MANILA, Philippines — The Philippine delegation to the 11th Conference of the Parties (COP11) to the WHO Framework Convention on Tobacco Control (WHO FCTC) was commended by farmers’ groups and sectoral advocates for upholding the country’s sovereign right to evaluate proposed measures based on national priorities and capacities, especially those with potential impacts on rural economies and tobacco-growing communities.

In his opening statement, Ambassador Carlos Sorreta, head of the Philippine delegation, stressed the need for responsible transitions for communities that remain dependent on tobacco, noting that the crop continues to support livelihoods across various regions in the country.

“We must ensure transitions are socially and economically responsible as we work to diversify livelihoods and sustain investments, consistent with our laws and the Convention,” he said.

He added that the Philippines places importance on “sovereignty and different national contexts in the implementation of guidance.”

The delegation’s position emphasized that new proposals under the FCTC are voluntary in nature and should only be adopted after due review and alignment with existing national laws.

This position drew praise from local groups who argued that several of the more stringent proposals under discussion could carry significant socio-economic consequences if applied without consideration of local conditions.

The Northern Luzon Alliance (NLA), a congressional bloc representing tobacco-growing provinces, said the Philippine stance helped prevent the imposition of policies that do not match agricultural realities.

“We applaud the Philippine delegation for standing up for the welfare of farmers, consumers, and communities in tobacco-growing provinces and not agreeing to proposals to end government support for growers, impose quotas, and phase out tobacco sales are unrealistic, overly punitive, and incompatible with the country’s agricultural and economic realities,” the group said.

“Had these proposals been accepted, it would have amounted to an economic death sentence for entire agricultural provinces and the industries linked to them. Such measures would severely harm rural livelihoods, disrupt lawful industries, and jeopardize revenues that fund essential public services,” they added.

The Federation of Free Farmers (FFF) also highlighted the crop’s enduring role in rural life. “Tobacco remains a primary source of livelihood across nearly 20 provinces…More importantly, this is the only source of decent income many families have known for generations.”

The group said the delegation’s approach reflected an understanding of these realities.

“In protecting our farmers and the communities reliant on this crop, the Philippine delegation has done an act of compassion and fairness. They chose to listen to the people who would have suffered first and most. For that, we are deeply grateful. They protected not just our crops, but our dignity and our future.” /cb

MANILA, Philippines—Allen Liwag was sidelined for four games in the NCAA Season 101 men’s basketball tournament, and if you ask him, that’s four games too many.

In his much-awaited return on Friday, Liwag showed just why he was the reigning MVP of the league, powering College of St. Benilde to an 87-82 win over Emilio Aguinaldo College in Group B action at San Juan Arena.

“This game was so important,” Liwag said, fresh off a triumphant return. “I feel like I lost myself and my feel on the court so I tried to get it back on this game slowly.”

Liwag played like he wasn’t coming off a nagging shoulder injury with a near double-double of 16 points and eight rebounds with two assists, two steals and a block in 19 minutes of action.

The big man recorded numbers near his averages of 15.71 points and 9.0 rebounds in seven games played.

As if his recovery from injury wasn’t enough of a motivation, Liwag was also fired up upon learning who the Blazers would face in the quarterfinals.

Backed with a twice-to-beat advantage after ending the elimination round with a 9-4 record, Benilde has a huge chance of exacting revenge over defending champion Mapua, which swept them in yesteryear’s Finals.

“It’s automatic. That game is going to be good. We faced off last year in the Finals so we’ll be ready in the right way so we can bounce back,” he said.

The Cardinals fell to the third seed of Group A with a twice-to-win disadvantage earlier in the day after succumbing to Arellano, 62-58.

At the end of Friday’s double-header, the Blazers and the Chiefs clinched the twice-to-beat advantages as the second seeds of their respective groups.

Miss Universe Organization (MUO) president Raul Rocha immediately defended the pageant from allegations that Fatima Bosch’s win was rigged, as fueled by French-Lebanese musician Omar Harfouch on social media.

Shortly after Mexico’s Fatima Bosch was declared as Miss Universe 2025, Harfouch claimed that the results were already predetermined as Bosch’s father already had alleged “business” dealings with Rocha.

