MANILA, Philippines — Miguel Tabuena shot a bogey-free 68 to make the weekend play in the $5-million PIF Saudi International Thursday in Riyadh and stay in the hunt for a potential LIV Golf stint.

Though he slipped to joint 19th at 135, Tabuena’s quest for one of the two golden tickets to LIV Golf via the International Series Rankings got a boost as his chief rival for the spot, Japanese Yosuke Asaji, failed to make the two-under 140 cut with his 144.

Asaji occupied second in the IS Rankings at the start of the week ahead of third-running Tabuena, 285.3 versus 232.28. Pacesetting Scott Vincent of Zimbabwe (325.59) practically put a lock on the first berth after firing a second straight 67 to enter the third round at joint 12th.

With Asaji out, the task is now on Tabuena to finish strong and wrest the second ticket. Per projection, he needs to place at least sixth in Riyadh to overtake the Japanese at No. 2 in the final rankings.

Meanwhile, American Caleb Surratt held sway at 14-under 128 after a 66, with Thomas Pieters standing a shot back at 129 with a 67. Anthony Kim surged with a sizzling 64 to join Josele Ballester (65) and Tyrrell Hatton (65) at 131.

MANILA, Philippines — The Appeals Chamber of the International Criminal Court (ICC) will rule next week on the appeal filed by the camp of former president Rodrigo Duterte on his plea for interim release.

A scheduling order released on Thursday night showed that the judgment on the appeal will be made in open court on Nov. 28 at 10:30 a.m. (5:30 p.m. in Manila).

The appeals judges will decide on the appeal filed by Duterte’s defense lawyers, who challenged the Sept. 26 decision issued by the ICC Pre-Trial Chamber I.

In an earlier message to reporters, Duterte’s lawyer, Nicholas Kaufman, described the decision as “erroneous.”

He noted that the ruling rejected “unprecedented State guarantees for a debilitated and cognitively impaired 80-year-old, (who has been) kept from the public eye for more than six months.”

In its 23-page decision, the ICC Pre-Trial Chamber I said Duterte should remain in detention to ensure that he would not obstruct or endanger the investigation and the proceedings.

It outlined why Duterte remains a flight risk and how he could pose a threat to potential witnesses.

The pre-trial judges also rejected the defense’s arguments that Duterte should be released on the basis of humanitarian conditions.

“The Chamber notes that the Defense limits itself to argue that ‘Mr. Duterte is 80 years old and medical reports’ … without substantiating how detention is so detrimental that it justifies his release,” read the ruling.

It stressed that Duterte enjoys the right to medical treatment while in detention, including access to a qualified medical officer with experience in psychiatry and a nurse assigned at the ICC Detention Center.

Both the ICC Office of the Prosecutor and the Office of the Public Counsel for Victims (OCPV) urged the appeals chamber to reject the appeal.

“The decision is reasonable and correct,” ICC deputy prosecutor Mame Mandiaye Niang said in a 20-page submission dated Oct. 31.

“Mr. Duterte’s three grounds of appeal fail to establish any legal or factual error. Rather, the Defense repeatedly expresses its mere disagreement with the decision, mischaracterizes and ignores the Chamber’s reasoning and misstates and misunderstands the applicable law. The appeal should therefore be dismissed,” he added.

Paolina Massidda, OCPV principal counsel who represents victims in the proceedings, said the defense “misrepresented” the decision of the pre-trial judges.

“The Defense, first, indicates that Mr. Duterte is 80 years old, infirm and debilitated, and it is quite cruel to detain him while he enjoys the presumption of innocence,” she said in her submission.

“In this regard, the presumption of liberty does not mean that detention cannot be imposed where there exists a legal basis for doing so and, while the person subject to criminal proceedings shall enjoy the right to liberty, he or she may be deprived of that right as prescribed by law in a manner which is strictly necessary under the circumstances,” she added.

Christmas with Rody?

There are reports that Duterte’s family plans to spend Christmas in The Hague with him.

