp., PNB Capital and Investment Corp. and Security Bank Capital Investment Corp.

Triple A

Late last month, the proposed bond issuance secured PRS Aaa with a stable outlook rating from the Philippine Ratings Services Corp.

A triple-A credit rating, the highest score the Philippine Rating Services Corp. could assign to a firm, shows that the group has ‘extremely strong capacity’ to meet its financial commitments.

A stable outlook, meanwhile, means that it will likely keep its credit score in the next twelve months.

Aside from the three expressway developments, MPTC also operates the North Luzon Expressway, Subic-Clark-Tarlac Expressway, Cebu-Cordova Link Expressway, and the NLEx Connector.

JV Ejercito, Raffy Tulfo decline blue ribbon committee chairmanship

Two out of the five senators whose names were floated to have the capacity to handle the Senate blue ribbon committee have declined to head the powerful panel.

In separate statements on Tuesday, Sen. JV Ejercito and Sen. Raffy Tulfo thanked the chamber for considering them as the next blue ribbon chairperson, but they both clarified that they didn’t want the post.

‘Thank you for considering me to head the blue ribbon committee, but I know my limitations. I know there are a lot among my colleagues who can handle this important committee better,’ Ejercito said in Filipino

Tulfo, meanwhile, said he was also very flattered that his name was being considered among four other senators for the prestigious panel, but he maintained that if it were ever offered to him, he would decline.

‘I will humbly decline for the simple reason that I don’t want to lose focus on my three committee chairmanships that are my main advocacies – labor, migrant workers, and public services,’ said Tulfo.

Five senators have been mentioned as possible candidates to replace Senate President Pro Tempore Panfilo Lacson as chairman of the Senate blue ribbon committee, according to Senate President Vicente Sotto III.

Aside from Ejercito and Tulfo, likewise considered to head the blue ribbon committee were Senators Francis ‘Kiko’ Pangilinan, Pia Cayetano, and Risa Hontiveros.

According to Sotto, the majority bloc will meet on Wednesday to discuss Lacson’s resignation.

While Pangilinan’s name is being floated as chairman of the blue ribbon panel, the senator said he was still hoping that Lacson would reconsider his resignation.

In a resignation letter dated October 7 and addressed to Sotto, Lacson explained how a number of their colleagues had expressed disappointment with the ‘direction’ of the blue ribbon committee hearings regarding the anomalous flood control projects.

‘Some senators publicly and secretly pursue the narrative that I am zeroing in on several of my colleagues while purportedly protecting those members of the lower house perceived to be the principal actors in the budget anomalies related to the substandard and ghost flood control projects,’ said Lacson.

But according to him, nothing could be further from the truth.

‘This narrative is categorically false. These misrepresentations are being floated mostly by critics opposed to our efforts to get to the bottom of the flood control anomalies,’ he said.

Lacson underscored that his committee went where the evidence led them, and not by the noise coming from highly partisan political persuasions.

‘To all my colleagues, let me reiterate: there are no political considerations in any and all my actions related to my handling of the committee hearings and other related activities,’ said Lacson. /gsg

Flood advisories raised in 5 regions as ITCZ brings rain

The state weather bureau issued flood advisories in five regions as rain from the Intertropical Convergence Zone (ITCZ) and the northeasterly wind flow continued to affect parts of the country Tuesday, Oct. 7.

The northeasterly wind flow refers to a current of air blowing from the northeast, while the ITCZ is a belt of low pressure near the equator where the northeast and southeast trade winds meet.

In its latest report, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said advisories were raised over Mimaropa, Northwestern Mindanao, Davao Region, Soccsksargen, and BARMM.

ITCZ, northeasterly windflow to bring rain across PH

Cloudy skies and rain are expected nationwide due to the combined effects of the northeasterly wind flow and the Intertropical Convergence Zone (ITCZ), the weather bureau said Tuesday, Oct. 7.

