Professor Achilles C. Emilianides elected to the International Academy of Comparative Law

The University of Nicosia is pleased to announce the election of Professor Achilles C. Emilianides as a Titular Member of the International Academy of Comparative Law (IACL).

Founded in Hague on 13 September 1924, the International Academy of Comparative Law is an international body of scholars dedicated to the comparative study of different legal systems. The Academy is composed of Titular Members, who are elected by the existing Titular Members. Today, it includes approximately 150 Titular Members from around the world. Together with the Associate Members, they constitute the full membership of the IACL.

Professor Emilianides currently serves as President of the Cyprus Academy of Sciences, Letters, and Arts and as Dean of the School of Law at the University of Nicosia, while also practicing law as an advocate.

His election is of particular significance, as Professor Emilianides is the first member, whether Titular or Associate, to be elected to the IACL while based in Cyprus. It is noted that Professor Symeon Symeonides, also of Cypriot origin, had previously been elected as a Titular Member while based in the United States.

This important international distinction reflects Professor Emilianides’ academic and scholarly contribution to legal science and to the field of comparative law.

President expresses Nicosia’s readiness to strengthen cooperation with Kazakhstan

President Nikos Christodoulides expressed the readiness of the Republic of Cyprus to strengthen cooperation, particularly in the fields of business, connectivity, energy, investment and tourism, during his private meeting on Wednesday with the President of Kazakhstan, Kassym-Jomart Tokayev, in Astana.

According to a post by the Presidency of the Republic of Cyprus on X, President Tokayev welcomed President Christodoulides to the Palace of Independence in Astana as part of the first official visit by a President of the Republic of Cyprus to Kazakhstan.

During their one-to-one meeting, President Christodoulides ‘reaffirmed the commitment to further deepening bilateral relations, expressing the readiness of the Republic of Cyprus to enhance cooperation, particularly in the areas of business, connectivity, energy, investment and tourism.’

At the same time, it adds, ‘he highlighted the role of the Republic of Cyprus as a reliable European partner that supports the further strengthening of relations between the European Union and Central Asia, particularly with Kazakhstan, which is the EU’s most important partner in the region.’

He also briefed his counterpart on the latest developments regarding the Cyprus issue, according to the post.

It is noted that the two leaders also had the opportunity to exchange views on EU-Kazakhstan relations, as well as on regional and international issues of mutual interest.

EU Informal Cohesion Policy meeting takes place in Nicosia on June 4 and 5

The Informal Meeting of EU Ministers responsible for Cohesion Policy will take place on June 4 and 5, 2026, as part of the Cyprus Presidency of the Council of the EU in 2026.

According to a press release by the Secretariat of the Cypriot Presidency, the meeting will be chaired by Finance Minister Makis Keravnos, while the European Commission will be represented by the Commissioner responsible for Cohesion and Reforms, Executive Vice-President Raffaele Fitto.

As noted, the meeting will be attended by delegations from the 27 EU Member States, the countries of the European Free Trade Area, the European Parliament, the General Secretariat of the Council, the Court of Auditors, the European Investment Bank, the Committee of the Regions, and the European Economic and Social Committee.

It is noted that the main proceedings of the Conference will take place on June 5, 2026, at the ‘Filoxenia’ Conference Center in Nicosia and will include discussions on two thematic areas.

In the first part, Ministers will exchange views on the role of Cohesion Policy in providing the necessary incentives, development prospects, and employment opportunities so that European citizens can remain, prosper, and build their future in their home regions, while in the second part, the Ministers will discuss the specific challenges faced by island regions and how these can be addressed through European policies, particularly Cohesion Policy, in light of the upcoming EU Strategy for Islands.

It is further noted that, specifically for Cyprus, as an island Member State within the European Union, recognition of the island dimension is a key factor, adding that the EU Strategy for Islands will be presented on June 26, 2026, during a high-level meeting to be held in Paphos.

As part of the meeting, a social event and a visit to a project co-funded by the Cohesion Policy will take place on June 4, 2026.

