Aftershocks expected after magnitude 5.5 quake in Negros

Aftershocks are expected following the magnitude 5.5 earthquake that jolted parts of Negros Occidental and nearby provinces early Monday morning, the Philippine Institute of Volcanology and Seismology (Phivolcs) said.

Phivolcs said the earthquake struck at 3:06 a.m. 16 kilometers southeast of Candoni, Negros Occidental.

It is a tectonic earthquake, with an 89-kilometer depth of focus, Phivolcs added.

Taal Volcano continues to rumble with quakes, tremors

Volcanic earthquakes and tremors continue to shake Taal Volcano in Batangas province, the Philippine Institute of Volcanology and Seismology (Phivolcs) said on Monday morning.

In its latest bulletin, Phivolcs reported that the volcano registered 15 volcanic earthquakes over the past 24 hours, accompanied by 11 episodes of volcanic tremor, each lasting one to four minutes.

On Sunday, the agency recorded 9 volcanic quakes and 6 tremors. The day before, Taal exhibited 11 quakes and 4 tremors.

From Oct. 1 to 31, a total of 367 volcanic earthquakes and 69 tremor episodes were documented-showing a notable rise from September’s 189 quakes and 129 tremors.

Phivolcs explained that volcanic earthquakes are ‘generated by magmatic or magma-related processes beneath or near an active volcano.’ Tremors, meanwhile, are ‘continuous seismic signals with regular or irregular waveforms and low frequencies (0.5-5 Hz).’

According to the agency, these tremors may be triggered by magma resonance as it moves through cracks and vents, closely spaced low-frequency quakes, or small explosions within the volcano.

Phivolcs also reported that Taal emitted 318 metric tons of sulfur dioxide and produced 600-meter-high plumes, classifying the activity as a ‘weak emission.’

No upwelling of hot volcanic fluids was observed in the Main Crater Lake, and no volcanic smog or ‘vog’ was detected during the monitoring period.

Phivolcs maintained Taal’s Alert Level 1 status, indicating that the volcano remains in an ‘abnormal condition’ and that the threat of eruptive activity persists.

‘At Alert Level 1, sudden steam-driven or minor phreatomagmatic eruptions, volcanic earthquakes, minor ashfall, and lethal gas emissions may occur and pose danger to areas within Taal Volcano Island,’ the agency warned

Yes, you read that right, he was honored on Halloween! It’s almost as if the man who made nightmares famous orchestrated the timing himself, proving once again that some things are just meant to be. If there was ever a holiday that should be aligned with the name of Robert Englund, it should be Halloween, of course. Robert Englund is the reason why, specifically his timeless portrayal as Freddy Krueger, that Halloween is even more memorable because of all the ‘A Nightmare on Elm Street’ films that he has done, which have become a tradition to revisit during that spookiest time of the year.

For decades, Robert Englund has been a cornerstone of the horror genre, an icon among icons, the titan of titans of horror, and without a doubt a genuine cinematic legend. When you talk about the Mt. Rushmore of movie monsters-Freddy, Jason, Michael, Ghostface-Englund’s Freddy is always, always, first in the conversation. He didn’t just play an onscreen character; he became an entire cultural phenomenon, a gloved, fedora-wearing, wise-cracking evil force of nature that transcended the big screen and embedded himself into the collective consciousness of a generation, you bet.

Hey, Robert Englund is the reason why so many young people back then, especially young adults, had a hard time sleeping at night, worrying that they might see Freddy Krueger in their dreams, let me correct myself on that, I mean, nightmares! Haha. I myself, after watching my first ‘A Nightmare on Elm Street’ movie, many years ago, could not sleep well the first night because of it. That is how effective he was, that is how frightening he was, and that is how terrifying Freddy Krueger was!

The truth is, besides being Freddy Krueger, we’ve seen Robert Englund in countless roles over his fifty-year career. The classically trained actor has done everything from stage work to his breakthrough role as Willie in the TV miniseries ‘V.’ But it was in 1984, in Wes Craven’s original ‘A Nightmare on Elm Street,’ that he carved his name into immortality (pun intended) and turned everyone’s attention to his embodiment of Freddy Krueger himself, a life-changing role that 100% would be a match for him beyond his wildest dreams.