Duterte has been detained in The Hague since March 11 when he was flown there by Philippine authorities.

If true, Duterte and his family will miss the annual “Pahalipay sa Pasko” gift-giving activity, a decades-long tradition of the Dutertes at their former house in Davao City, which is attended by thousands of residents who gather as early as midnight before the event.

Mark Striegl has received newfound payment and recognition after an impressive performance on the Netflix reality series “Physical: Asia.” The longtime mixed martial artist, and Philippine sambo athlete caught the attention of the public with two wins in the series. Still, he remains unaffected and unaltered, generous with his time and accepting requests for interviews and photographs.

“At first, when they first contacted me, I thought it was a joke,” Striegl laughs. “I actually thought maybe it’s a scam or something. Because I was a fan of the first two seasons. Once I started talking to them, I was, ‘Oh my gosh, it’s real.’ So it’s game on, and I gotta prepare.”

All contestants were brought to South Korea earlier in the year, and were dismissed once their teams were eliminated. Everyone signed a non-disclosure agreement, requiring them not to discuss any aspect of the competition. In addition, they produced promotional content for Netflix.

The most difficult part was not knowing what to prepare for, since the challenges were not immediately made known. Mark simply decided to get in the best shape he possibly could, knowing that the exercises would push everyone to their limits. He counts the ball wrestling event against Thailand’s Sunny Wechokittikorn as the toughest challenge, wherein both of them nearly passed out due to exhaustion. 

The combat sambo fighter was also pleasantly surprised to see a lot of the athletes that he looked up to in the competition itself. 

“It was totally a trip,” says Striegl, who was born in Japan and has been in combat sports since he was eight. “Robert Whittaker is here, all of these star athletes. Yushin Okami, the team captain of Japan. I trained with him years ago when I was 17 years old. He gave me my first black eye.”

While making the rounds of various media. Striegl is now training in Metro Manila for the Asia Oceania Sambo tournament mid-2026. He enjoys all the creative content online after he won the hanging challenge. He cites the artwork of him dangling in a jeepney and MRT train car as his favorites. For his part, he constantly posts videos of scam combat coaches, which he calls “bullshido,” putting a humorous take on all the fake masters online. He remains the chill, friendly guy who enjoys life, and always gives it his best.

MANILA, Philippines — Former ombudsman Samuel Martires’ wealth grew by 87 percent or P36.464 million in his seven years in office, according to his statements of assets, liabilities and net worth (SALNs).

Based on Martires’ entry SALN filed before the ombudsman on Sept. 5, 2018, he started his term with a net worth of P41.728 million, composed of P13.190 million in real properties and P28.538 million in personal properties. He declared zero liabilities.

Meanwhile, based on his exit SALN filed on July 28, Martires officially ended his term with a net worth of P78.192 million, composed of P1.558 million in real properties and P76.634 million in personal properties.

Martires’ personal properties included jewelry worth P1.650 million, vehicles (P1.538 million), paintings and antique collections (P500,000), furniture and fixtures (P75,000), appliances (P350,000), firearms (P350,000), cash on hand, bank deposits, bonds and mutual funds (P48.300 million), foreign currency ($7,000 or approximately P371,000) and inherited corporate shares (P23.500 million).

His real properties meanwhile included a house and lot in Quezon City acquired in 1983 for P1 million; another house and lot in Quezon City acquired in 1979 for P408,000; a residential land in Rizal acquired in 1996 for P150,000 and three inherited properties which included an agricultural land in Samar and two residential house and lots – one in Northern Samar and another in Baguio City.

His entry SALN computed the total amount of his real properties based on their current fair market value.

His succeeding annual SALNs as well as his exit SALN declared his real properties based on their total acquisition cost, which was at P1.558 million.

In his first five months in office, or from Aug. 6 to Dec. 31, 2018, Martires’ net worth grew to P57.064 million, .

By the end of 2020, Martires’ net worth grew to P65.454 million. It subsequently grew to P66.157 million by the end of 2021, P70.075 million by the end of 2022, P75.746 million by the end of 2023 and finally P78.192 million by the end of 2024, his last full year in office.