“Miss Mexico is a fake winner… Miss Universe owner Raul Rocha is in business with Fatima Bosch’s father,” the musician said. “Raul Rocha and his son urged me, a week ago in Dubai, to vote for Fatima Bosch because they need her to win ‘because it will be good for our business,’ they said to me!”

However, Rocha seemingly took offense to Harfouch’s claims when asked whether the pageant’s results were indeed rigged in a post-Miss Universe 2025 press conference in Thailand on Friday, Nov. 21.

In a video by pageant platform pageanthology, the video showed the upset Rocha approaching the journalist who asked about the rumors. The MUO president then showed screenshots of his exchange with Harfouch. 

Another post from Pageant Talk showed a glimpse of Rocha and Harfouch’s alleged argument, with the MUO president declaring that he will “cancel” the latter as a judge of the global tilt.

“I’ll cancel you… we were talking about beyond the crown. Our philanthropic program for social benefit that has been worked on for a whole year, and you have messed this project up with [your] unfortunate message,” Rocha’s message read.

Before the coronation of the scandal-laden global tilt, Bosch caught the attention of fans after walking out on Miss Universe VP for Asiana Nawat Itsaragrisil, after she was confronted by the Thai business mogul during a sashing ceremony.

LAPU-LAPU CITY, Cebu — As Cebu continues to recover from Typhoon Tino, the provincial government has organized a Leptospirosis Task Force to address the expected surge of cases following the major flooding across the province.

Under Executive Order (EO) No. 70, issued by Governor Pamela S. Baricuatro on Monday, November 10, the task force will manage the monitoring, response, and prevention efforts of the disease throughout Cebu.

The directive came after severe flooding displaced 53,981 families, or 198,522 individuals, in the province, who can potentially be exposed to contaminated floodwaters.

Although the Department of Health (DOH) has yet to report any leptospirosis cases following the typhoon, the order was issued as a precaution.

“Historical experience has shown that leptospirosis surges commonly follow major flood events,” the EO stated.

The DOH Central Visayas previously recorded 141 leptospirosis cases from January to August this year, showing the region’s vulnerability to post-flood infections.

Task force vs leptospirosis

Through the order, a 24/7 emergency operations center has been established to manage referrals, hotline services, and monitoring of suspected and confirmed cases.

The task force will also oversee case triage, coordinate dialysis support for severe patients, and ensure an adequate stock of antibiotics and other critical supplies.

A real-time dashboard will compile case reports, transfers, and available resources to support rapid response across the province.

Meanwhile, hospitals, rural health units, and local government units will work with the task force to strengthen surveillance and enforce prevention protocols.

Major flooding in Cebu

As Typhoon Tino battered Cebu on November 4, the province saw one of its worst floods on record, leaving over 150 people dead and displacing thousands of families.

Torrential rains, combined with flood control systems unable to manage the excessive rainfall, caused several rivers to overflow and inundate low-lying communities.

The intruder, identified as Johnson Wen, later claimed in an Instagram Story that he had been “freed after being arrested.” According to The Straits Times, he was detained after leaving Sentosa. 

Authorities identified Wen as a known serial intruder who has disrupted several high-profile events, including Katy Perry’s Sydney concert in June, The Weeknd’s concert in October 2024, and the men’s 100m final at the 2024 Paris Olympics.

CEBU CITY, Philippines — The city government here has begun releasing the year-end bonus and P5,000 cash gift to its regular and casual employees.

This is an early payout made in time for the city’s ongoing recovery efforts after Typhoon Tino and ahead of the holiday season.

Release started Nov. 12

City Treasurer Emma Villarete confirmed that the release started on November 12 (Wednesday), “in accordance with DBM Circular No. 2014-3 and Memo Ref. No. 141-11-2025 issued by the City Administrator.”

“We are already releasing starting yesterday in accordance with DBM Circular No. 2014-3 with Memo Ref. No. 141-11-2025 of the City Administrator,” Villarete said in a text message on November 13.

“Daghan na nga offices ang approved na gahapon, and naa sad karon [ongoing],” she added.

(Many offices have been approved yesterday, and there are also still [ongoing].)

One month’s pay

Villarete explained that the year-end bonus would be equivalent to one month’s salary, while the cash gift would be P5,000, as prescribed by the Department of Budget and Management (DBM). These benefits apply only to regular and casual employees, in accordance with national compensation rules.

