Half of saccos breach 5pc loan default rate rule

Fifty-three percent of saccos exceeded the recommended maximum loan default rate of five percent in the year ended December 2024, with the value of bad debt surpassing Sh70 billion.

Sacco Societies Regulatory Authority (Sasra) data shows 167 out of the 355 deposit-taking (DT) and non-withdrawable deposit-taking (NWDT) saccos kept their non-performing loans (NPLs) ratio below five percent.

The remaining 188 saccos under Sasra’s regulation posted default rates above the recommended maximum of five percent for co-operatives.

The five percent is the global benchmark adopted by the World Council of Credit Unions from the Basel framework – a set of international financial sector regulations.

The breaches in the NPL ratio occurred across the industry a year when the stock of defaulted loans rose by 10.6 percent to Sh70.87 billion, up from Sh64.06 billion in 2023.

In response to the increased number of defaults, saccos increased provisions for loan defaults to Sh58.61 billion from Sh53.79 billion.

Most sacco loans are secured by members’ deposits, and in cases of default, guarantors are required to repay the loans on behalf of the borrowers.

Sasra acting CEO David Sandagi said in an interview that there were positives in the year under review, given that DT saccos cut their NPL ratio to 8.56 percent from 8.6 percent in 2023, while that of NWDT saccos improved to 7.07 percent from 7.12 percent.

He added that Sasra continues to engage with saccos on improving their ratios and that the co-operatives bucked the trend last year by maintaining the lowest default rates in the financial sector.

During this period, the NPL ratio for commercial banks rose to 17.1 percent from 15.58 percent, while microfinance banks saw their default rate hit 33.6 percent from 27.99 percent.

‘Many saccos continued to show resilience as demonstrated by the decline in the NPL ratio. The NPL above five percent for different saccos speaks to the specific challenges in different sectors they draw most of their members from,’ said Mr Sandagi.

‘For instance, saccos with heavy leaning in the agricultural sector are likely to see a bit of elevated NPLs because of the cyclical challenges in the sector. We have seen saccos enhance cushioning through appropriate and adequate provision for loan losses and this speaks to prudence approach.’

He added that non-remittances have also impacted some saccos’ NPL ratios. For instance, Sh3.1 billion or 74.5 percent of the Sh3.49 billion that employers deducted from employees and failed to remit to saccos, related to loan repayments. The problem affected 85 saccos.

‘Higher defaults mean saccos take a hit on their net surplus given that they have to increase provisions to mitigate against the likely loan losses,’ said Mr Sandagi.

The Sacco Societies (Non-Deposit Taking Business) Regulations, 2020 require saccos to assess and provide for loan loss allowance at one percent for loans classified as performing, five percent for those under watch and 25 percent for those rated as substandard. Those classified as doubtful require 50 percent provisioning, while those classified as loss are provisioned fully.

Thai chamber briefed on many commerce measures

The commerce minister discussed measures to address the impacts of US tariffs, accelerate free trade agreement (FTA) negotiations, tap into the Indian market and manage agricultural products with representatives from the Thai Chamber of Commerce.

After the meeting, Commerce Minister Suphajee Suthumpun said the ministry prepared strategies to mitigate the impact of US tariffs, strengthen the agricultural sector, prevent product circumvention, promote trade in new markets, enhance the capabilities of Thai businesses to adapt to rapid changes in global trade rules and provide support to entrepreneurs along the Thai- Cambodian border.

“The ministry aims to finalise the details for the US tariff negotiations later this year to provide clarity for both Thai and international entrepreneurs, aiming to mitigate any potential impacts,” she said.

Mrs Suphajee encouraged all stakeholders to develop adaptation strategies now, including exploring alternative export markets and positioning products to meet evolving global demands.

Meanwhile, the ministry plans to manage 1.8 million tonnes of rice in stock by collaborating with farmers and the private sector to enhance the quality and packaging of rice, thereby adding value.

The ministry is also committed to concluding FTA negotiations to unlock new trade opportunities for Thai entrepreneurs and lay a solid foundation for sustainable economic growth, she said.

Poj Aramwattananont, chairman of the chamber, said exports to the US are beginning to feel the sting of tariffs as new orders slow.

However, the chamber believes collaboration between government agencies and the private sector will drive the economy and alleviate the impacts, he said.

Charoen Laothammatas, president of the Thai Rice Exporters Association, emphasised the need for rice varieties that align with global demand.

He said Thailand has to develop new rice varieties, enhance productivity and maintain a competitive baht value.

Chanintr Chalisarapong, vice-chairman of the chamber, said companies want the FTA with the European Free Trade Association to take effect soon, as it will pave the way for the pact being negotiated with the European Union and other countries.

Quick FTAs with additional countries could significantly boost Thailand’s competitiveness, he said.

Furthermore, the private sector proposed the establishment of a task force dedicated to rubber products to support entrepreneurs and farmers during challenging market conditions, while also encouraging Thai businesses to use local content.

Prim Jitcharoongphorn, president of the Thai-India Business Council, said India is a high-potential market with rapid growth, particularly in the areas of construction materials, home decor and food.