The northeasterly wind flow is a seasonal air current from the northeast that brings cooler winds and moisture and usually signifies the start of the northeast monsoon (amihan) season.

On the other hand, the ITCZ refers to a belt of converging winds near the equator where the winds from the Northern and Southern Hemispheres meet. It usually produces heavy rainfall and thunderstorms due to rising air and moisture convergence.

In its 5 a.m. update, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported that cloudy skies with rain are expected in the Bicol Region and Quezon, caused by the northeasterly wind flow.

These conditions may lead to flash floods or landslides due to moderate to heavy rainfall at times.

The same weather system is also causing partly cloudy skies with isolated rain over Cagayan Valley, Ilocos Norte, Apayao, and Aurora. These showers are not expected to cause a significant impact.

Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms.

Meanwhile, cloudy skies with scattered rains and thunderstorms caused by the ITCZ are expected in Palawan, Visayas, and Mindanao. Pagasa warned that moderate to heavy rains at times in these areas could result in flooding or landslides.

Typhoon Halong, new LPA

Pagasa is also monitoring Typhoon Halong, which remains outside the Philippine Area of Responsibility (PAR) and is not expected to directly affect the country.

Halong was last located 1,875 kilometers east-northeast of extreme northern Luzon. It had maximum sustained winds of 130 kilometers per hour (kph) near the center and gusts of up to 160 kph, moving west-northwestward at 15 kph.

Meanwhile, a new low-pressure area (LPA) was monitored outside PAR and now has a high chance of developing into a tropical depression within the next 24 hours.

However, like Halong, it is unlikely to enter the PAR and affect the country. It was last spotted 2,285 kilometers east of Eastern Visayas./abc

What if Taylor Swift battles Debbie Gibson in the late ’80s?

Hold on, everyone, because this is going to be good. I mean, really, really good! You have probably asked yourself this question if you are a true music aficionado and/or music historian: Who would have won if Debbie Gibson and Taylor Swift had faced each other in the late 80s? I know I have as of late, ever since I wrote about pop icon Debbie Gibson fairly recently, and now with the release of the 12th Studio Album of Taylor Swift, and all the attention it has been getting it got my brain working again in a strictly hypothetical train of thought writing style. This is the result of going into that mode once more and not holding back at all. Enjoy!

Wait, what? A showdown? What kind of fight are we even talking about?

Let me ask you all this question: What would have happened if Taylor Swift, with her current ‘era,’ public image, marketing brand and arsenal of meticulously crafted pop-culture dominance, had traveled back in time to the late 1980s and gone head-to-head with the undisputed queen of teen pop, Debbie Gibson? Yes, you heard that right, for all the ‘titos’ and ‘titas’ out there, you know exactly who I am talking about. But what if, for the sake of this truly wild, creative and imaginative hypothetical scenario, the impossible happened, and Debbie Gibson, with her keyboard and signature scrunchie, won?

Trust me, this is a thought experiment worthy of a late-night music video marathon session with a bag of potato chips and a glass of soda.

The challenger arrives: The ’80s ain’t ready for this

Let’s set the scene: It’s 1989. The air smells of hairspray, perfume and teen spirit (the good, pre-Nirvana kind). MTV was still a 24 hour music channel, and a fresh-faced, impossibly talented Debbie Gibson was at the top of the world. She wrote her own songs, produced her own records, and had a string of Number 1 hits that made every teenager feel seen and heard. Her music was pure, unadulterated teen-pop magic. ‘Foolish Beat’? A masterpiece. ‘Lost in Your Eyes’? Another masterpiece. Two songs that I was exposed to as a child I compare to being like lullabies and subconsciously influenced heavily my tastes when it comes to anything to do with pop as I discussed and shared with all of you in my Debbie Gibson piece.

