The Aurora Pacific Economic Zone and Freeport Authority (APECO) has signed a memorandum of understanding (MOU) with three private-sector partners for a proposed ?9.45-billion liquefied natural gas (LNG)-based power generation project in Casiguran, Aurora, aimed at attracting energy-intensive industries.
The partnership involves US-based ARQ Development Corp. LLC, SC Megaworld Construction and Development Corp., and Philippine firm HML Technologies.
The project’s initial phase targets a capacity of 50 to 100 megawatts (MW), with plans to expand to 500 MW by the third year and 2,000 MW over the long term, subject to feasibility studies and regulatory approvals.
The proposed development aims to attract data centers, hyperscalers, defense-related locators and other industries requiring reliable power within APECO’s 12,923-hectare economic zone.
APECO President and CEO Gil Taway IV said reliable electricity, adequate water supply and digital connectivity are critical to attracting investors and sustaining business operations.
Under the MOU, the partners will conduct a feasibility study and coordinate engineering, construction, permitting and power offtake arrangements. The project will also cover LNG supply, storage and regasification facilities, substations, and expanded electrical infrastructure.
The agreement was signed at the Philippine Consulate General in Houston during APECO’s US investment mission from October 24 to 30.
If realized, the project could boost Aurora’s investment appeal, attract new industries, generate employment and stimulate local economic activity. It also positions APECO to compete for large-scale investments that depend on reliable power infrastructure to support long-term business expansion.
