Zulum approves promotion benefits, leave grants for Borno workers

Borno State Governor, Prof Babagana Umara Zulum, has approved the immediate implementation of promotion salary benefits and payment of leave grants for civil servants across the state.

The approval followed a meeting with the leadership of the Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and National Union of Local Government Employees (NULGE) at the Government House in Maiduguri on Monday.

According to a statement by the Commissioner for Information and Internal Security, Prof Usman Tar, the decision followed a proposal by the Directorate of Establishment in the Office of the Head of Service on the implementation of the national minimum wage policy.

After discussions with labour leaders, the governor approved immediate payment of promotion salary benefits for state civil servants covering the 2023/2024 and 2024/2025 sessions.

He also approved payment of leave grants to all eligible civil servants for the 2025 session.

The governor further approved a review of salary arrears for workers in the secondary and tertiary education sectors, with implementation scheduled to begin in September 2026.

Zulum also constituted a task force to develop a strategy for implementing the new minimum wage and gratuity scheme for local government workers.

The committee, headed by the Commissioner for Local Government and Emirate Affairs, Sugun Mai Mele, is expected to submit its report within two weeks.

The governor also directed the Directorate of Establishment to prepare a blueprint for new recruitment into the civil service.

The recruitment plan will be based on a review of the workforce and identified gaps, particularly in replacing professionals lost to retirement and migration.

The measures, the statement said, were aimed at improving workers’ welfare and sustaining industrial harmony in the state.
