The Regional Disaster Risk Reduction and Management Council in Eastern Visayas (RDRRMC-8) has advised the public to defer all non-essential travel to and from the region starting Sunday as Tropical Storm Tino is expected to make landfall in Eastern Samar by the evening of Monday.
In its advisory, RDRRMC-8 cited information from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), which said the tropical depression is moving westward and will sweep across the region. According to Pagasa, Tino entered the Philippine Area of Responsibility at 8 a.m. on Sunday, with maximum sustained winds of 85 kilometers per hour (kph) near the center and gusts of up to 105 kph. As of 10 a.m., the center of Tino was about 955 km from Eastern Visayas.
The weather bureau said Tino is expected to move generally westward over the next three days and make initial landfall over Eastern Samar or the Dinagat Islands late Monday evening or early Tuesday morning, November 4.
The system may bring widespread rains, gusty winds, and rough seas across Eastern Visayas beginning Sunday, RDRRMC-8 added.
‘As part of proactive measures to ensure public safety and minimize travel disruption, the RDRRMC strongly advises deferring all non-essential travel to and from Eastern Visayas effective November 2, 2025, until weather conditions improve,’ the advisory, signed by the council’s officer in charge Rey Gozon, stated.
The council warned that the weather disturbance may cause long traffic queues, stranded passengers, and logistical disruptions in major ports, terminals, and road networks due to possible flooding, landslides, or suspension of sea travel.
Local disaster councils, law enforcement units, and transport authorities were instructed to coordinate with relevant agencies to ensure public safety, especially in high-traffic areas and locations vulnerable to weather-related hazards.
The public was urged to stay updated through official bulletins and advisories and to avoid travel unless absolutely necessary.
RDRRMC-8 remains on 24/7 monitoring and is coordinating closely with concerned agencies to ensure readiness and a timely response as the situation develops.