Loads of credit go to Robert Englund for helping break the established formula that had gone stale. Why so? Before Freddy Krueger, slashers were mostly silent, unstoppable forces of death, void of any real personality whatsoever. Yes, sure, they were scary, sure, but Robert made death fun. He injected his own brand of twisted personality, dark humor, and a genuine, unsettling humanity into a monster, which changed the game forever. He gave us that signature shoulder dip, that menacing cackle, and that iconic glove, which truly became an extension of his horrifying performance. Speaking at the ceremony, his ‘A Nightmare on Elm Street’ co-star from the original film, Heather Langenkamp (‘Nancy Thompson’ herself!) lauded his professionalism and the sheer evil he brought to the role, recalling the chills Robert Englund sent down everyone’s spines when he declared, ‘This is God’ on set. Filmmaker Eli Roth, who has become a key modern figure in horror, echoed this sentiment, emphasizing how Robert Englund ‘truly understands how to find humanity, even in a monster.’

That is an insane supernatural power, which made him nearly indestructible and hard to kill, because how can you combat someone or defeat an evil force if you can’t even sleep? So, there were many reasons behind Freddy Krueger’s supernatural power that made him a monster.

So, yes, this star was a long time coming. And I am glad he lived to see the day it happened, because based on how he spoke, it meant tremendously to him that all the times he became Freddy Krueger were well worth it. It is a well-deserved recognition not just of his most famous onscreen character, but of a career filled with genuine talent, originality, and an indelible, undeniable mark on cinematic history, especially in the horror genre. At 78 years old, he’s earned this honor, and the timing could not be more poetic.

As he posed with his star, wearing that iconic claw glove, he gave a shout-out to Wes Craven and ended his speech perfectly: ‘Trick or f****** treat!’ Haha.

Welcome to prime time, indeed, Mr. Englund. Pagasa last spotted Tino around 285 kilometers east-southeast of Guiuan, Eastern Samar.

Typhoon Tino continues to move west-southwestward at 25 kph, with maximum sustained winds of 120 kph and gusts of up to 150 kph, Pagasa said.

Tino was forecast to make an initial landfall at near peak intensity with winds around 150 to 165 kph on Monday evening or early Tuesday morning in the vicinity of the southern portion of Eastern Samar, Leyte, Southern Leyte, or Dinagat Islands, Pagasa added.

Solon wants agri road probe as ICI transparency still a concern

A congressional investigation into possible corruption issues surrounding farm-to-market roads appears necessary, especially with the pending concerns about the Independent Commission for Infrastructure (ICI) transparency, ACT Teachers party-list Rep. Antonio Tinio said on Monday.

Tinio, in an interview with reporters at the Batasang Pambansa complex, was asked why he and the rest of the Makabayan bloc filed House Resolution No. 421 – a call on the House of Representatives to check on the alleged overpricing of farm-to-market roads – when such issues can be left to the ICI, the same body doing the flood control probe.

Tinio, in response, said it is good that all avenues for investigation will be exhausted, noting that the House and the Senate’s separate investigations on the flood control issues yielded good results.

‘Well, again, I think it’s important that all venues of investigation are maximized. In the same way that the role of the House and Senate investigations on the flood control yielded a positive outcome, and now that we are still having problems with the lack of transparency in the ICI’s processes,’ Tinio said in Filipino.

‘So, I think it is important that we start an investigation on farm-to-market roads and ultimately let the public decide on its credibility,’ he added.

Makabayan filed the resolution on October 29, citing the Department of Agriculture’s (DA) National Farm-to-Market Roads Network Plan for 2023 to 2028, which proposed a budget of P15.91 million per kilometer for farm-to-market roads.

This, Makabayan said, is P6.4 million higher than the average cost of P9.486 million per kilometer.

The plan also included an additional P1 million per kilometer for ‘better connectivity and street design,’ the resolution stated.

ICI is currently in the thick of investigations on the flood control mess, but it has been criticized for not livestreaming its hearings, keeping people in the dark.

Last September, past and present House lawmakers like Mamamayang Liberal Party-list Rep. Leila de Lima, Akbayan Party-list Rep. Percival Cendaña, and former Bayan Muna lawmaker Neri Colmenares have called on the ICI to livestream discussions so that the people can monitor proceedings and be engaged with the country’s latest corruption scandal.

Aside from calls for a livestream, de Lima said there may be a need to really push for a law that would institutionalize the ICI.

