MANILA, Philippines – A 21-year-old woman has filed a complaint alleging she was assaulted by a Singaporean businessman five years ago, when she was just 16 years old.
The victim formally accused Narwani Ricky Ravin, who identified himself as the president of a tailoring company in Singapore, of sexual assault, according to a complaint-affidavit.
The alleged incident occurred on Jan. 27, 2020, at the Pan Pacific Hotels Group in Malate, Manila.
According to the complaint-affidavit submitted to prosecutors in Manila, the incident took place during a birthday party attended by the victim’s mother.
The victim said that Ravin asked her to accompany him to an adjacent, connecting room, claiming he needed to show her a gift intended for her mother.
The complaint alleged that when the then-16-year-old victim declined to enter the bedroom, Ravin insisted, eventually pushing her inside, locking the door and restraining her on a bed.
She reported that Ravin proceeded with the sexual act despite her repeated objections.
A supporting affidavit was provided by a witness, who was also 16 at the time.
The witness stated that he saw the victim return from the room “visibly distressed, crying and trembling.” He said that the victim immediately told him that Ravin had sexually assaulted her.
Why the long wait? According to the affidavit, the victim explained the five-year delay in filing the formal complaint, citing their youth and limited understanding of the legal processes at the time.
“That at the time of the commission of the crime, I was only sixteen (16) years old. Because of my young age, I was overwhelmed with fear for my life and safety, and I did not know how to protect myself or where to seek help,” the complaint read.
“That the witness to the incident was also very young at that time, and both of us were afraid to speak up,” the victim added.
The complaint further stated that the victim’s mother tried to contact Ravin the day after the alleged incident but found his phone unavailable, later learning he had already returned to Singapore.
The complaint has been officially forwarded to the Office of the City Prosecutor for review.
