Insecticides worth P53.35 million were confiscated, and the Chinese man who owns the warehouse storing the products was arrested in Tarlac, the Criminal Investigation and Detection Group (CIDG) said on Monday.

The seizure and the arrest stemmed from a search warrant for violation of Section 155 in relation to Section 170 of Republic Act No. 8293 or the Intellectual Property Code targeting a warehouse in Barangay Parsolingan, Gerona, last Friday, the CIDG noted in a statement.

The police identified the arrested suspect as ‘De Yu.’

‘He was caught while allegedly manufacturing, storing, and trading aerosol insecticide canisters without the consent or authorization of the owner of the registered trademark,’ the CIDG said.

‘The authorities seized voluminous unfilled canisters, pressed canisters, canister lids, tin sheets/plates to be used for manufacturing canisters; and machinery and equipment used in the production of alleged counterfeit or trademark infringing aerosol insecticide canisters,’ it added.

The arrested foreigner was charged before the National Prosecution Service with violations of Sections 155, 168, and 169 of RA No. 8293, the CIDG further noted.

Heavy rainfall is expected in Zambales on Monday night due to the effects of Typhoon Uwan (international name: Fung Wong), while light to moderate rains are likely in other parts of Luzon, including Metro Manila, the state weather bureau said.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), flooding is possible in flood-prone areas under a yellow rainfall warning, the agency said in its 5 p.m. advisory.

Areas under a yellow rainfall warning may experience 7.5 to 15 millimeters of rain within one hour, which could persist over the next two hours.

Meanwhile, Pagasa advised residents of Nueva Ecija, Rizal, Metro Manila, and Bulacan to expect light to moderate rains over the next three hours.

Similar weather conditions are already affecting Batangas, Bataan, Tarlac, Zambales, Quezon, Cavite, Laguna, and Pampanga, and are expected to continue within the next three hours, possibly extending to nearby areas.

Thirty national road sections across Luzon and Mindanao remain impassable due to the effects of Typhoon Uwan (international name: Fung Wong), the Department of Public Works and Highways (DPWH) said Monday.

The DPWH said 24/7 clearing operations are underway to reopen the affected road sections.

‘The department advises the public to use alternate routes while clearing operations are ongoing,’ the DPWH said in an advisory.

Typhoon Uwan (international name: Fung-wong) is now out of Luzon’s landmass early Monday morning as it further weakens, according to state meteorologists.

As of 4:00 a.m., Uwan is now over the coastal waters of Bacnotan, La Union, per the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

Pagasa said the typhoon is moving west-northwestward at 25 kilometers per hour (kph), packing maximum sustained winds of 150 kph with gustiness of 230 kph.

This is weaker than its last update, when Uwan had packed maximum sustained winds of 165 kph with gusts of up to 275 kph.

As it moves northward over the West Philippine Sea, Uwan is forecast to re-intensify between Tuesday and Wednesday, Pagasa said.

However, due to unfavorable environmental conditions, the bureau said a weakening trend is expected through the remaining forecast period.

Uwan tore off roofs and uprooted trees as it traversed through Luzon’s landmass.

The Office of Civil Defense reported one dead and two injuries so far due to Uwan.

The Philippines is typhoon-prone, as it lies within the western Pacific Typhoon Belt, a region where warm ocean waters and moist tropical air create ideal conditions for tropical cyclones to form.

Meanwhile, Pagasa still raised Tropical Cyclone Wind Signals (TCWS) in Luzon and parts of Visayas due to Uwan.

San Miguel Corp. (SMC), through its infrastructure arm, has implemented toll-free access for marked government vehicles mobilized for relief and recovery operations in areas affected by Typhoon Uwan, in line with President Ferdinand R. Marcos Jr.’s directive to ensure the unimpeded movement of government responders across Luzon.

SMC Chairman and CEO Ramon S. Ang said the company’s toll operations teams were coordinating closely with the Department of Transportation (DOTr) and the Toll Regulatory Board (TRB) to facilitate the implementation of the President’s order.

‘Our priority is to make sure responders get to affected communities as quickly as possible,’ Ang said. ‘We have always worked with government in times of calamity. It’s part of our responsibility to help and to make sure aid reaches those who need it,’ he added.

SMC said tollway personnel have been deployed across its expressways to assist emergency convoys and ensure their safe and unimpeded passage. Expressways

SMC Infrastructure operates more than 200 kilometers of expressways in Luzon, including the Skyway System, South Luzon Expressway (SLEX), STAR Tollway, Tarlac-Pangasinan-La Union Expressway (TPLEX), and NAIA Expressway.

