ACT Wazalendo National Chairman Othman Masoud Othman (OMO) said the party joined the Government of National Unity (GNU) to foster cooperation rather than conflict.
Mr Othman, who is also First Vice President, made the remarks on Saturday, September 26, 2026, during a public rally in Gombani, Pemba, where he addressed party members and leaders days after taking his oath of office following a political deadlock that delayed the constitutional process for nearly a year.
“The Government of National Unity is an instrument of cooperation intended to ferry Zanzibaris across in their journey towards true justice and development; therefore, we are not competing, but cooperating,” he stated.
He said the move brings together forces to achieve fundamental goals envisioned by citizens since 2010.
The primary priority under the cooperative framework is overseeing the issuance of Zanzibari Identity Cards (ZanID) to every eligible citizen without partisan discrimination, with special directives issued to shehas to supervise the process transparently.
Once the national identity foundations are secured, Mr Othman said the cooperation would tackle seven core agenda items, including sweeping legal and institutional reforms, a new constitution and an independent electoral body to safeguard democratic mandates.
“The future of this journey also includes strengthening public service and justice delivery bodies so they serve all citizens impartially,” he emphasised, drawing comparisons with Singapore’s unity philosophy under “One Singapore.”
He stressed that both ACT Wazalendo and CCM carry a heavy supervisory duty, warning that a weak party translates to a weak government.
Work is currently under way through a Joint Committee, co-chaired by Omar Ali Shehe, to formulate a legal blueprint establishing solid reconciliation foundations.
However, he cautioned that dissenters or individuals attempting to derail the process, secured through immense sacrifice, would face no tolerance.
“Once the legal blueprint is completed, a special legal commission with statutory powers to direct the government will be formed,” he added.
Meanwhile, party Deputy Chairperson Ismail Jussa Ladhu declared that no individual would be permitted to derail these efforts or place personal interests above collective progress.
“We also face internal challenges where some figures preach change on platforms but pursue hidden agendas. This time, we will not tolerate them; we will flush them out early,” warned Mr Jussa.