Specifically, on Thursday afternoon, Nicosia Mayor Charalambos Prountzos will welcome the Ministers at City Hall, where they will have the opportunity to enjoy a panoramic view of the capital and look out over its Turkish occupied section, and then proceed to the Old Municipal Market of Nicosia, which was restored with the support of Cohesion Policy and now houses the CYENS Center of Excellence.

Participants will have the opportunity to learn about the results of Cohesion Policy investments in research, innovation, and development, as well as about innovative applications and projects being developed at the CYENS Center of Excellence. This will be followed by an official dinner hosted by the Minister of Finance, Makis Keravnos.

According to the press release, cohesion policy is the EU’s main long-term investment policy. Since its accession to the European Union, Cyprus has benefited substantially from Cohesion Policy, with total public expenditure on investments amounting to approximately 4 billion euro. By utilizing resources from the Cohesion Policy Funds, critical infrastructure, investment projects supporting entrepreneurship, research and innovation, and employment, as well as social initiatives, contributing to the development and modernization of the economy and the support of society.

According to an economic impact study, investments made through Cohesion Policy during the 2014-2022 period contributed to a 6% increase in gross domestic product and the creation of 24,000 new jobs. Today, Cohesion Policy in Cyprus is implemented through the ‘THALIA 2021-2027,’ which includes public investments exceeding 1.8 billion euro across nearly all sectors of economic and social activity, the statement concludes.

President optimistic that entrepreneurs can lead to new Cyprus – Kazakhstan ties

President Nikos Christodoulides expressed optimism that entrepreneurs, investors and innovators can lead to new partnerships and long-term cooperation between Cyprus and Kazakhstan.

Addressing the Cyprus-Kazakhstan Business Forum in Astana Wednesday, the President noted that the strengthening relations between countries is not only about political dialogue, but also about strengthening economic ties, about building closer links between our business communities and creating new partnerships, new investments, new opportunities.

“Cyprus views Kazakhstan as a strategically important partner in Central Asia. A country of growing regional and international significance. A country playing an increasingly important role in strengthening connectivity between Europe and Asia and in advancing new trade and investment corridors across Eurasia”, he said.

President Christodoulides noted that Cyprus recorded a growth rate of 3% during the first quarter of 2026, the highest in the European Union, adding that according to the European Commission’s Spring Forecast, Cyprus is also expected to remain among the fastest-growing economies in the EU in 2026, while unemployment is projected to decline to historic lows.

He spoke about the sound public finances, sustained fiscal surpluses and a steadily declining public debt trajectory, with public debt standing at approximately 52.2% of GDP in 2025. The President also noted that Cyprus is now rated within the ‘A’ category by all major international credit-rating agencies.

In his remarks he said that Cyprus offers a highly competitive and business-friendly environment, including a 15% corporate tax rate – among the lowest in the European Union – as well as an extensive double-taxation treaty network covering more than 65 countries, including Kazakhstan.

“Cyprus today serves as a reliable business and investment hub within the European Union, offering international companies a stable and efficient base for operations across Europe, the Eastern Mediterranean and the greater Middle East. A bridge between Europe and wider Asia, including India, the Gulf region and Central Asia”, he said.

The President also noted that Cyprus hosts one of the leading ship-management centers in the world and one of the most important maritime clusters within the European Union.

He said that the Trans-Caspian International Transport Route, the so-called Middle Corridor, is acquiring growing strategic importance and Kazakhstan is emerging as a central pillar of this new connectivity architecture between Asia and Europe, while Cyprus, at the crossroads of Europe, the Eastern Mediterranean and the wider Middle East, can serve as a complementary gateway into the European Union and the broader region.

The President noted that the government sees significant opportunities for closer Cyprus-Kazakhstan cooperation in areas such as, shipping and maritime services, transport and logistics, fintech and digital technologies, artificial intelligence and innovation, energy, including renewable energy, pharmaceuticals and healthcare as well as agriculture and food security.

“Cyprus can serve as an effective entry point for Kazakh companies seeking access to the European market, while also acting as a reliable partner for regional operations and investment structuring. At the same time, we welcome greater Kazakh investment interest in Cyprus and in the wider Eastern Mediterranean and greater Middle East region,” he said.