Then, out of nowhere, a sleek, well-oiled marketing machine appears in a time-traveling DeLorean, and out pops the Taylor Swift of today. Haha. She has an army of devoted fans (the ‘Swifties,’ as they are called), that would make any aspiring artist weep, and a penchant for cryptic messages, carefully laid out teasers, and meticulously planned PR moves. Oh, and she also comes with her full catalog-meaning ‘Shake It Off,’ ‘Blank Space,’ and even ‘Cruel Summer’ are suddenly part of the late ’80s pop landscape.

For everyone’s information, the ’80s pop music landscape was brutal. Have you guys even seen the tremendous amount of talent that was around during that time? It is insanely massive in terms of the choice of artists of every ilk. Now, add to that, this. A seemingly endless parade of mega-hits coming out back then, which felt like an endless cycle of great music that everyone could enjoy. True to that, sometimes, a song would be number one for a single week and then disappear from the top spot forever. This was due to the intense competition from other chart-toppers, record platinum selling artists, pop stars, concert headliners, and hit-makers of that glorious era.

Taylor Swift might find herself in a world where her chart dominance is far from guaranteed. In fact, some of her best known songs now may not even have reached the top 20 of the charts back then because they would have been occupied by far better songs in terms of overall quality. She might even be up for an immediate rude awakening that this is an industry that she does not know at all given all the top-tier talent around and that would be a main reason as to why her popular songs now are not registering or making a dent in the numerous charts that existed in those years.

The initial shockwaves

The ’80s music execs, AandR executives and major record label heads wouldn’t know what to do with Taylor Swift. Her calculated image, the ‘eras’ tour concept, the vault tracks-it would all be a bit too much for the big-haired, big-ego tastemakers of that time. They would be perplexed by everything that comes along with her. Meaning, there is so much ‘excess baggage.’ They would find themselves in a predicament where they would end up making one of their first wrong moves and would most likely try to pair her with a ‘Bad Boy’ rockstar for a duet or something, completely missing the point of her self-contained empire. Taylor Swift would just be a little too complex for them to figure out when it comes to the non-music-related factors she brings.

On the other hand, Debbie Gibson is already a known and proven quantity. She’s real, she’s relatable, and she’s a bonafide prodigy. She’s just a normal girl from Long Island who makes great music. She’s already won over the hearts of millions with her natural talent, not a carefully constructed narrative. Debbie Gibson would be a far better choice, option and artist for them to get behind because she understands what the industry in that decade was all about without the excesses that come with it now.

The fight for the radio airwaves

Now, here’s where it gets interesting. Taylor Swift drops ‘1989’ in the middle of 1989. Haha. A synth-pop sound, a tribute to the era she’s in, would be both a clever homage and a potential disadvantage. The ’80s already had its synth-pop icons; would they embrace a newcomer who just sounded like everyone else?

Immediately, people in that decade would know which artists were the originators of that sound and who were simply either inspired by it or even copying them. Taylor Swift might have come out as sort of a ‘copycat’ act that would have irked listeners when they would compare her best songs that she has put out to the ones that are already playing on the radio airwaves truly representing the synth-pop sound.

Meanwhile, while all of that is happening, Debbie Gibson’s ‘Electric Youth’ is already dominating. Debbie Gibson’s sound is fresh, and her persona is authentic. She’s not trying to be a different ‘era’ every two years; she’s just being Debbie Gibson. Her earnestness and raw talent would shine through, a refreshing antidote to Taylor Swift’s overly produced, hyper-curated aesthetic that is manufactured to seemingly no end. In contrast to all of that, the ’80s valued soaring vocals, big production, and raw, undeniable genuine talent. Debbie Gibson had all three, in spades. Why so? Debbie Gibson was what they call a complete package of an artist without trying to be ‘complete’ you know what I mean when compared to everything that goes on in the empire of Taylor Swift.