Corruption and food security

According to Tinio, there is a need to ascertain whether farm-to-market roads have fallen prey to corruption, as no less than Agriculture Secretary Francisco Tiu Laurel Jr. believes the road construction costs have been bloated.

Farm-to-market roads are DA projects in partnership with the Department of Public Works and Highways (DPWH) – the same agency dragged into the flood control mess.

‘It appears that, based on initial investigations, including budget hearings, there is a systematic overpricing of farm-to-market roads, which even Secretary Laurel himself said could be overpriced by up to 50 percent. P15 million per kilometer is the official price or the standard pricing of the DPWH, but he thinks it can be done for around P10 million,’ he said speaking in Filipino.

‘We have received several reports on the ground that many of the projects are substandard, some are ghost projects, and some are not really being utilized by farmers, so if we have a massive corruption scheme regarding flood control, it seems we also have another with farm-to-market roads and we should investigate that, reveal and hold accountable the proponents and contractors,’ he added.

If the government is fighting corruption in flood control projects, Tinio said farm-to-market roads should also be rid of any irregularities since it directly impacts farmers and food prices.

Tinio explained that logistics – the need to transport rice grains and other issues related to far-flung farmlands – are being used by traders as a reason to buy palay at a very low farmgate price.

‘One of the reasons cited by traders or middlemen to take advantage and lower the buying prices of palay is the issue of logistics, that the farmlands are located in a far-flung area and it cannot be easily accessed by market traders. This is used to take advantage of our farmers,’ he said in Filipino.

‘There would be a big impact if we had good roads and transportation costs would be cut, that is the intention of farm-to-market roads, but if these funds are channeled to corruption, the road network is in shambles, palay prices will continue to fall, and our farmers will remain poor. It’s estimated that up to 30 percent of the palay supply is affected by a lack of access to farm-to-market roads.’

Ejercito pushes ‘Emman Atienza Bill’ vs cyberbullying, fake news

Senate Deputy Majority Leader JV Ejercito has filed a bill seeking to address the growing wave of cyberbullying, fake news, and online defamation in the country, especially against vulnerable users such as the youth.

He particularly referred to it as the Anti-Online Hate and Harassment Bill, also known as the Emman Atienza Bill.

‘While social media serves as a platform to advocate for truth, it has also given room for ruining reputations, spreading fake news, rumors, false accusations, and violence,’ Ejercito said.

‘In reality, there are no delete or edit buttons for the ones we have hurt,’ he added.

In filing his bill, Ejercito noted that many young people have fallen victim to online bullying, including Emman Atienza, the late daughter of his friend and TV personality Kim Atienza, after whom the bill is named.

‘With the primary objective to protect individuals from online harassment, this bill seeks to strengthen the implementation of laws that deter cyberbullying and online hate,’ Ejercito said.

‘And as Emman used to always say, to promote a little kindness,’ he added.

The senator then proceeded to explain that his recently-filed Senate Bill No. 1474 expands the protection of citizens under existing laws such as the Cybercrime Prevention Act and the Anti-Bullying Act, which he describes as limited in scope.

Under the proposed legislation, acts such as cyberlibel, online hate speech, and harassment, including expressions inciting hatred or discrimination based on one’s gender or sexuality, cyberstalking, and the non-consensual sharing of private information will be explicitly penalized.

It affirms that fair commentary, satire, criticism, and opinions, especially those directed at public officials, remain fully protected except when they contain false or defamatory statements.

Pursuant to the measure, digital platforms will be required to act swiftly by removing or blocking harmful content within 24 hours of verified complaints or court orders.

They must also suspend or ban offending users, preserve digital evidence, and provide accessible reporting and redress systems. Failure to comply may lead to penalties or affect their authority to operate in the Philippines.

To ensure that victims receive the help they need, the bill mandates a Victim Support and Protection Program that offers psychosocial support and counseling through the Department of Social Welfare and Development and the Department of Health, as well as legal aid and protection through the Department of Justice, including assistance in securing protection orders when necessary.

Ejercito said the cost of these services will be borne by the perpetrators.

Meanwhile, perpetrators of online abuse will face stiff sanctions, including imprisonment and fines ranging from PHP 50,000 to PHP 200,000, depending on the gravity and frequency of the offense.