Martires’ net worth remained the same from Dec. 31, 2024 up to the end of his term on July 27.

In all his filed SALNs, Martires declared zero liabilities.

MANILA, Philippines — President Marcos has appointed Commodore Andro Val Abayon as the new acting head of the Presidential Security Command (PSC).

Presidential Communications Secretary Dave Gomez confirmed Abayon’s appointment yesterday.

Before this post, Abayon served as commander of the Naval Special Operations Command of the Philippine Navy.

He replaces Maj. Gen. Peter Burgonio, who has been reassigned as acting division commander of the Army’s 8th Infantry Division, Gomez said.

PSC, formerly known as the Presidential Security Group, is tasked with providing security to the President, the First Family and visiting heads of state.

International Mugham Center in Baku has hosted an event to mark
the 5th anniversary of the Azerbaijan’s victory in the 44-day
Patriotic War, Azernews reports.

Organized by Turkic Culture and Heritage Foundation, with
support from the Azerbaijan Culture Ministry, the event program
featured a literary and artistic program, including the screening
of the documentary “Shadowless World,” which explores the nuances
of miniature art.

The evening began with the Azerbaijan National Anthem, followed
by a moment of silence in honor of the country’s martyrs.

Attendees included representatives from Azerbaijan’s diplomatic
corps, international organizations, members of the Azerbaijani
Parliament, and prominent figures from the fields of science and
culture.

Aktoty Raimkulova, President of the Turkic Culture and Heritage
Foundation, stressed the significance of Azerbaijan’s glorious
victory, which symbolizes the strength, unity, and indomitable will
of the Azerbaijani people.

She also addressed the importance of the documentary “Shadowless
World” (Kölgəsiz dünya), which showcases the rich tradition of
miniature art, a distinguished aspect of Turkic art.

Aktoty Raimkulova pointed out that the preservation, study, and
promotion of miniature art are vital for maintaining the shared
cultural heritage of the Turkic world. She described miniature art
as a powerful form of visual poetry, where colors, lines, and
images convey stories without the need for words. She also
acknowledged the important role of MP Gunay Afandiyeva, the
foundation’s first president, in the production of the film.

Following the speeches, the event continued with a series of
musical and artistic performances. Honored Artist Bayimkhanim
Valiyeva performed the “Khudayar Taznifi,” young singer Khasay
Shikhiyev sang “Ey Vətən,” and celebrated mugham singer Ayshan
Mehdiyeva performed the “Garabagh” oriental piece. Actor Tural
Ahmad recited Ramiz Gusarchayli’s poem “The Flag of Azerbaijan,”
and the dance group from the No. 3 Children and Youth Development
Center also presented a performance.

Professor Rabbiyyat Aslanova, Head of the Department of History
of Philosophy and Cultural Studies at Baku State University, shared
her thoughts on the documentary “Shadowless World.”

She praised the film for its role in not only introducing
miniature art to a broader audience but also in illustrating the
richness and aesthetic significance of Azerbaijani cultural
heritage. Aslanova explained that the film offers a deeper
understanding of miniature art, enabling both young generations and
the general public to appreciate its complexities.

She emphasized that miniature art goes beyond its visual beauty,
conveying deep spiritual and historical messages. Aslanova noted
that each viewer perceives miniatures through their own
experiences, emotions, and perspectives, making the art form a
unique reflection of both individual and collective cultural
heritage.

After the speeches, the documentary “Shadowless World,” directed
by Jamila Hashimova and Afaq Mammadova from the “Artel” company,
was screened. The film’s primary goal is to share the fine details
of miniature art with a wider audience and to shed light on the
historical and cultural values embedded within this art form.

The event was held in honor of the 5th anniversary of
Azerbaijan’s glorious victory in the 44-day Patriotic War. It also
served as an occasion to remember the heroes and veterans who
sacrificed their lives during the war.