The Prime Minister of Kazakhstan Olzhas Bektenov said that the forum has reaffirmed the mutual interest in deepening economic cooperation between the two countries.

He described Cyprus as a reliable and forward-looking partner in the Mediterranean region, pointing out that Kazakhstan, under the leadership of President Tokayev, continues to pursue comprehensive political reforms to diversify its economy, foster innovation, and promote a knowledge-based development model.

The Premier said that investment policy and capital attraction serve as cornerstones for maintaining sustainable economic growth, modernizing infrastructure, driving technological renewal, and enhancing productivity.

“The government is building a comprehensive architecture for engagement with investors, from strengthening the external track for attracting foreign capital to improving domestic project support. Guided by the constitutional principles of law and order, we attach particular importance to further improving the country’s business climate and protecting investors’ rights,” he noted.

In his closing remarks the Prime Minister pointed out that last year, Kazakhstan’s GDP grew by 6.5%, significantly exceeding the global average of around 3%, FDI increased by 14.4%, reaching $20.5 billion.

He added that his country is attracting an increasing number of international partners, including from Cyprus.

“FDI from Cyprus into Kazakhstan since 2005 exceeded $5.4 billion. Notably, almost half of this amount was invested over the past five years,” he pointed out.

Bektenov went on to say that they see significant potential to further increase bilateral trade and expand the range of goods supplied.

He referred to his country’s strategic location at the heart of Eurasia, pointing out that it is emerging as a key regional trade and logistics hub.

“Our country accounts for more than 80% of all overland cargo traffic between China and Europe. In this context, Cyprus could play an important role as a logistics and distribution hub in the eastern Mediterranean. The launch of the Astana-Larnaka and Almaty-Larnaka direct flights creates new opportunities for passenger traffic and for more efficient cargo logistics, including the transportation of higher-value added and time-sensitive goods”, he said.

The Premier noted also that in the face of climate change and global supply chain disruptions, agriculture plays a critical role in ensuring sustainable development and food security, adding that Kazakhstan is among the world’s top 10 producers of grain, exporting to over 70 countries.

He added that Cyprus is globally recognized for the high quality and wide range of its agricultural produce, including olives, citrus, cheese, wine, vegetables and herbs.

“Given the geographic distance between our countries, digital technologies and innovation can become powerful drivers of bilateral cooperation”, he said.

In his remarks the Premier also referred to Kazakhstan’s efforts in digital transformation, e-government system, pointing out that they have set a clear goal of transforming Kazakhstan into a fully digital and AI-driven state.

“To achieve this objective, we established the Ministry of Artificial Intelligence and Digital Development, launched 2 powerful supercomputers, and created the International Artificial Intelligence Center, ALIMPI. Astana Hub has become one of the largest technology parks in the Eurasian region, supporting startups, innovation, and advanced research. We stand ready to cooperate with Cyprus in the areas of IT, FinTech, GovTech, startup ecosystems, venture financing, and digital public services”, he said.

The Prime Minister concluded by pointing out that leveraging our respective strength and exploring new avenues of cooperation, we can create a mutually beneficial partnership.

Cyprus signs two Council of Europe agreements

Cyprus has signed two Council of Europe agreements. The first is the Third Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters and the second is the Convention on the Protection of the Environment through Criminal Law.

Deputy Secretary General of the Council of Europe, Bjørn Berge, wrote on his ‘X’ account “thank you to Cyprus and Ambassador George S. Yiangou for your continued support and commitment, and for signing the Third Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters and the Convention on the Protection of the Environment through Criminal Law”.

It is noted that the Third Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters aims to strengthen the capacity of member and partner states to respond effectively to crime, particularly in a context of rapid political, social and technological change. It supplements and updates the Convention adopted in 1959, as well as its first two Additional Protocols, to adapt them to contemporary challenges.

The main advances include simplification and acceleration of mutual assistance procedures, extending the range of situations in which mutual assistance may be requested and broadening the use of electronic communication channels and video conferencing; enabling the use of technical surveillance tools such as GPS trackers and telecommunications interception; and introducing time limits.