Cebu Pacific borrows Bulgaria Air jets

Budget carrier Cebu Pacific signed a damp lease agreement with Bulgaria Air, allowing the use of the latter’s fleet for the anticipated passenger hike amid peak travel season.

On Oct. 30, Cebu Pacific announced the partnership with the international airline, which will cover the lending of two Airbus 320 CEO aircraft from Bulgaria Air.

The wide-bodied jets have a 180-seating capacity. They will fly four domestic routes from Manila-going to Cebu, Davao, Iloilo and Cagayan de Oro-during the Christmas and New Year holiday season.

Under the terms of the lease agreement, Bulgaria Air will provide aircraft, pilots, maintenance and insurance.

Meanwhile, Cebu Pacific is mandated to deploy its own cabin crew. ‘We are continuously exploring ways to expand our fleet and ensure operational resilience,’ said Cebu Pacific president and chief commercial officer Xander Lao.

Lao added, ‘Our damp lease agreement with Bulgaria Air will allow us to meet strong travel demand from December 2025 to January 2026.’

Semirara’s profit drops to P9.89B on lower coal, power prices

Semirara Mining and Power Corp. (SMPC), led by tycoon Isidro Consunji, saw its earnings in the first nine months decline by 37 percent on weaker energy prices.

In a disclosure Monday, the firm said its core net income fell to P9.89 billion from P15.7 billion recorded a year earlier.

Its power business accounted for 57 percent of SMPC’s profit in the period, with coal operations providing the remaining 43 percent.

‘[This was] mainly due to the continued normalization of coal and spot electricity prices, higher noncash costs, and the equity net loss from its cement associate,’ it said.

Higher production and better plant performance also failed to lift its revenues weighed down by lower prices. The group said its topline posted a 13-percent drop, reaching P43.26 billion from P49.67 billion.

Hilbay: No new law needed for ICI; make Ombudsman, DOJ do their jobs

There is no need for a law to institutionalize and put more teeth into the Independent Commission for Infrastructure (ICI), the super body created by President Ferdinand Marcos Jr. to probe the anomalous flood control projects and other public works in the past decade, a former solicitor general said.

According to Florin Hilbay, who served as the solicitor general during the administration of former President Benigno ‘Noynoy’ Aquino III, the Office of the Ombudsman and the Department of Justice (DOJ) should be at the forefront of investigating and prosecuting graft and corruption in the government.

‘Between the Office of the Ombudsman (a constitutional body with power to investigate and prosecute) and the Department of Justice (which embodies the Chief Executive’s inherent power to investigate and prosecute), the government already has the full institutional capacity and authority to go after all erring public officials, including those involved in infrastructure/flood control/ghost projects,’ he said in a Facebook post on Monday.

Hilbay’s remarks came as different groups and lawmakers reiterated their calls for Marcos to certify as urgent bills filed in both the House of Representatives and Senate that grant more powers to the existing ICI, which is limited by executive powers.

Certifying the bill as urgent allows the House and the Senate to approve a bill on second and third reading on the same day, bypassing the usual three-day waiting period.

Marcos was open to this legislation, but he had not moved to prioritize this measure. The president noted that the ICI was performing well despite its limitations.

‘The idea that the government needs to pass another law (and spend more money) to make the ICI more independent and powerful is simultaneously constitutionally ignorant and impractical,’ the former top government counsel said.

‘No institution has ever become independent simply because ‘the law’ so declared,’ he added.

Hilbay called out the ombudsman for failing to do its legal and constitutional mandate of investigating and prosecuting illegal, unjust and improper acts of public officers, including inefficiency, red tape, mismanagement, fraud and corruption.

‘Both the ombudsman and the DOJ have billions of funds to do their job, and yet we keep on hearing recommendations (from politicians) for even more funding for these offices, as if added funding could buy honesty and credibility,’ he said.

The DOJ has a P10.5 billion budget this year, and is requesting for P10.8 billion appropriations for 2026.

Meanwhile, the ombudsman is requesting P6.5 billion for next year, which is higher than its current allocation of P5.7 billion.

Hilbay also found it ironic and illogical that politicians would be belatedly pushing for another law to ensure public accountability for the crimes they themselves or their colleagues committed.

‘It is also utterly disrespectful of the outrage of the Filipino people,’ he observed.

‘In a rational world, people who fail at their jobs lose credibility and employment. It is only in government where failure is rewarded with more funding and additional powers,’ Hilbay lamented.