The Turkic Culture and Heritage Foundation paid tribute to the
fallen soldiers, reflecting on their contributions to Azerbaijan’s
victory and national pride.

Rosewood Bangkok and Play art house are hosting “Rao Wat Ii: Walking The Road Of Song Wat Through The Artists’ Lens”, an exhibition that explores the unique character and rapid transformation of Bangkok’s famed Song Wat Road through the eyes of nine contemporary artists. The journey to understand Song Wat Road began two years ago with “Rao Wat I”, the inaugural exhibition hosted at Play art house, which captured the artists’ perception of the area’s lingering old tales and historic atmosphere. “Rao Wat II” represents the next chapter and is curated by Seada Samdao. The diverse works are presented in various styles and media, and offer personal encounters and profound reflections on a road that has continuously reinvented itself since a great fire devastated the area in 1906, leading to the creation of its unusually straight, defining line.

“Forms Of Encounter”, an exhibition in celebration of 60 years of bilateral ties between Singapore and Thailand is on display at Central Chidlom until Nov 30. Organised by STPI, Singapore’s global destination for print and paper in contemporary art, in collaboration with the Singapore embassy, the exhibition is curated by John Tung. It highlights six leading contemporary artists from Thailand and Singapore: Heman Chong, Charles Lim Yi Yong, Pinaree Sanpitak, Rirkrit Tiravanija, Natee Utarit and Suzann Victor, featuring artworks created during their residencies at STPI. An accurate description of the departure of Lucas Bersamin from the Cabinet is that he was told that he had resigned.

This is according to his narration of what happened on Monday afternoon, when he lamented that his resignation “out of delicadeza” was announced by Malacañang before he received official confirmation.

The retired chief justice took exception to the implications of citing delicadeza in his involuntary resignation. As accusations of his involvement in the budget / flood control anomalies swirled, he denied any impropriety and advised his critics to just sue him.

What the “little president” did to warrant such an ignominious exit as the Cabinet primus inter pares should prove as interesting as the Marcos family feud. (OK, maybe a bit less interesting.)

Bersamin lasted three years as little president – far longer than his predecessor, BBM’s first executive secretary and election campaign spokesman, Vic Rodriguez, who lasted all of two-and-a-half months as ES.

Rodriguez resigned in September 2022 amid a controversy over sugar importations, but said he would be staying on as Palace chief of staff. Days later, new ES Bersamin said there is no such order designating Rodriguez as chief of staff. Rodriguez then announced his “complete exit” from the Marcos administration.

In November, Rodriguez was expelled as executive vice president of BBM’s Partido Federal ng Pilipinas, over “loss of trust and confidence” and “acts inimical to the party.” BBM did not stop the expulsion.

Along with Bersamin, budget chief Amenah Pangandaman also resigned out of delicadeza, according to Malacañang.  So far, there’s no word from her on whether she heard about her resignation for the first time from the press briefing of Claire Castro.

The “resignations” came on the heels of the unceremonious ouster of Romeo Lumagui Jr. as Bureau of Internal Revenue commissioner. Did he step on the toes of certain influential folks?

It must be emphasized that BBM is not the only president with a predilection for messy breakups with his supporters. Maybe it’s hard to say goodbye.

Last May, in the wake of the Alyansa debacle in the Senate race, President Marcos raised expectations of a sweeping revamp. He ordered all Cabinet members to submit their courtesy resignations, to “realign the government with people’s expectations.”

“The people have spoken… we hear them, and we will act,” BBM intoned. “The time for comfort zones is over.”

Malacañang touted it as a “bold reset.”

Alas, the bold reset was a dud. Bersamin, whose resignation was the first to be rejected, announced instead a Cabinet rigodon, with only one official – environment chief Antonia Yulo-Loyzaga – losing her post and not recycled to another agency.

Later, BBM probably no longer saw the need for heads to roll when he saw the enthusiastic public reaction to his “mahiya naman kayo” campaign to shame the shameless.