“Only the regulars and casuals are entitled, kay mao ra gyud ang naa sa balaod (because that is what is in the law),” she clarified.

Nestor Archival’s directive

While the DBM circular mandates the November release, Villarete said the early disbursement would also align with Mayor Nestor Archival’s directive to advance employee benefits to help ease financial burdens following the typhoon.

“DBM circular provides the release, but it is also in time with the Mayor’s request for release due to the typhoon,” she said.

The City Treasurer’s Office will continue the payout “until all entitled employees receive” their bonuses and cash gifts.

HRDO confirms ongoing release

Henry Tomalabcad, Cebu City Human Resource Development Office (HRDO) chief, also confirmed that the distribution was ongoing, though the office had yet to consolidate data on how many employees had received their payouts as of Thursday.

Tomalabcad clarified that while regular and casual employees would receive the year-end bonus and cash gift, job order (JO) personnel would instead be entitled to a service premium, consistent with the city’s compensation policy.

Earlier, the HRDO thanked Mayor Archival and the 17th Sangguniang Panlungsod in a Facebook post for approving the weekly salary release for casual employees with at least 22 leave credits. The policy, effective November 2025, is detailed in a memorandum.

In line with national directive

The early release coincides with the Department of Budget and Management’s (DBM) call for agencies nationwide to distribute the year-end bonus and P5,000 cash gift alongside the first agency payroll for November 2025.

DBM Secretary Amenah Pangandaman issued Budget Circular 2024-3, authorizing the early disbursement of benefits to improve efficiency and boost employee morale.

“We know how much government personnel look forward to this time of the year—not just because it’s the season of giving, but because it’s a well-deserved recognition of their service and sacrifice,” Pangandaman said earlier.

The DBM has allocated P63.69 billion to fund the year-end bonus of civilian and uniformed personnel nationwide, and another P9.24 billion for the P5,000 cash gift to more than 1.85 million government workers.

Labor sector support

The Department of Labor and Employment (DOLE) Central Visayas has also encouraged private companies to grant similar early payouts, especially to workers affected by recent calamities.

Lawyer Roy Buenafe, regional director of DOLE-7, said employers would be urged to provide disaster leave with pay, hazard leave with pay, or immediate financial assistance, depending on their capacity.

“If company funds allow, DOLE VII encourages employers to release early the 13th month pay and bonuses to help workers repair their homes, pay rent, and cover living expenses,” Buenafe said.

Archival’s earlier directive

Archival earlier ordered a financial assessment to determine if the City Government could advance benefit releases for City Hall employees affected by Typhoon Tino.

He said the initiative would reflect the city’s effort to balance fiscal responsibility with supporting its workforce during difficult times.

MANILA, Philippines – The lawyer of Sen. Ronald “Bato” dela Rosa formally asked the Supreme Court (SC) for a temporary restraining order (TRO) against the implementation of a supposed arrest warrant from the International Criminal Court (ICC).

Court spokesperson Camille Mae Sue Ting said the plea for a restraining order was filed electronically but declined to comment if it was acted upon by the high tribunal.

“We confirm that in G.R. No. 278747, petitioners filed via eCourt PH today, November 13, 2025, (1) Very Urgent Manifestation With Most Respectful Reiterative Prayer for Issuance of TRO/Injunction and (2) Very Urgent Motion to Compel Respondent Jesus Crispin Remulla to Submit to the Honorable Court a Copy of the Alleged ICC Warrant of Arrest in his Possession,” Ting said in a message to reporters.

The motion filed by lawyer Israelito Torreon also asks the high court to direct the Department of Justice and the Department of Foreign Affairs to “formally submit within 72 hours a written certifications confirming or denying whether any ICC related warrant, note verbale, or communication has been received through official channels.”

He also asked the SC to stop the government in implementing any ICC warrant, red notice or surrender request against Dela Rosa.

The plea also asks the SC to stop the government from “extending any form of logistical, financial or protective assistance to ICC witnesses through the Witness Protection Program or any similar office.”

Last week, Ombudsman Jesus Remulla said an arrest warrant had already been issued by the ICC against Dela Rosa. (PNA)