Ahead of Typhoon Uwan’s landfall, the company deployed maintenance crews to inspect and clear drainage systems, secure roadside signages and billboards, and preposition quick-response teams and heavy equipment in flood-prone areas to keep expressways passable.

Motorists are advised to observe traffic rules and speed limits at all times, and to exercise extra caution when driving in inclement weather.

For more than a year during the pandemic, SMC waived over P230 million in toll fees for medical frontliners across all its expressways.

Low-lying coastal communities in the Ilocos Region were warned on Monday of storm surges of 1 to 2 meters due to Super Typhoon Uwan (international name: Fung Wong), the weather bureau said in its 8PM report.

A storm surge is an abnormal rise in sea level caused by tropical cyclones, which can lead to flooding and produce large, powerful waves, especially in low-lying coastal communities.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) warned that moderate to high-risk storm surges could occur within the next 12 hours in low-lying coastal communities across the following provinces.

Residents in the affected communities are also urged to move to higher ground and stay clear of areas prone to storm surges.

The water level at Tuguegarao City’s Buntun Bridge in Cagayan has risen to 11 meters, surpassing the critical level due to the heavy rains brought by Typhoon Uwan (international name: Fung-wong).

According to the Tuguegarao City Information Office, the water level at Buntun Bridge first breached the critical level of 9 meters around 1 p.m., when it reached 9.9 meters.

Since then, the water level has continued to rise, reaching 11 meters as of 11 p.m.

The Buntun Bridge is a major river bridge connecting Tuguegarao City and Solana, Cagayan, spanning the Cagayan River.

The province of Cagayan remains under Tropical Cyclone Wind Signal No. 2 as Typhoon Uwan continues to affect several parts of Luzon.

President Ferdinand Marcos Jr. on Monday lauded emergency response teams for Typhoon Uwan (international name: Fung-wong), adding the preemptive evacuations they carried out ‘made all the difference.’

These remarks followed a situation briefing, where he tasked all government agencies concerned with providing continuous assistance to those affected by the typhoon.

‘I want to thank our local governments, first responders, and volunteers for acting quickly and working together to keep our people safe. The preemptive evacuations you carried out made all the difference. Your prompt action is very significant,’ Marcos said in a Facebook post.

During the meeting, Marcos ordered Public Works Secretary Vince Dizon to promptly begin rehabilitating damaged roads to allow the continuous delivery of aid to areas affected by Typhoon Uwan, Palace Press Officer Claire Castro said in a statement.

The President also directed the Department of Social Welfare and Development to sustain the distribution of aid to residents affected by the typhoon and instructed Health Secretary Teodoro Herbosa to ensure that sufficient medical teams are on standby at all evacuation centers.

As of 5 p.m., the state weather bureau said Typhoon Uwan continues to weaken as it moves away from the Ilocos Region.

It was spotted 175 kilometers west of Sinait, Ilocos Sur, as of 4 p.m., carrying maximum sustained winds of 120 km/h near the center and gustiness of up to 150 km/h. It moves in a northwest direction at 10 km/h.

The National Disaster Risk Reduction and Management Council said there were two deaths and two injuries reported due to the typhoon.

Work at the House of Representatives, along with the session, will resume on Tuesday, November 11, Secretary General Cheloy Garafil said on Monday.

Garafil released an advisory informing all House members and secretariat personnel about the resumption of regular operations, after the chamber suspended work and session on Monday due to Super Typhoon Uwan.

‘This is to officially notify all Members and Secretariat personnel that regular office operations and the plenary session will resume tomorrow, Tuesday, November 11, 2025,’ she said.

‘All concerned are hereby directed to report to work according to their respective schedules. The plenary session shall commence as previously scheduled. Your cooperation and prompt attendance are highly appreciated,’ she added.

On Sunday, Garafil announced in a separate advisory that due to Uwan’s expected impact over Luzon, the House suspended work and its session for Monday, November 10.

Only offices performing essential and critical functions were required to go on duty.

Under the calendar for the first regular session of the 20th Congress, the House was scheduled to resume session on Monday, November 10, after coming off from a break last October.

Uwan, which had a diameter of over 1,600 kilometers, barreled through a huge part of Luzon and Visayas. The super typhoon’s impact, which came after Typhoon Tino hit Visayas and Mindanao, prompted President Ferdinand Marcos Jr. to declare the country under a state of calamity for a year.

At its peak, Uwan packed maximum sustained winds of 185 kilometers per hour (kph), and gustiness of up to 230 kph. Coupled with Uwan’s wide diameter, over one million individuals from disaster-prone areas were evacuated.