The European Committee on Crime Problems (CDPC), which is behind this initiative, had stressed the need to revise certain provisions, particularly in the light of the lessons learned from the Covid-19 pandemic and the increasing use of digital tools in judicial cooperation.

Meanwhile, the purpose of the Convention on the Protection of the Environment through Criminal Law is to prevent and combat environmental crime, promote national and international cooperation, and establish minimum legal standards to guide States in their national legislations.

The main goal is the promotion and enhancement of the protection of the environment.

Two RescEU aircraft at European Regional Firefighting Station in Cyprus

The two RescEU aircraft are already stationed at the European Regional Firefighting Station in Cyprus, which is expected to be inaugurated later this year, Zacharias Giakoumis, Head of Communication at the European Commission’s DG ECHO, said on Wednesday.

Speaking at a briefing in Nicosia on the EU’s preparations ahead of the 2026 wildfire season, Giakoumis said the Commission’s package includes 27 aerial firefighting assets, 22 aircraft and five helicopters, as well as 787 firefighters from 14 countries, who will be pre-positioned in six countries.

For the first time, he added, European firefighters will also be pre-positioned in Cyprus, with 15 expected to be stationed on the island for an initial two-week period.

Replying to a question, Giakoumis said the President of the Republic is in contact with the European Commission to set the date for the inauguration of the Cyprus station.

He said the two RescEU aircraft are already at the station and are expected to be operational from June 15 to October 31. The station, he added, will host a total of six aircraft of the same type, one of which will be used for training purposes. Further details on staffing and equipment will be announced at the inauguration.

Giakoumis said the station will have a wider regional role, focusing on cooperation with countries outside the European Union and on strengthening operational capacity through joint exercises and other actions.

Referring to the broader EU framework, he said RescEU assets are mobilised through the EU Civil Protection Mechanism when assistance is requested by a country facing a crisis. The European Commission fully covers stationing costs, including personnel, as well as transport costs.

Cyprus, he said, has activated the Mechanism 12 times, seven of them for wildfires from 2016 to 2025, while it has provided assistance through the Mechanism 15 times over the past ten years, mainly for wildfires.

Giakoumis noted that 2025 was the worst wildfire year in the EU in the past two decades, with around one million hectares burned. For Cyprus, he said, it was also the worst recent year, with around 13,000 hectares burned.

For 2026, he said data up to April 30 show a situation close to the 20-year average, but forecasts point to above-average temperatures in the Mediterranean and southern Europe in July, August and September, increasing wildfire risk.

MEETING OF REPRESENTATIVES OF THE CYPRUS NATIONAL COMMITTEE OF THE INTERNATIONAL CHAMBER OF COMMERCE (ICC) WITH SENIOR OFFICIALS OF THE ICC

On Friday 29 May, the President of the Cyprus National Committee of the International Chamber of Commerce (ICC), Mr. Phidias Pilides, accompanied by the Advisor to the Cyprus National Committee, Mr. Leonidas Paschalides, had a meeting with Mr. John Denton, Secretary General of the ICC and Mr. Alexander Fessas, Secretary General of the International Court of Arbitration of the ICC, who are in Cyprus for a meeting with the President of the Republic who holds the Presidency of the Council of the European Union for the first half of 2026.

During the very constructive meeting, the priorities of both the ICC and the Cyprus National Committee were discussed in relation to the main areas of activity of the ICC, that concern international trade and business cooperation at an international level. The ICC officials expressed their appreciation for the work carried out by the Cyprus National Committee and for its contribution to the promotion of the positions and views of the ICC during the Cyprus Presidency. At the same time, the important role played by Cyprus as a bridge between the European Union and the Middle East was highlighted. In addition, there was discussion of ways to further strengthen the presence of the Cyprus National Committee in the activities of the ICC, since this will have a very positive impact on the work carried out by the predominant representative of the business world at an international level.

The ICC officials stated that they look forward to continuing the constructive discussions during the visit of Mr. Phidias Pilides and the President of the Cyprus Chamber of Commerce and Industry Mr. Stavros Stavrou to Paris on the occasion of the ICC World Council meeting that will be held on June 11.
