Cebu City starts cash aid rollout for ‘Tino’ victims

The Cebu City Government has started the distribution of emergency cash transfer (ECT) assistance to families affected by Typhoon Tino.

Department of Social Welfare Services (DSWS) head Portia Basmayor told The Freeman yesterday that the initial payout covers households whose homes were totally damaged, with each family receiving ?10,125 in financial aid.

The program will benefit over 3,000 families across more than 60 barangays.

DSWS personnel have been deployed to designated payout sites to facilitate the distribution and maintain orderly processing. Beneficiaries are reminded to bring valid identification and follow their assigned schedules.

Typhoon Tino struck the country in early November 2025, causing widespread devastation across Cebu and Negros. The storm displaced thousands and left hundreds dead nationwide. In Cebu City, several coastal and upland barangays reported homes washed out, prolonged flooding, and power outages.

As of early December, many families in the city and other parts of Cebu remain in temporary shelters due to lingering floodwaters and damaged infrastructure.

The ECT program is a post-disaster intervention that provides unconditional cash assistance to help affected families meet urgent needs such as food, medicine, and shelter repair. It is intended to bridge the gap between immediate relief and early recovery.

The city government has assured residents that payouts will continue until all qualified beneficiaries are covered. Coordination with barangay officials will remain crucial to ensure transparency and accountability in the distribution process.