But these days, with public outrage not abating, and violence and opportunistic shakedowns being stirred into the protest pot, the need to get out of comfort zones seems to have re-emerged.

Yesterday, BBM teased that a Cabinet revamp is in the offing: “Di ba magka-Cabinet shakeup tayo?”

The statement was in jest, to rib his wife that she could be part of the shakeup, to be designated as ambassador for migrant workers. Someone might want to whisper into BBM’s ear that the times are not ideal for joking about jet-setting to Europe.

Asked if a Cabinet revamp loomed, Palace press officer Castro noted that it was said jokingly, but added that we should just wait for further announcements.

Several economists interviewed by The STAR said that without accompanying structural reforms and accountability, a Cabinet reshuffle could even deepen uncertainty.

Caloocan Rep. Edgar Erice, the senior House deputy minority leader, told “Storycon” on One News yesterday that he sensed a threatening undertone in Bersamin’s gripe that he did not resign.

The message that Erice sees is that Bersamin doesn’t want to be dragged into the corruption and budget mangling controversy in which his favorite grandnephew, Adrian Bersamin, has been implicated.

Ombudsman Jesus Crispin Remulla had told Storycon that even when he was the secretary of justice, he already had in his crosshairs the younger Bersamin, who could soon face indictment for conspiracy to commit plunder.

The elder Bersamin is not seen as part of the suspected conspiracy… for now. Although hurting, he was still all praises for BBM as a boss.

Whether the “little president” was fired or resigned, what matters is seeing people facing punishment for crimes against the people.

As reactions to the latest changes have shown, people are still restless, looking for solid signs that the changes aren’t merely cosmetic.

People want to see looters behind bars – and no bail for humanitarian reasons for the VIPs, please.

The accused will invoke presumption of innocence, as is their constitutional right.

But Filipinos know that the most notorious thieves, murderers and human rights violators in this country maintain innocence up to their last breath, even after conviction with finality. Most of them claim to be victims of politics.

BBM, Remulla and public works chief Vince Dizon have promised a unique Christmas gift to the people: VIPs behind bars on charges of systematic looting.

That will be more welcome than any Cabinet rigodon.

Estella Garcia Ramos is the illegitimate daughter of Rance A. Reyes. From the time she was born on July 26, 1994, to Grace Garcia Ramos, she has used her mother’s middle name and surname, giving her the full name Estella Garcia Ramos.

Despite this, Rance continued to support both his child and her mother and even had a house built for them and provided support for their needs. Estella is close to her parents, whom she calls “Mama” and “Papa.”

When Rance became a widower on Aug. 20, 2000, he filed a petition to adopt Ma. Estella. In his petition, Rance requested that Estella’s middle name “Garcia” be replaced with her mother’s surname “Ramos” and that her surname “Ramos” be replaced with “Reyes,” his own surname. The Court granted Rance’s petition to adopt Ma. Estella.

No. It is not necessary to have a law to allow the use of a middle name. Although Article 176 of the Family Code, amended by the new law RA 9255 or the “Act Allowing Illegitimate Children to Use the Surname of their Father,” is silent on the issue of which middle name a child may use, Article 357 requires the addition of the mother’s middle name or surname when the child shares the same name as a descendant.

Similarly, Article 135 of the Civil Code allows an adopted child to use the surname of the adopter but does not specify which middle name may be used. Article 189 of the Family Code, which states the effects of adoption, also does not address this.

However, the authors of the Family Code recognized the Filipino custom of adding the mother’s surname as a child’s middle name and suggested that the mother’s surname should come before the father’s surname. Allowing Estella to use her mother’s surname (Ramos) as her middle name would keep her maternal lineage, as she is an heir of her mother.

In the future, Estella would also inherit rights from her mother. It would strengthen the bond between mother and child and avoid the stigma associated with being an illegitimate child.

Therefore, Estella may use her mother’s surname as her middle name (In the matter of the adoption of Stephanie Nathy Astorga Garcia, G.R. 148311, March 31, 2005, 454 SCRA 541).