She asked the ministry to implement a structured approach to promote trade with each Indian state.

Sunanta Kangvalkulkij, director-general of the Department of International Trade Promotion, said it will implement urgent strategies to retain existing markets and explore new ones.

The goal is to achieve a trade volume of 8.91 billion baht during October 2025-January 2026, benefiting more than 1,270 businesses.

Royal Thai Air Force defends procurement of new anti-drone systems

The Royal Thai Air Force (RTAF) has issued a clarification regarding its two anti-drone system procurement projects, worth a combined 997.93 million baht, aimed at enhancing defence readiness against emerging drone threats.

RTAF spokesman AM Jackkrit Thammavichai said the RTAF has been focusing on two Anti-Drone System projects, totalling 13 systems worth 997.93 million baht. The acquisition was conducted under the principles of transparency and good governance to strengthen the nation’s capacity to counter unmanned aerial systems, he said.

He said that, amid the ongoing conflict along the Thai-Cambodian border, Unmanned Aerial Vehicles (UAVs) have been detected violating Thai sovereignty, a threat to national security that threatens the safety of the public and property.

Consequently, the government approved a special central budget allocation under an emergency framework for the RTAF to enhance its counter-drone capabilities.

Given the urgency of the situation, the government has approved a special central budget allocation and allowed an exemption from the 2017 Public Procurement and Supplies Administration Act to ensure timely action.

At the same time, the air force invited qualified private operators to present anti-drone systems for evaluation.

The RTAF established an integrated working group on Unmanned Aerial Systems (UAS) and Counter-Unmanned Aerial Systems (CUAS) to test and assess system performance under simulated conditions.

Following the evaluation of operational effectiveness and maintenance concepts for long-term sustainability, the Air Force proceeded to request a standard reference price and issued an invitation to the Aviation Industry Co Ltd to submit its proposal for the anti-drone system.

This is part of efforts to upgrade the nation’s defence capability against UAV threats, AM Jackkrit said.

PM reasserts border terms

The withdrawal of Cambodia’s heavy weapons and civilians from disputed areas has been set as among the key conditions by Thailand in response to a letter from US President Donald Trump, Prime Minister Anutin Charnvirakul says.

Speaking during his visit to the Ministry of Foreign Affairs to deliver policy guidance yesterday, Mr Anutin said the meeting was held to prepare for upcoming negotiations with the Cambodian side, as well as to formulate a response to Mr Trump’s letter addressed to him.

Mr Anutin said Mr Trump sent him a letter saying he wanted to see the country and neighbouring Cambodia resolve simmering border tensions.

The remark came a day after Mr Anutin appeared to brush off a continued role for Mr Trump — who is chasing a Nobel Peace Prize — in any further negotiations between the two nations aimed at solving their border dispute.

Mr Anutin expressed appreciation for the goodwill shown by the US president, who conveyed his desire to see peace prevail in the region, particularly in relation to the ongoing Thailand-Cambodia border dispute.

Mr Anutin affirmed Thailand’s unwavering commitment to peace and its intention to ensure that all efforts contribute to long-term regional stability and harmony.

He emphasised that prior agreements between Thailand and Cambodia must be upheld, including the withdrawal of heavy weaponry, demining efforts along the border, addressing online scam operations, and ensuring the lawful administration of areas within Thai territory.

“These are the official positions of the Thai government,” Mr Anutin said, noting that these terms had also been clearly communicated to those offering to mediate in the dispute. However, he stressed that both parties directly involved — Thailand and Cambodia — must take responsibility for resolving the matter.

When asked about the statement from the Chinese ambassador to Cambodia, who expressed Beijing’s readiness to support Cambodia in resolving the issue, Mr Anutin responded that the Chinese ambassador to Thailand had given similar assurances.

“Nevertheless, I wish to emphasise that this is a matter between Thailand and Cambodia. I believe other countries have good intentions and wish to see the de-escalation of the conflict,” Mr Anutin said.

Regarding Thailand’s management of the Ban Nong Chan area in Sa Kaeo, and how this will be communicated to the international community, Mr Anutin said that the Ministry of Foreign Affairs would first issue a formal letter to Cambodia clarifying that Thailand must act to safeguard its sovereignty and that all actions would be taken in accordance with the law.

In response to an article published by the Khmer Times, which claimed the prime minister had set an Oct 10 deadline for Cambodians to leave the Ban Nong Chan and Ban Nong Ya Kaeo areas in Sa Kaeo, Mr Anutin denied the report. “The word ‘deadline’ has never been used by this government,” he said.

The prime minister also expressed confidence that the security agencies already have measures in place. He reiterated that, from his very first day in office, he had affirmed that diplomacy and negotiations fall under the full authority of the Ministry of Foreign Affairs, which is empowered to pursue the best possible outcomes.

As for the defence and protection of national sovereignty, that responsibility lies entirely with the armed forces. He added that the government’s role is to provide full support to both the military and the Ministry of Foreign Affairs in fulfilling their respective missions.

Bangkok shopper breaks bone on slippery floor, claims staff refused help

A social media user has accused staff at a prominent Bangkok department store of refusing assistance after they fell and broke a bone on the slippery car park floor.