The plot twist: Why Taylor Swift lost

That’s the key. Taylor Swift’s current brand relies heavily on the 24/7 digital news cycle, social media dominance, Hollywood ties, endorsement deals, and the ability to control her own narrative. The late ’80s had mostly none of that. No Twitter (X), no Facebook, no Instagram, no Spotify and no endless think pieces analyzing her every move. In this back-to-basics world, her greatest weapons, assets, and dependables are neutralized and taken away from her making it a fair fight.

She would have to rely on traditional media-magazines, radio, and MTV-all of which were more fickle, not at all woke, and less controlled than the social media platforms she dominates today. Remember, back then, the record labels, the radio DJs, and the MTV VJs were the gatekeepers, as I have mentioned before. The irony is that Taylor Swift, for all her immense and influential power today, would have been just another artist trying to climb the ladder in a very crowded field.

Debbie Gibson, however, was born to thrive in that world. Her persona was made for the ’80s media and cultural landscape. Her story-the talented teenager who writes and produces her own hits-was a PR dream. It was simple, compelling, and didn’t require an advanced degree in ‘Swiftology’ to understand. She was a natural, a true star, and she didn’t need a viral hashtag to prove it because she was the real deal to begin with.

The verdict: The crown remains

In the end, Debbie Gibson would walk away with the victory. Not because she’s a better songwriter or a more talented singer-those are subjective-but because she is perfectly suited for her time aside from her gifted musical skills that are an amalgamation of the basic fundamentals to advanced techniques in singing. Debbie Gibson can also compose, she can structure a song, and she can perform them nearly identically if not even better live. She did not need songwriters or a team composed of former singers and retired lesser known artists from previous decades around her to conceptualize concepts, ideas and subject matters in her songs because she sang what was genuine to her real-life-experiences and not made up nonsense stuff. Everything from writing down thoughts to lyrics, pen to paper and singing her songs in the recording studio.

What many people don’t know enough about when it comes to that decade is this: The 1980s were about raw talent, authentic personalities, and the simple magic of a great pop song that was straight to the point. Indeed, there is beauty in simplicity and not because it is non-challenging, or easy to understand and absorb, but rather because you simply know when you hear a great song that speaks to you in a straight fashioned manner and not convoluted with all the lyrical analogies, mysteries and connotations.

Taylor Swift, for all her modern-day genius, would be an anachronism. That’s the best way I would describe her if I were to put her in the late ’80s. The reality is, her carefully constructed empire would crumble in the face of an analog, more traditional, more talented, non-woke, and ‘old school’ world that doesn’t care about ‘easter eggs,’ cryptic posts or secret messages. What they care about is clear as day: positive results. In the late ’80s, all that mattered was the music, and on that dance floor, Debbie Gibson’s star simply shone brighter than Taylor Swift and everyone else among her peers.

And that, my friends, is why old school remains cool. Because sometimes, nothing can surpass the fundamentals, as I always say.

Not even a sudden knee injury can stop Britney Spears from expressing herself through dance, although she admitted that the pain was ‘horrible.’

Spears took to her Instagram account on Sunday, Oct. 5, to reveal that she sustained a knee injury after falling down the stairs of her friend’s house.

‘I fell down the stairs at my friend’s house. it was horrible. it snaps out now and then, not sure if it’s broken but for now it’s snapped in!!! Thank u god,’ she captioned her post, while including a clip of herself dancing at her home.

In the clip, Spears also shared that she will continue to ‘express [herself] and pray through art,’ while reiterating that her post is not meant to stir ‘concern or pity.’

‘My boys had to leave and go back to Maui. this is the way I express myself and pray through art. father who art in heaven. I’m not here for concern or pity, I just want to be a good woman and be better. and I do have wonderful support, so have a brilliant day!!!’ she said.

Spears’ recent post came four years after her conservatorship was dissolved, although she clarified that she won’t be returning to music, is ‘not [her] focus’ at the time.

She also opened up about the anguish of being failed by her own family in a tell-all memoir ‘The Woman In Me,’ which was released in 2023.