The individual shared video footage showing water on the floor of the indoor car park at the shopping centre in the Chidlom area. The user claimed the polished floor was dangerously slippery.

According to the user’s account, staff failed to provide aid despite being directly approached for help following the fall. “I asked the staff for help and they walked away, even though my bone was broken at that point,” the user wrote.

In follow-up comments, the user clarified their complaint was not about the slippery conditions but the lack of staff response. They alleged a staff member initially promised to coordinate help but then abandoned them to direct another customer’s vehicle instead.

Other social media users noted that shopping centres typically carry liability insurance for such incidents, with one commenting: “These department stores have insurance. Even if someone trips over uneven flooring, they can make a claim.”

One user familiar with the location confirmed the car park’s polished flooring is notoriously slippery, particularly when wet.

Sea turtle hatchlings ‘a sign of recovery’

Some 101 hawksbill sea turtle hatchlings have been hatched at Koh Talu Beach in Bang Saphan Noi district of Prachuap Khiri Khan, according to the Department of National Parks, Wildlife and Plant Conservation.

This followed over two months of close monitoring after a turtle laid 155 eggs on Aug 14.

Ekarit Duangmala, chief of Ao Siam National Park, said 101 successfully hatched, representing a 65% survival rate and indicating significant progress in marine conservation.

“This is an excellent sign for ongoing efforts to restore the sea turtle population in the area. The remaining eggs comprised 19 spoiled eggs and 29 unfertilised ones … while six hatchlings died shortly after birth.”

The hatchlings are being cared for by the Siam Marine Resources Rehabilitation Foundation before they are released into the sea.

Chefs Photchaman ‘Aom’ Arnupapdecha and Atsushi Yoshida unite for an evening of Japanese-inspired cuisine that celebrates precision, creativity and collaboration at Tsu Japanese Restaurant at JW Marriott Hotel Bangkok. On oct 17, chef Aom from Hua Hin Marriott Resort and Spa’s Big Fish and Bar joins chef Yoshida, Japanese head chef at JW Marriott Hotel Bangkok. The menu opens with a Rosette waffle with tuna tartare; Sustainable hamachi, salmon and kihada maguro; Seabass and prawns aguachile; and Glazed pork loin with shimeji, sweet white onions, spinach, and kabayaki pork sauce for mains. The exhibition celebrates 20 years of RKFA’s journey. Within this wider journey, Natee has been one of the gallery’s earliest and most consistent collaborators. His practice, known for interrogating classical Western painting traditions while engaging with the cultural, philosophical and sociopolitical realities of Southeast Asia, has made a vital contribution to critical conversations in the region. “20X20” underscores the geographical reach of the gallery and the depth of his artistic journey. It brings together a selection of works, drawn from past and recent series, that have passed through the gallery’s hands over the last two decades.

333Artlink will host the ‘Make A Mark ?????????’ exhibition running from Oct 10 to Jan 10, 2026 at noble Play at BTS Phloen Chit. The exhibition explores the power of graffiti and street art as the ‘language of the city’, a means of telling stories, raising questions and creating new meaning within the context of contemporary urban society. Sixteen artists have come together, walking through the Phloen Chit neighbourhood to collect traces of the city and found objects that reflect everyday urban life. These materials have been transformed into works of art, turning the exhibition space into a ‘miniature city’ that records the stories of its people. The exhibition is an immersive, participatory experience with 16 graffiti walls, an Art Market, a DJ Party with free drinks and a graffiti workshop. Through interactive activities, audiences can ‘leave their mark’ within the space. Each artwork becomes a layering of the artist’s expression, the city’s traces and the audience’s participation, collectively creating new meaning and transforming the gallery into a shared space for dialogue.

Megabangna welcomes Halloween with “Mega Halloween 2025: The Scream Lab” created in collaboration with Mega Cineplex. The Scream Lab takes brave souls on a journey filled with shocks, screams and supernatural surprises. The event unfolds in two phases. Throughout, customers can get into the Halloween spirit by exploring and taking photos with The Scream Lab. Then, from Oct 17-31, the true challenge begins as thrill-seekers are invited to take part in an Escape Room-like adventure. Participants will walk into an abandoned lab sealed off after a mysterious tragedy 20 years ago, now reopened for the first time this Halloween. In this mission, they play as rescue team members tasked with shutting down the lab and uncovering a hidden four-digit code to escape. Inside, four rooms reveal the dark secrets and revenges that have long been buried. The Escape Room experience is, however, an exclusive privilege for Mega Smile Rewards members only. Participants can collect their admission tickets in person one hour before the session at the main entrance by registering through the Megabangna application, free of charge. The first 100 participants each day who successfully survive the four rooms will also receive a complimentary movie ticket from Mega Cineplex.

Laced with frustration and raw honesty, ‘Kokaine’ captures the push and pull of a toxic relationship.The heavy production underscores the anger and tension, giving the song a dramatic edge. Star2 was born in Mae La refugee camp in Thailand and is on a mission to use his music to amplify voices from his community.
